The College of Europe is a unique postgraduate institute specialising in European education and training. Intensive programmes are offered in European integration issues, with particular emphasis on law, economics, political and social sciences.

The College of Europe awards the following scholarships:

• European Neighborhood Policy scholarships for EU citizens – scholarship scheme ranging from partial to full for EU citizens (scholarships for Natolin and Bruges).

• European Neighborhood Policy scholarships for ENP countries citizens – full scholarships for citizens of countries covered by the ENP: Algeria, Armenia, Azerbaijan, Belarus, Egypt, Georgia, Israel, Jordan, Lebanon, Libya, Moldova, Morocco, Palestine, Syria, Tunisia or Ukraine (scholarships for Natolin and Bruges).

• European History and Civilization scholarships for all nationalities – scholarship scheme ranging from partial to full for graduates of history and related fields from all countries of the world. They are intended both for History graduates who wish to combine further historical studies with European studies, as well as for graduates in related disciplines who wish to study History in an interdisciplinary European context. Scholarships for Natolin campus only. 

• Journalism and Media scholarships – scholarship scheme ranging from partial to full for admitted students of any country with a background or clear interest in journalism and/or media (scholarships for Natolin only).

• EU4Youth scholarships for candidates from Eastern Partnership – additional scholarship scheme for citizens of Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine for the Advanced Master of Arts in European Interdisciplinary Studies program in 2023-2024. The scholarships cover tuition fee, full board and lodging on campus. They are funded under the “EU4Youth phase III Youth Employment and Entrepreneurship” programme, which receives funding from the EU and is co-financed by the Ministry of Foreign Affairs of Lithuania.

Qui peut postuler

Les titulaires d'un master, mais aussi les étudiants en dernière année. Les titulaires d'une licence obtenue après quatre années d'études (dans les pays où cette durée correspond à celle du programme de licence), ainsi que les étudiants en dernière année d'un tel programme.

• EU4Youth-Stipendien für Kandidaten aus der Östlichen Partnerschaft - zusätzliches Stipendienprogramm für Bürger aus Armenien, Aserbaidschan, Weißrussland, Georgien, Moldawien und der Ukraine für den Studiengang Advanced Master of Arts in European Interdisciplinary Studies im Zeitraum 2023-2024. Wer kan sich bewerben:

Los programas intensivos que son ofrecidos versan sobre la integración europea, con especial énfasis en el derecho, la economía, la política y las ciencias sociales. 

La Comisión Europea ofrece un gran número de becas a los graduados universitarios procedentes de países dentro de la Política Europea de Vecindad para estudios de postgrado en el Colegio de Europa durante el curso académico 2014-2015.

Las becas cubrirán los gastos académicos, alojamiento, comidas y gastos de viaje.

The Erasmus Charter for Higher Education (ECHE) provides the general quality framework for European and international cooperation activities a higher education institution (HEI) may carry out within the Erasmus+ Programme.

The award of an Erasmus Charter for Higher Education is a pre-requisite for all higher education institutions (HEIs) located in one of the countries listed below and want to apply and participate in learning mobility of individuals, cooperation for innovation and good practices among organisations and institutions and/or support to policy development projects under the Erasmus+ 2021-2027 Programme.

For HEIs located in third countries not associated to the Programme, the ECHE is not required, and the quality framework will be established through inter-institutional agreements between HEIs.

The Charter is awarded for the full duration of the Programme.

Eligible applicants

Recognised HEIs established in one of the following countries are eligible to apply for an Erasmus Charter for Higher Education:

- the Member States of the European Union,

- third countries associated to the Programme, under the conditions set out in the legal basis (Iceland, Norway, Liechtenstein, Turkey, North Macedonia and Serbia)

- Western Balkans third countries not associated to the Erasmus+ Programme: Albania, Bosnia and Herzegovina, Kosovo and Montenegro.

The Charter is awarded for the full duration of the Programme.

