The Marie Skłodowska-Curie actions (MSCA) are part of the Horizon Europe (2021-2027),  is the EU’s key funding programme for research and innovation. They are the European Union’s flagship funding programme for doctoral education and postdoctoral training of researchers. The Marie Skłodowska-Curie actions provide grants at all stages of researchers' careers, from PhD candidates to highly experienced researchers, and encourage research cooperation across borders, sectors and disciplines.

The objective is to strengthen, quantitatively and qualitatively, the human potential in research and technology in Europe with the aim:
- to endow researchers with new skills and a wider range of competences;
- to offer attractive working conditions for the researchers;
- to break the real and perceived barriers between academic and other sectors, especially business;
- to promote the involvement of industry etc. in doctoral and post-doctoral research.

Actions

MSCA Doctoral Networks: support for joint research training and/or doctoral programmes, implemented by European partnerships of universities, research institutions, and non-academic organisations.

MSCA Postdoctoral Fellowships: support for experienced researchers  of any nationality, undertaking mobility between countries, optionally to the non-academic sector, to support the mobility of researchers within and beyond Europe - as well as helping to attract the best foreign researchers to work in the EU.

MSCA Staff Exchanges: international and inter-sectoral cooperation through the to support short-term mobility of research and innovation staff at all career levels, from the most junior to the most senior, including also administrative and technical staff.

Co-funding of regional, national and international programmes (COFUND) that finance fellowships involving mobility to or from another country: to encourage the movement of researchers across borders and provide good working conditions.

Rețele doctorale MSCA: sprijin pentru programe comune de formare de cercetare şi/sau programe de doctorat, implementate de parteneriate europene ale universităţilor, institutelor de cercetare şi organizaţiilor non-universitare.

Burse post-doctorale MSCA: sprijin pentru cercetătorii cu experienţă care desfășoară mobilitatea între țări, opţional în sectorul non-academic, pentru a sprijini mobilitatea cercetătorilor din Europa și din afara Europei - precum şi pentru a contribui la atragerea celor mai buni cercetători străini pentru a lucra în UE.

Schimburi de personal MSCA: cooperare internațională și intersectorială prin sprijin pentru mobilitatea pe termen scurt a personalului de cercetare - inovare indiferent de nivelul de carieră, de la cei mai tineri la cei mai în vârstă, inclusiv personalul administrativ și tehnic.

Cofinanțare programe regionale, naționale și internaționale (COFUND): finanţează burse care implică mobilitatea către sau din altă țară: pentru a încuraja circulația transfrontalieră a cercetătorilor şi pentru a oferi condiţii bune de lucru.

MSCA și Cetățenii: aducerea domeniului cercetării și a cercetătorilor mai aproape de publicul larg, în vederea creșterii gradul de conștientizare asupra activităților de cercetare și inovare și încurajarea recunoașterii publice a științei și educației în cercetare.

Under this action, organisations and informal groups of young people can receive support to carry out projects bringing together young people from different countries to exchange and learn outside their formal educational system.

"Youth Exchanges" is an opportunity allowing groups of young people between 13 and 30 years old, from at least two different countries to meet and live together for up to 21 days. 
Youth exchanges are managed by youth organisations, informal groups of young people or other organisations.

During a Youth Exchange participants, supported by group leaders, jointly carry out a work programme (a mix of workshops, exercises, debates, role-plays, simulations, outdoor activities) designed and prepared by them before the Exchange.
The aim is to make young people develop competences, become aware of socially relevant topics/thematic areas, discover new cultures, habits and lifestyles, mainly through peer-learning, strengthen values like solidarity, democracy, friendship.
The learning process in Youth Exchanges is triggered by methods of non-formal education. A Youth Exchange can also be a good setting for discussing and learning about inclusion and diversity issues.
Youth Exchanges are based on transnational cooperation between two or more participating organisations from different countries within and outside the European Union.

Eligible participating organisations:

Who can apply
Any eligible participating organisation or group established in an EU Member State or third country associated to the Programme.

A mobility activity is transnational and involves at least two participating organisations (sending and receiving organisation) from different countries.
The activity must take place in the country of one (or several, in case of itinerant activities) of the organisations participating in the activity.

Activities within EU Member States and third countries associated to the Programme: all participating organisations must be from an EU Member State or third country associated to the Programme.
Activities with third countries not associated to the Programme neighbouring the EU: the activity must involve at least one participating organisation from an EU Member State or a third country not associated to the Programme neighbouring the EU (regions 1-4)

Eligible activities
- Youth Exchanges (5 to 21 days, excluding travel days).

Duration of project
- 3 to 24 months.

Erasmus+ sprijină mobilitatea de învățare în context nonformal sub forma schimburilor de tineri, având drept obiectiv să îi implice și împuternicească pe tineri pentru a deveni cetățeni activi, pentru a-i conecta la proiectul european și a-i ajuta să dobândească și să dezvolte competențe pentru viitorul lor profesional și, în general, pentru viață. 

Mai specific, schimburile de tineri au ca obiectiv:

• promovarea dialogului intercultural, a învățării interculturale și a sentimentului de a fi european;
• dezvoltarea abilităților și atitudinilor tinerilor; 
• întărirea valorilor europene și înlăturarea prejudiciilor și stereotipurilor;
• creșterea gradului de conștientizare pe teme relevante social și stimularea implicarea în societate și participarea activă.

Acțiunea este deschisă tuturor tinerilor, cu focus pe tinerii cu oportunități reduse. 

Ce fel de proiecte

“Schimburile de tineri” reprezintă oportunități care permit grupurilor de tineri cu vârsta cuprinsă între 13 și 30 de ani, din cel puțin două țări diferite să se întâlnească și să petreacă timp împreună pentru o perioadă de până la 21 de zile.

Schimburile de tineri sunt gestionate de organizații de tineret, grupuri informale de tineri sau alte organizații.

În timpul unui schimb de tineri, sprijinit de liderii de grup, participanții efectuează împreună un program de lucru (o combinație de ateliere de lucru, exerciții, dezbateri, jocuri de rol, simulări, activități în aer liber etc.) proiectate și pregătite de ei înșiși anterior schimbului.

Schimburile de tineri le permit acestora: să dezvolte competențe; să devină conștienți de subiecte/domenii tematice relevante din punct de vedere social; să descopere noi culturi, obiceiuri și stiluri de viață, în special prin învățare reciprocă; să consolideze valori precum solidaritatea, democrația, prietenia.

Procesul de învățare în schimburile de tineri este declanșat prin metode de educație nonformală.

Un schimb de tineri poate fi, de asemenea, un cadru bun pentru a discuta și a învăța despre aspecte legate de incluziune și diversitate.

Schimburile de tineri se bazează pe cooperarea transnațională între două sau mai multe organizații participante din diferite țări din interiorul și din afara Uniunii Europene.

Pe lângă schimburile de tineri, proiectele pot cuprinde și vizite pregătitoare. 

Organizații participante eligibile:

• Organizații nonprofit, asociații, ONG-uri; ONG-uri europene pentru tineret; instituții publice la nivel local, regional, național; întreprinderi sociale; organisme cu scop lucrativ active în domeniul responsabilității sociale corporative;
• Grupuri informale de tineri;
• stabilite:

- într-un stat membru al UE (Austria, Belgia, Bulgaria, Croația, Cehia, Cipru, Danemarca, Estonia, Finlanda, Franța, Germania, Grecia, Ungaria, Irlanda, Italia, Letonia, Lituania, Luxemburg, Malta, Olanda, Polonia, Portugalia , România, Slovacia, Slovenia, Spania, Suedia);

- într-o țară terță asociată Programului (Macedonia de Nord, Islanda, Liechtenstein, Norvegia, Serbia, Turcia);

- sau într-o țară terță care nu este asociată Programului din Vecinătatea UE (Albania, Bosnia și Herțegovina, Kosovo, Muntenegru, Armenia, Azerbaidjan, Belarus, Georgia, Moldova, Teritoriul Ucrainei, așa cum este recunoscut de dreptul internațional, Algeria, Egipt, Israel, Iordania , Liban, Libia, Maroc, Palestina, Siria, Tunisia, Teritoriul Rusiei, așa cum este recunoscut de dreptul internațional).

Cine poate candida:

Poate candida orice organizație eligibilă participantă sau grup stabilit într-o țară membră UE sau într-o țară terță asociată Programului. 

O activitate de mobilitate este transnațională și implică cel puțin două organizații participante (organizația de trimitere și organizația de găzduire) din diferite țări.

Activitatea trebuie să se desfășoare în țara uneia (sau mai multor, în cazul activităților itinerante) dintre organizațiile care participă la activitate.