The National Authorities will designate, among the applicants, the Higher Education Institutions to be considered eligible to participate in learning mobility of individuals and/or cooperation for innovation and good practices under the Programme, in their respective territories.

Die Erasmus-Charta für die Hochschulbildung (ECHE) bildet den allgemeinen Qualitätsrahmen für europäische und internationale Kooperationsaktivitäten, die eine Hochschuleinrichtung im Rahmen des Programms Erasmus+ durchführen kann.

Die Verleihung einer Erasmus-Charta für die Hochschulbildung ist eine Voraussetzung für alle Hochschuleinrichtungen mit Sitz in einem der unten aufgeführten Länder, die sich im Rahmen des Programms Erasmus+ 2021-2027 für Projekte der Lernmobilität von Einzelpersonen, der innovativen Zusammenarbeit zwischen Organisationen und Einrichtungen und/oder der Strategieentwicklung bewerben und beteiligen möchten.

Für Hochschuleinrichtungen in Drittstaaten, die nicht mit dem Programm assoziiert sind, ist die ECHE nicht erforderlich, und der Qualitätsrahmen wird durch interinstitutionelle Vereinbarungen zwischen den Hochschuleinrichtungen festgelegt. Die Charta wird für die gesamte Laufzeit des Programms verliehen.

Förderfähige Antragsteller

Anerkannte Hochschuleinrichtungen mit Sitz in einem der folgenden Länder können sich um eine Erasmus-Charta für die Hochschulbildung bewerben:

- Mitgliedstaaten der Europäischen Union,

- mit dem Programm assoziierte Drittstaaten unter den in der Rechtsgrundlage festgelegten Bedingungen (Island, Norwegen, Liechtenstein, Türkei, Nordmazedonien und Serbien)

- Westliche Balkan-Drittländer, die nicht mit dem Programm Erasmus+ assoziiert sind: Albanien, Bosnien und Herzegowina, Kosovo und Montenegro.

Die nationalen Behörden benennen unter den Antragstellern die Hochschuleinrichtungen, die für die Teilnahme am Projekt Lernmobilität und/oder der Zusammenarbeit für Innovation und bewährte Verfahren im Rahmen des Programms in ihrem jeweiligen Land in Frage kommen.

Carta Universitară Erasmus (ECHE) oferă cadrul general de calitate pentru activitățile de cooperare europeană și internațională pe care o instituție de învățământ superior (IIS) le poate desfășura în cadrul programului Erasmus+.

Atribuirea unei carte ECHE este o condiție prealabilă pentru toate instituțiile de învățământ superior situate într-una dintre țările enumerate mai jos care doresc să candideze și să se implice în acțiuni de mobilitate a persoanelor în scop educational, de cooperare în materie de inovare și de bune practici între organizații și instituții și/sau sprijin privind proiecte pentru dezvoltarea politicilor în cadrul programului Erasmus+ 2021 – 2027.

Pentru instituțiile de învățământ superior din țările terțe care nu sunt asociate programului, ECHE nu este necesară, iar cadrul de calitate va fi stabilit prin acorduri interinstituționale între instituțiile de învățământ superior.

Carta se acordă pentru întreaga durată a programului.

Candidați eligibili

Instituțiile de învățământ superior recunoscute, stabilite într-una dintre următoarele țări, sunt eligibile pentru a solicita o Cartă Universitară Erasmus:

• statele membre ale Uniunii Europene,
• țările terțe asociate la program, în condițiile stabilite în temeiul temeiului juridic (Islanda, Norvegia, Liechtenstein, Turcia, Macedonia de Nord și Serbia)
• țările terțe din Balcanii de Vest care nu sunt asociate la Programul Erasmus+: Albania, Bosnia și Herțegovina, Kosovo și Muntenegru.

Carta se acordă pe întreaga durată a programului.

Autoritățile naționale vor desemna, printre candidați, instituțiile de învățământ superior care pot fi considerate eligibile pentru a se implica în activități de mobilitate a persoanelor în scop educational și/sau cooperare pentru inovare și bune practici în cadrul programului, în teritoriile lor.

La carta Erasmus para la educación superior (ECHE) aporta un marco general de calidad para las actividades de cooperación europea e internacional entre instituciones de educación superior (HEI) que puedan incluirse dentro de los programas de Erasmus +.

La conformación de una carta Erasmus para la educación superior (ECHE) es un requisito previo para todas las instituciones de educación superior (HEIs) ubicado en  alguno de los países que aparecen a continuación y que quieran participar en programas dentro de Erasmus + para movilidad por motivos de aprendizaje individuales y/o de cooperación para la innovación y buenas prácticas.  Para las instituciones de educación superior de otros países, la carta Erasmus para la educación superior no es obligatoria y el marco de calidad necesario se establecerá de acuerdo con los acuerdos interinstitucionales entre instituciones de educación superior. La carta abarcará el periodo que dure el programa

Pueden participar e incluirse dentro de la carta Erasmus para la educación superior las instituciones de educación superior ubicadas en cualquiera de los países:

-         Estados miembros de la Unión Europea,

-         Países de la EEA-EFTA (Islandia, Leichtenstein y Noruega)

-         La antigua Yugoslavia, la República de Macedonia y Turquía.

La carta abarcará todo el periodo que dure el programa.

Las Autoridades Nacionales designarán qué instituciones de educación superior son susceptibles de ser elegidas para participar en programas de movilidad por motivos de aprendizaje individuales y/o de cooperación para la innovación y buenas prácticas en los territorios correspondientes.

The Heinrich Böll Foundation grants scholarships to approximately 1,500 undergraduates, graduates, and Ph.D. students of all subjects and nationalities per year, who are pursuing their degree at universities, universities of applied sciences (‘Fachhochschulen’), or universities of the arts (‘Kunsthochschulen”).

La Fondation Heinrich Böll octroie chaque année des bourses à environ 1 000 étudiants de premier cycle, diplômés et doctorants de toutes disciplines et nationalités, qui poursuivent leurs études dans des universités, des universités de sciences appliquées ("Fachhochschulen") ou des universités d'art ("Kunsthochschulen").

Les boursiers doivent avoir d'excellents résultats scolaires, être engagés socialement et politiquement, et avoir un intérêt actif pour les valeurs fondamentales de la fondation : écologie et durabilité, démocratie et droits de l'homme, autodétermination et justice.

Erasmus for Young Entrepreneurs is a cross-border exchange programme which gives new or aspiring entrepreneurs the chance to learn from experienced entrepreneurs running small businesses in other participating countries.

It supports new entrepreneurs with the skills necessary to start and/or successfully run a small business in Europe. New entrepreneurs gather and exchange knowledge and business ideas with an experienced entrepreneur, with whom they stay and collaborate for a period of 1 to 6 months.

• be firmly planning to start a business, based on a viable business plan OR have less than 3 years of total entrepreneurial experience;
• be over 18 years old;
• be a permanent resident in one of the Participating Countries;
• have a concrete project or business idea, reflected in a business plan.

The programme encourages the participation of experienced/host entrepreneurs as well.

Wie funktioniert’s?´

• Erasmus für junge UnternehmerInnen bietet praktische und finanzielle Unterstützung für JungunternehmerInnen, die 1 bis 6 Monate im Unternehmen einer/s erfahrenen GastunternehmerIn in einem anderen EU-Land vernringen möchten.
  
  
  
• Die Vermittlung von Jung- und GastunternehmerInnen wird mit der Hilfe von über 100 EU- Vermittlungsstellen aus dem Bereich der Unternehmerberatung (z. B. Handelskammern, Gründer- und Start-up-Zentren etc.). Die Aktivitäten der Vermittlungsstellen werden von EUROCHAMBRES, dem Dachverband der Europäischen Industrie- und Handelskammern, koordiniert, der auch als  Support Office für das Programm fungiert.
  