Dans le cadre de cette action, les organisations et les groupes informels de jeunes peuvent recevoir un soutien pour réaliser des projets réunissant des jeunes de différents pays pour échanger et apprendre en dehors de leur système éducatif formel.

Les "Échanges de jeunes" sont une opportunité permettant à des groupes de jeunes âgés de 13 à 30 ans, originaires d'au moins deux pays différents, de se rencontrer et de vivre ensemble pendant une durée maximale de 21 jours.
Les échanges de jeunes sont gérés par des organisations de jeunesse, des groupes informels de jeunes ou d'autres organisations.

Pendant un Échange de jeunes, les participants, soutenus par des chefs de groupe, exécutent ensemble un programme de travail (un mélange d'ateliers, d'exercices, de débats, de jeux de rôle, de simulations, d'activités de plein air) conçu et préparé par eux avant l'Échange.
L'objectif est d'amener les jeunes à développer des compétences, à se sensibiliser à des sujets/domaines thématiques pertinents sur le plan social, à découvrir de nouvelles cultures, habitudes et modes de vie, principalement grâce à l'apprentissage par les pairs, à renforcer des valeurs telles que la solidarité, la démocratie et l'amitié.
Le processus d'apprentissage des Échanges de jeunes est déclenché par des méthodes d'éducation non formelle. Un Échange de jeunes peut également être un bon cadre pour discuter et apprendre des questions d'inclusion et de diversité.
Les Échanges de jeunes sont basés sur une coopération transnationale entre deux ou plusieurs organisations participantes de différents pays au sein et en dehors de l'Union européenne.

En plus des Échanges de jeunes, les projets peuvent également comprendre des visites préparatoires.

Qui peut postuler
Toute organisation ou groupe participant éligible établi dans un État membre de l'UE ou un pays tiers associé au programme.

Une activité de mobilité est transnationale et implique au moins deux organisations participantes (organisation d'envoi et organisation d'accueil) de pays différents.
L'activité doit se dérouler dans le pays de l'une (ou de plusieurs, en cas d'activités itinérantes) des organisations participant à l'activité.

Activités au sein des États membres de l'UE et des pays tiers associés au programme : toutes les organisations participantes doivent être issues d'un État membre de l'UE ou d'un pays tiers associé au programme.
Activités avec des pays tiers non associés au programme et voisins de l'UE : l'activité doit impliquer au moins une organisation participante d'un État membre de l'UE ou d'un pays tiers non associé au programme et voisin de l'UE (régions 1 à 4).

Échanges de jeunes (5 à 21 jours, hors jours de voyage).

Erasmus+ sostiene gruppi informali di giovani e/o organizzazioni giovanili, che hanno la possibilità di realizzare progetti di partecipazione attiva alla vita democratica a livello locale, regionale, nazionale ed europeo, realizzando percorsi di impegno dei giovani nella quotidianità. 

Le attività dovrebbero seguire uno o più dei seguenti obiettivi:
- fornire ai giovani opportunità di impegnarsi e imparare a partecipare alla società civile (fornendo percorsi di impegno per i giovani nella loro vita quotidiana, ma anche nella vita democratica, puntando a una significativa partecipazione civica, economica, sociale, culturale e politica dei giovani di ogni provenienza, con particolare attenzione a quelli con minori opportunità);

- riunire i giovani e i decisori a livello locale, regionale, nazionale e transnazionale e/o contribuire al Dialogo dell'UE con i giovani. 

Zis Foundation is inviting young people of all nationalities between 16 and 20 to get the chance to receive a grant of 700 Euros for a self-organised study trip to a foreign country.

Who can apply
- young people between 16 and 20 years old;
- from all nationalities;
- not yet attending university.

Conditions of the journey
- it researches a topic chosen by the participant;
- it is undertaken alone;
- it is paid with the grant (700 euros) alone;
- it lasts four weeks at least;
- it takes the participant abroad, if you are not from Germany you either have to travel to a German speaking country or you have to have a subject related to Germany;
- transport by plane is not allowed;
- trips to regions of warfare or violent ethnic conflicts will not be sponsored;
- every participant has a personal advisor (mentor) to help to organise the trip via e-mail;
- participants hand in a project report (8000 words at least), a travel diary or an alternative documentation.

How to apply
- candidates have to complete the application form;
- parents are asked to complete a consent form (even if the candidate has reached the majority age).

Fundația Zis invită tineri de orice naționalitate, cu vârsta cuprinsă între 16 și 20 de ani, să candideze pentru un grant de 700 de euro pentru o călătorie de studiu pe care aceștia își propun să o întreprindă într-o țară străină.

Cine poate candida

• tineri cu vârsta cuprinsă între 16 și 20 de ani;
• de orice naționalitate;
• care încă nu frecventează cursuri universitare.

Condiții de călătorie

• explorează un subiect ales de participant;
• este întreprinsă pe cont propriu;
• este plătită cu grantul acordat (700 de euro);
• durează cel puțin patru săptămâni;
• participantul merge în străinătate - dacă nu ești din Germania va trebui fie să călătorești într-o țară vorbitoare de limbă germană, fie să pregătești un subiect legat de Germania; 
• nu este permis transportul cu avionul;
• călătoriile în regiuni de război sau de conflicte etnice violente nu vor fi finanțate;
• fiecare participant are un consilier personal (mentor) care îl ajută să își organizeze călătoria prin email;
• participanții prezintă un raport de proiect (cel puțin 8000 de cuvinte), un jurnal de călătorie sau un document alternativ.

Cum candidezi

Candidații trebuie să completeze formularul de candidatură;

Părinții sunt rugați să completeze un formular de consimțământ (chiar dacă candidatul a atins vârsta majoratului).

Condizioni generali
- ricercare un tema per il viaggio (scelto dal partecipante);
- viaggiare da solo;
- il viaggio deve essere pagato solamente con la sovvenzione (700 euro);
- la durata deve essere di almeno quattro settimane;
- il viaggio deve svolgersi in un paese straniero;
- il trasporto in aereo non è consentito;
- i viaggi nelle regioni di guerra o violenti conflitti etnici non saranno sponsorizzati.

Ogni partecipante avrà un consulente personale (tutor) che aiuterà ad organizzare il viaggio via e-mail. Dopo il tuo ritorno, avrai tre mesi per riassumere le tue impressioni ed esperienze in una relazione sul progetto (almeno 8000 parole, in tedesco o in inglese), un'opera d'arte o di artigianato o una documentazione alternativa. Dovrai riferire su ciò che hai scoperto rispetto al tuo argomento durante il viaggio, e come il viaggio ha cambiato la tua prospettiva e i tuoi punti di vista. Puoi essere creativo e illustrare il tuo tema con immagini o altro materiale. 

Come presentare la candidatura
- i candidati devono compilare il modulo di domanda;
-ai genitori viene richiesto di compilare un modulo di consenso (anche se il candidato ha raggiunto la maggiore età).

The European Youth Foundation (EYF) is a fund established by the Council of Europe to provide financial support for European youth activities. It aims to encourage co-operation amongst young people in Europe by providing financial support to youth activities. It concerns activities, which serve the promotion of peace, understanding and co-operation in a spirit of respect for human rights, democracy, tolerance and solidarity.

The EYF provides financial support to the following types of activity undertaken by youth NGOs or networks, or by other NGOs involved in the areas of youth work relevant to the Council of Europe's youth policies and work:
- educational, social, cultural and humanitarian activities of a European character
- activities aiming at strengthening peace and co-operation in Europe
- activities designed to promote closer co-operation and better understanding among young people in Europe, particularly by developing the exchange of information
- activities intended to stimulate mutual aid in Europe and in the developing countries for cultural, educational and social purposes
- studies, research and documentation on youth matters.

In order to obtain the EYF's support, it is essential that projects fall within the Council of Europe's values and work, and the Youth Sector Priorities for 2022/2023.

3. Living together in peaceful and inclusive societies
4. Youth work.

The EYF may support the following operations:
A. International activity - including meetings of young people or youth leaders in Europe in order to promote participation and intercultural learning. Participants must represent at least 7 Council of Europe member states. It has to be run by an international team (4 nationalities represented in the project team). The EYF will cover up two-thirds of the total cost. Maximum grant: € 20,000.

B. Annual work plan - including a series of activities over a period of one year, interconnected and which contribute to the same broader aim. Each activity/element should contribute to the aim of the work plan and the accomplishments of the work plan as a whole should contribute to the global purpose of the organisation. These activities would be part of and support your NGO's strategy or action plan for the coming years. Maximum grant: € 50,000.

C. Structural grant for 2 consecutive years - The European Youth Foundation may, every 2 years, grant international non-governmental youth organisations or networks a contribution to cover part of the general administrative costs involved in running their activities at European level. Maximum annual grant: € 25,000 per year for 2 years (i.e. a maximum of €50,000 for 2 years).