  
  
• Jung- und GastunternehmerInnen bewerben sich über die Website www.erasmus-entrepreneurs.eu für das Programm und nehmen mit einer Vermittlungsstelle ihrer Wahl Kontakt auf. Nach dem Abschluss einer Vereinbarung (Arbeitsplan, Aufgaben, Verantwortlichkeiten ...) kann der Auslandsaufenthalt durchgeführt werden.

• Interessierte Jung- und GastunternehmerInnen registrieren sich mittels des Online-Formulars und nehmen Kontakt mit der Vermittlungsstelle ihrer Wahl auf.
  
  
• KandidatInnen aus allen EU-Ländern können am Programm teilnehmen. KandidatInnen aus Ländern, in denen es keine Vermittlungsstelle gibt, können sich an eine der 100 Vermittlungsstellen in anderen Ländern wenden.
  
  
• Interessierte KandidatInnen aus Drittländern (= Nicht-EU-Ländern) können ebenfalls teilnehmen, vorausgesetzt sie planen eine Unternehmensgründung in der EU bzw. haben bereits eines gegründet und haben ihren ständigen Wohnsitz in einem der EU-Länder.
  

Unterstützung:
Mit der finanziellen Unterstützung für die JungunternehmerInnen soll ein Beitrag zu den Reisekosten in das Aufenthaltsland und wieder zurück in das Herkunftsland sowie zu den Unterhaltskosten (insbesondere Unterkunft) während des Besuchs geleistet werden.

Der Aufruf zur Einreichung ENT/ERA/09/311 besteht aus zwei so genannten „Losen“ mit zwei verschiedenen Arten von Aktivitäten:

Acest program permite tinerilor antreprenori europeni să petreacă până la 6 luni de muncă alături de un antreprenor experimentat dintr-un alt stat UE, pentru a învăţa cum să îşi dezvolte şi să îşi îmbunătăţească propria lor afacere.

Obiectivele specifice ale programului sunt:

• să ofere on-job-training pentru noii antreprenori din întreprinderile mici şi mijlocii, altundeva în UE;
• să faciliteze schimburile de experienţă şi informaţii între antreprenori, pe teme legate de obstacolele şi provocările pe care le au;
• să le crească acestora şansele de a accede pe piaţă şi de a-şi găsi potenţiali parteneri;
• să creeze reţele, prin accentul pus pe cunoştinţele şi experienţa împărtăşită între antreprenori din diferite state europene.
  
  Procedura:
   
• Erasmus pentru tinerii antreprenori oferă asistenţă practică şi financiară noilor antreprenori care petrec o perioadă împreună cu antreprenorii experimentaţi din UE, între o lună şi 6 luni, cu posibilitatea divizării perioadei de ședere pe săptămâni (cu condiția ca acestea să nu depășească 12 luni).
• Legătura dintre noii antreprenori şi cei cu experiență se face prin intermediul a peste 100 de organizaţii intermediare UE (OI), competente pentru a oferi sprijin (Camere de Comerţ, incubatoare de afaceri, centre startup). Activităţile organizaţiilor intermediare (OI) sunt coordonate de Eurochambres (Asociația Camerelor Europene de Comerț și Industrie), care funcționează ca Birou de sprijin pentru program
• Antreprenorii noi şi cei cu experiență vor candida pentru program prin site-ul www.erasmus-entrepreneurs.eu, şi vor stabili contactul cu organizaţia de intermediere pe care o doresc. Când se ajunge la o înţelegere (planuri de lucru, sarcini, responsabilităţi), se poate realiza vizita în străinătate.   Criterii de eligibilitate pentru noii antreprenori:
   
• Să fie persoane determinate să înceapă propria lor afacere sau persoane care au iniţiat deja o afacere în ultimii 3 ani. Domeniul afacerii nu contează.
• Să demonstreze un background educaţional şi profesional solid şi să aibă o idee de afaceri viabilă.
• Să fie rezidenţi permanenţi într-unul din cele 28 de state membre ale UE.
• Să aibă capacitatea şi disponibilitatea de a suplimenta fondurile UE, pentru acele cheltuieli care le depăşesc.
  