D. One-off structural grant (non-renewable) - The Foundation may also contribute to the administrative costs of regional networks, in order to help them to establish a European structure. Maximum one-off grant: € 15,000.

Who can apply
International non-governmental youth organisations, international networks of youth NGOs, regional networks of youth NGOs, national non-governmental youth organisations , from the Council of Europe member states.
 

Deadlines:
1 April (midnight CET) for:
- International activities taking place between 1 January and 30 June (1st half of the following year)
- Annual Work plan for following year 

1 October (midnight CET) for:
- International activities taking place between 1 April and 31 December (2^nd half of the following year)
- Annual Work plan for following year 
- One-off structural grants for following year (regional network)

1 October 2021 (midnight CET) for:
-  2-year structural grant for 2022-2023 (international NGOs/networks)

Cut-off dates for pilot activities
There are no fixed deadlines to send an application, however a system of cut-off dates was decided by the Programming Committee on Youth in December 2016 to allow for sufficient time for assessment, two-way communication and decision-making.
Keeping that in mind, the application must always be submitted at least 3 months before the start date of the project.

The next cut-off date for pilot activities applications is 1^st September 2021 (midnight Strasbourg Time). 
The next deadline for one-off international activities and annual work plans is 1 April 2021, for activities taking place in 2022.
The next deadline for a 2-year structural grant is 1 October 2021, for the years 2022-2023.

The EYF will not process any new NGO registrations 2 weeks before the deadlines of April and October.

La Fondazione Europea per la Gioventù è un'istituzione del Consiglio d'Europa. Intende incoraggiare la collaborazione tra i giovani in Europa attraverso il finanziamento ad attività giovanili per la promozione della pace, la comprensione e la cooperazione tra i popoli dell'Europa e del mondo, nel rispetto dei diritti umani, la democrazia, la tolleranza e la solidarietà.

La FGE intende sostenere i seguenti tipi di attività intraprese da ONG internazionali o reti giovanili, o da altre ONG impegnate in settori legati all'animazione socioeducativa, attinenti alle politiche giovanili e l'operato del Consiglio d'Europa:
- attività educative, sociali, culturali e umanitarie di carattere europeo;
- attività che mirano al rafforzamento della pace e della cooperazione in Europa;

- attività intese a stimolare l'aiuto reciproco in Europa e nei paesi in via di sviluppo a scopo culturale, educativo e sociale;
- studi, ricerche e documentazione su tematiche giovanili.

Al fine di ottenere il sostegno dell'FGE, è essenziale che i progetti rientrino nell'ambito dei valori e il lavoro del Consiglio d'Europa e le priorità del Settore Gioventù per il 2022-2023.

La FGE sostiene le seguenti attività:
A. Attività internazionali - compresi gli incontri di giovani o di animatori giovanili in Europa per promuovere la partecipazione e l'apprendimento interculturale. I partecipanti devono rappresentare almeno 7 Stati membri del Consiglio d'Europa. Deve essere gestita da un team internazionale (4 nazionalità rappresentate nel team del progetto). L'AEYF coprirà i due terzi del costo totale. Sovvenzione massima: 20.000 euro.
B. Piano di lavoro annuale - comprendente una serie di attività nell'arco di un anno, interconnesse e che contribuiscono allo stesso obiettivo più ampio. Ogni attività/elemento dovrebbe contribuire allo scopo del piano di lavoro e i risultati del piano di lavoro nel suo complesso dovrebbero contribuire allo scopo globale dell'organizzazione. Queste attività farebbero parte e sosterrebbero la strategia o il piano d'azione della vostra ONG per i prossimi anni. Sovvenzione massima: 50.000 euro.
C. Sovvenzione strutturale per 2 anni consecutivi - La Fondazione Europea per la Gioventù può, ogni 2 anni, concedere alle organizzazioni o alle reti internazionali non governative giovanili un contributo per coprire parte dei costi amministrativi generali legati alla gestione delle loro attività a livello europeo. Sovvenzione annuale massima: 25.000 euro all'anno per 2 anni (cioè un massimo di 50.000 euro per 2 anni).
D. Sovvenzione strutturale una tantum (non rinnovabile) - La Fondazione può anche contribuire ai costi amministrativi delle reti regionali per aiutarle a creare una struttura europea. Sovvenzione una tantum massima: 15.000 euro.