  Cum se poate participa:
   
• antreprenorii noi şi cei cu experiență candidează completând formularul online şi stabilesc contactul cu organizaţia de intermediere pe care au ales-o
• pot participa persoane din toate statele UE; candidaţii care locuiesc într-o ţară din care nu există organizaţie de intermediere se pot adresa unei organizaţii dintr-o altă ţară
• candidaţii interesaţi din alte ţări pot participa cu condiţia să îşi fi început sau să aibă intenţia de a începe o afacere în UE şi să fie rezidenţi permanenţi într-un stat membru al UE.

Sprijin financiar
Se acordă sprijin financiar noilor antreprenori pentru acoperirea cheltuielilor de transport şi de subzistenţă (în special pentru cazare) pe perioada vizitei. 

Apelul pentru propuneri se adresează Organizațiilor Intermediare care gestionează programul de mobilitate la nivel local. Aceste organizatii vor recruta și asista antreprenorii pentru a participa la program, organizând schimburile în străinătate. Propunerile trebuie să fie trimise de organisme publice sau private, în parteneriate formate din cel puțin 5 organisme independente legale din cel puțin 4 țări participante diferite. Fiecare partener poate să trimită o singură propunere.

Cine poate candida:
Sunt eligibile candidaturile persoanelor juridice înfiinţate într-una din următoarele ţări (ţări participante):
- statele membre ale UE
- ţările participante în programul COSME

Bugetul maxim alocat este de 800 milioane de euro.

Asistența financiară pentru noii întreprinzători care participă la o acțiune de mobilitate va fi de maxim 6600 euro per antreprenor.

Suma maximă alocată pentru fiecare acord specific, care rezultă din prima consultare cu SGA-urile, va fi de 800.000 euro.

Bugetul maxim per proiect este de 500.000 euro pe proiect.

El programa permite a los jóvenes emprendedores europeos a pasar hasta seis meses trabajando con un emprendedor experimentado en otro país de la Unión Europea para aprender cómo mejorar la gestión y crecimiento de sus propios negocios.

Los objetivos específicos del programa son:
Trabajar en la práctica con nuevos empresarios de PYMES en otras partes del a Unión Europea.
Intercambios de experiencia e información entre emprendedores acerca de los obstáculos y los retos.
Facilitar el acceso al mercado y la identificación de los socios potenciales;
Crear redes basadas en el conocimiento y la experiencia de otros emprendedores experimentados de otros países europeos.

Cómo funciona:
-Erasmus para Jóvenes Emprendedores proporciona asistencia técnica y financiera a los nuevos emprendedores (NE) para pasar de 1 a 6 meses en los negocios de emprendedores experimentados que acojan en otros países de la Unión Europea con la posibilidad de dividir la estacia en periodos de semanas (siempre que el período de tiempo no sea superior a un total de 12 meses).
-La adaptación de los nuevos emprendedores con los emprendedores experimentados se lleva a cabo con la ayuda de unas 100 organizaciones intermediarias de la Unión Europea competentes en el apoyo a empresas (por ejemplo, las cámaras de comercio, centros de empresas, etc.)
- Las actividades de las organizaciones intermediarias están coordinadas por Eurocambres, la cual actúa como oficina de apoyo para el programa.
-Los nuevos y experimentados emprendedores deberán solicitar el programa a través de la página Web, www.erasmus-entrepreneurs.eu y establecer contacto con una organización intermediaria de su elección. Cuando se alcanza un acuerdo (planes de trabajo, tareas, responsabilidades…), la estancia en el extranjero puede ser realizada.