Organizzazioni giovanili internazionali non governative, reti internazionali di ONG giovanili, reti regionali di ONG giovanili, organizzazioni giovanili nazionali non governative, degli Stati membri del Consiglio d'Europa.

Date limite per le attività pilota
Non ci sono scadenze fisse per l'invio di una domanda, tuttavia un sistema di date limite è stato deciso dal Comitato di programmazione per la gioventù nel dicembre 2016 per consentire un tempo sufficiente per la valutazione, la comunicazione bidirezionale e il processo decisionale.
Tenendo presente questo, la domanda deve sempre essere presentata almeno 3 mesi prima della data di inizio del progetto.
La prossima data limite per la presentazione delle domande per le attività pilota è il 24 gennaio 2022 (mezzanotte, ora di Strasburgo). 
La prossima scadenza per le attività internazionali una tantum e i piani di lavoro annuali è il 1° aprile 2022, per le attività che si svolgeranno nel 2022.
La prossima scadenza per una sovvenzione strutturale di 2 anni è il 1° ottobre 2023, per gli anni 2024-2025.
 
L'AEYF non tratterà alcuna nuova registrazione di ONG due settimane prima delle scadenze di aprile e ottobre.

Fundaţia Europeană pentru Tineret (EYF) este o instituţie a Consiliul Europei care oferă sprijin financiar pentru activităţi europene de tineret. EYF încurajează cooperarea între tinerii din Europa prin acordarea unui sprijin financiar pentru activităţile de tineret care servesc la promovarea păcii, înţelegerii şi cooperării în spiritul respectului pentru drepturile omului, democraţiei, toleranţei şi solidarităţii. 

EYF oferă sprijin financiar următoarelor tipuri de activităţi întreprinse de ONG-uri sau reţele de tineret sau de alte ONG-uri implicate în domenii relevante pentru politica şi activitatea de tineret a Consiliului Europei: 

-activităţi educative, sociale, culturale şi umanitare cu caracter european; 

-activităţi care urmăresc consolidarea păcii şi cooperării în Europa; 

-activităţi menite să promoveze o strânsă cooperare şi o mai buna înţelegere între tinerii din Europa, în special prin dezvoltarea schimbului de informaţii; 

-activităţi menite să stimuleze ajutorul reciproc în Europa şi în ţările dezvoltate în scopuri culturale, educative şi sociale; 

-studii, cercetare şi documentare pe probleme de tineret. 

Pentru a obține sprijinul EYF, este esențial ca proiectele să fie în concordanță cu valorile și activitatea Consiliului Europei și cu Prioritățile sectorului de tineret pentru perioada 2022/2023.

EYF poate finanța următoarele operațiuni:

A. Activităţi internaţionale - inclusiv întâlniri ale tinerilor sau liderilor de tineret din Europa pentru promovarea participării şi învăţării interculturale. Participanții trebuie să reprezinte cel puțin 7 state membre ale Consiliului Europei. Activitatea trebuie să fie condusă de o echipă internațională (4 naționalități reprezentate în echipa de proiect). EYF va finanţa până la două treimi din costul total. Grant maxim: 20.000 de euro. 
B. Plan anual de lucru - include o serie de activități pe o perioadă de un an, interconectate și care contribuie la același obiectiv mai larg. Fiecare activitate/element trebui să contribuie la obiectivul planului de lucru, iar realizările planului de lucru în ansamblu trebui să contribuie la obiectivele generale ale organizației. Aceste activități ar face parte și ar susține strategia sau planul de acțiune al ONG-ului pentru anii următori. Grant maxim: 50.000 de euro.
C. Grant structural pentru 2 ani consecutivi- Fundaţia Europeană pentru Tineret poate să acorde, o data la 2 ani, organizaţiilor sau reţelelor internaţionale neguvernamentale de tineret o contribuţie financiară care să acopere o parte din costurile generale administrative implicate în derularea activităţilor acestora la nivel european. Grant anual maxim: 25.000 de euro pe an pentru 2 ani (maximum 50.000 de euro pentru 2 ani).

D. Grant structural "one-off" (care nu poate fi reînnoit) - Fundatia poate, de asemenea, să contribuie la costurile administrative ale reţelelor regionale, pentru a le ajuta să înfiinţeze o structură europeană. Grant "one-off" maxim: 15.000 de euro.

Cine poate candida

Organizații internaționale neguvernamentale de tineret, reţele internaţionale neguvernamentale de tineret, rețele regionale ale ONG-urilor de tineret, organizații naționale neguvernamentale de tineret din statele membre ale Consiliului Europei.

Termene limită:
1 aprilie (miezul nopții CET) pentru:
- Activităţi internaţionale ce au loc între 1 ianuarie şi 30 iunie (prima jumătate a anului următor)
- Planul anual de lucru pentru anul următor

Termene limită pentru activitățile pilot

Nu există termene limită fixe pentru trimiterea unei candidaturi, dar un sistem de termene limită a fost decis de Comitetul de programare pentru tineret în decembrie 2016, pentru a acorda suficient timp pentru evaluare, comunicare bidirecțională și luarea deciziilor.

• Aktivitäten zur Verbesserung der Kooperation und des gegenseitigen Verständnisses zwischen jungen Menschen in Europa, insbesondere durch die Förderung des Informationsaustausches
• Aktivitäten mit kulturellen, pädagogischen und sozialen Intentionen zur Stimulierung gegenseitiger Hilfe in Europa und in Entwicklungsländern
• Studien, Forschung und Dokumentation von jugendrelevanten Angelegenheiten.

Um die Unterstützung des EYF zu erhalten, ist es wichtig, dass die Projekte den Werten und der Arbeit des Europarates sowie den Prioritäten des Jugendsektors für 2022/2023 entsprechen.

Die EYF kann folgende Aktivitäten unterstützen:

Die Teilnehmenden müssen mindestens 7 Mitgliedsstaaten des Europarates vertreten. Es muss von einem internationalen Team geleitet werden (4 Nationalitäten müssen im Projektteam vertreten sein). Das EYF wird zwei Drittel der Gesamtkosten übernehmen. Maximaler Zuschuss: 20.000 €.

B. Jährlicher Arbeitsplan - einschließlich einer Reihe von Aktivitäten über einen Zeitraum von einem Jahr, die miteinander verbunden sind und zum gleichen umfassenderen Ziel beitragen (Kategorie B). Jede Aktivität/jedes Element sollte zum Ziel des Arbeitsplans beitragen, und die Errungenschaften des Arbeitsplans als Ganzes sollten zum globalen Zweck der Organisation beitragen. Diese Aktivitäten sollen Teil der Strategie oder des Aktionsplans der NGO für die kommenden Jahre sein und diese unterstützen. Maximaler Zuschuss: € 50.000.

C. Strukturzuschuss für 2 aufeinander folgende Jahre (Kategorie C). Die EYF kann internationalen nichtstaatlichen Jugendorganisationen oder Netzwerken alle 2 Jahre einen Beitrag zur Deckung eines Teils der allgemeinen Verwaltungskosten gewähren, die mit der Durchführung ihrer Aktivitäten auf europäischer Ebene verbunden sind. Maximaler jährlicher Zuschuss: 25.000 € pro Jahr für 2 Jahre (d.h. maximal 50.000 € für 2 Jahre).

D. Einmaliger Strukturzuschuss (nicht verlängerbar) (Kategorie D). Die Stiftung kann auch einen Beitrag zu den Verwaltungskosten regionaler Netzwerke leisten, um diese beim Aufbau einer europäischen Struktur zu unterstützen. Maximaler einmaliger Zuschuss: € 15.000.

Teilnahmeberechtigt sind:

- Internationale nichtstaatliche Jugendorganisationen;
- internationale Netzwerke von Jugend-NGOs;
- regionale Netzwerke von Jugend-NGOs und
- nationale nichtstaatliche Jugendorganisationen
aus den Mitgliedsstaaten des Europarates.

Bewerbungsfristen:

1. April (Mitternacht MEZ) für:
- Kategorie A: Internationale Aktivitäten, die zwischen dem 1. Januar und dem 30. Juni (1. Halbjahr des Folgejahres) stattfinden
- Kategorie B: Jahresarbeitsplan für das folgende Jahr

1. Oktober (Mitternacht MEZ) für:
- Kategorie A: Internationale Aktivitäten, die zwischen dem 1. April und dem 31. Dezember (2. Hälfte des Folgejahres) stattfinden
- Kategorie B: Jährlicher Arbeitsplan für das Folgejahr
- Kategorie D: Einmalige Strukturförderung für das Folgejahr (regionales Netzwerk)

Stichtage für Politaktivitäten

Es gibt keine festen Fristen für die Einreichung eines Antrags, jedoch hat der Programmausschuss für Jugend im Dezember 2016 ein System von Stichtagen beschlossen, um genügend Zeit für die Beurteilung, gegenseitige Kommunikation und Entscheidungsfindung zu haben.
In diesem Sinne muss der Antrag immer mindestens 3 Monate vor dem Startdatum des Projekts eingereicht werden.