Criterios para los nuevos emprendedores:
-son emprendedores aquellos que están planeando firmemente poner en marcha sus propios negocios o aquellos que ya han empezado sus negocios dentro de los tres últimos años. El negocio puede pertenecer a cualquier sector.
-debe demostrarse una sólida educación, un bagaje profesional y una idea viable de negocio.
-debe ser un residente permanente de uno de los 28 Estados Miembros de la Unión Europea.
-debe ser capaz y estar dispuesto a recaudar fondos adicionales para cubrir los costos de estancia que excedan la subvención de la Unión Europea.

Cómo participar:
Los emprendedores nuevos y experimentados que estén interesados deben solicitarlo a través del formulario de registro online y establecer contacto con las organizaciones intermediarias que hayan elegido.
Los candidatos de todos los países de la Unión Europea pueden participar en el programa. Los candidatos que vivan en un país que no tenga organizaciones intermediarias pueden dirigirse a una de las 100 organizaciones intermediarias localizadas en otros países.
Los candidatos interesados de terceros países pueden participar siempre que hayan empezado o tengan la intención de empezar una empresa en la Unión Europea; y que residan permanentemente en uno de los países de la Unión Europea.

Soporte:
El propósito de apoyo financiero para los nuevos emprendedores tiene como fin contribuir a los gastos del viaje de ida y vuelta al país de estancia y a los costos de manutención (en particular de alojamiento) durante la visita.

La convocatoria se dirige a las organizaciones intermediarias que gestionan el programa de movilidad a nivel local. Estas organizaciones reclutarán y ayudarán a los empresarios a participar en el programa mediante la organización de los intercambios en el extranjero.
Las propuestas deben ser presentadas por entidades públicas o privadas, de asociaciones compuestas por al menos 5 entidades de al menos 4 países participantes diferentes.
Cada socio debe presentar una sola propuesta.

¿Quién lo puede solicitar?:
Las solicitudes de entidades jurídicas establecidas en uno de los siguientes países son elegibles (países participantes):
-Miembros de la Unión Europea.
-Países EFTA: Islandia
-Países de la ampliación: Croacia, la Antigua República Yugoslava de Macedonia, Montenegro, Turquía, Serbia, Albania, Kosovo, Bosnia y Herzegovina.
- Países vecinos del este: Moldavia.

El presupuesto total disponible es de 4 120.000 euros.
El importe máximo de la subvención que se puede conceder a un proyecto es € 500.000. Se espera que de 8 a 10 proyectos pueden ser financiados en esta convocatoria.

Calendario:
-Duración de la acción 24 meses.
-No se aceptarán solicitudes para proyectos programados para ejecutarse durante periodos más largos que lo especificado en la convocatoria.

Studying abroad is a central part of Erasmus+ and has been shown to have a positive effect on later job prospects. Erasmus+ supports student and doctoral candidate exchanges within Erasmus+ Programme countries and to and from Partner countries.

Eligibility

-Students at short-cycle Bachelor and Master levels and Doctoral candidates. You can also combine your period spent studying abroad with a traineeship to gain work experience.

-For students in the first cycle, you need to be at least in the second year of your studies.

Duration

Your long-term study period abroad can last a minimum of 2 months (or 1 academic term or trimester) and a maximum of 12 months.

Students can also combine a virtual period with physical short or long-term mobility: the physical presence abroad lasts between 5-30 days.

You can benefit from an exchange abroad with Erasmus+ multiple times, but your total time abroad may not exceed 12 months within one cycle of study.

"Cycle" refers to the level of study as defined by the European Qualifications Framework (EQF):

• First cycle (Bachelor or equivalent) EQF – 5/6
• Second cycle (Master or equivalent) EQF 7
• Third cycle (Doctoral or equivalent) EQF 8

For "one-cycle" courses such as medicine or architecture, you can go abroad with Erasmus+ for as long as 24 months.

Funding

-You receive a grant to contribute to your travel and subsistence costs.

-Students with physical, mental or health-related conditions may apply for additional funding after they have been selected to study abroad.

-Erasmus+ students are exempted from fees for tuition, registration, examinations, and charges for access to laboratories or libraries at the receiving institution. Small fees for insurance or student union membership may still apply.