Der nächste Stichtag für Anträge für Pilotaktivitäten ist der 1. September 2021 (Mitternacht Straßburger Zeit).
Der nächste Stichtag für einmalige internationale Aktivitäten und Jahresarbeitspläne ist der 1. April 2021, für Aktivitäten, die im Jahr 2022 stattfinden.
Die nächste Frist für einen zweijährigen Strukturzuschuss ist der 1. Oktober 2021 für die Jahre 2022-2023.

Das EYF wird keine neuen NGO-Anmeldungen 2 Wochen vor den Stichtagen im April und Oktober bearbeiten.

Європейський Молодіжний Фонд (EYF) це структура створена Радою Європи для надання фінансової підтримки для Європейських молодіжних заходів. Маючи на меті заохочення співпраці між молодими людьми в Європі надаючи фінансову підтримку молодіжним заходам. Це включає заходи, які покликанні на промоцію миру, порозуміння та співпраці в дусі поваги до прав людини, демократії, толерантності та солідарності.  

EYF забезпечує фінансову підтримку для наступних типів заходів які впроваджуються молодіжними організаціями або спілками, чи через інші організації залучені в сфері молодіжної роботи відповідно для політик Ради Європи стосовно молодіжної політики та роботи:
- освітні, соціальні, культурні та гуманітарні заходи Європейської хартії 
- заходи із метою посилення миру та співпраці в Європі
- заходи направлені для промоції зближеню співпраці та кращого порозуміння між молодю в Європі, а саме через створення обмінів інформацією
- активності призначені стимулювати спільну підтримку в Європі та в розвитку країн у культурних, освітніх та соціальних цілей 
- дослідження, роботи та документацію з молодіжних питань.

Відповідно завданням EYF's підтримує, ці ключові проєкти у відповідності до Європейських цінностей та роботи, Пріоритетів Молодіжного Сектору на 2022/2023.

Структурні гранти терміном на 2 роки поспіль - Європейський Молодіжний Фонд може, кожні два роки підтримувати міжнародні молодіжні організації або мережі для покриття видаткі на загальні адміністративні видатки для впровадження загальноєвропейських заходів. Максимальна сума гранту: € 25,000 на рік на період 2 роки (загалом максимум €50,000 на два роки).

D. Одноразова фінансова підтримка (без продовження) - Фонд також може підтримати адміністративні видатки регіонального співробітництва за метою підтримки побудови Європейської структури. Максимальний одноразовий грант: € 15,000.

Граничні дати для пілотних активностей 
Відсутні чітки дати для подачі заявок, однак система граничних дат була визначена Програмним Комітетом по Молоді в грудні 2016 року для забезпечення достатньої кількості часу для оцінки, двостороннього спілкування та прийняття рішень.
Беручи до уваги, проєктні заявки мають бути подані як мінімум за три місяці до початку проєкту.

Наступні дедлайни для одноразових міжнародних заходів та поточних робочих планів  є 1 Квітня 2021, для заходів які пройдуть у 2022 році.
Наступний дедлайн для дворічних структурних грантів є 1 Жовтня 2021, на 2022-2023 рік.

EYF не буде співпрацювати з будь-якою новою організацією що зареєструвалась за 2 тижні перед дедлайном в Квітні та Жовтні.

Le Conseil de l'Europe a créé le Fonds européen pour la jeunesse (FEJ) afin de soutenir financièrement les activités européennes de jeunesse.

Ce fonds a pour objectif d'encourager la coopération entre les jeunes d'Europe grâce à un soutien financier pour les activités de jeunesse. Il couvre les activités pour la promotion de la paix, la compréhension et la coopération dans un esprit de respect des droits de l'homme, de démocratie, de tolérance et de solidarité.

Le FEJ apporte un soutien financier aux activités mises en œuvre par des réseaux ou des ONG de jeunesse ou bien par d’autres ONG actives dans le domaine de l'animation jeunesse correspondant aux politiques et actions du Conseil de l'Europe pour la jeunesse :

• Activités éducatives, sociales, culturelles et humanitaires ayant un caractère européen

• Activités visant à renforcer la paix et la coopération en Europe

• Activités conçues pour promouvoir une coopération rapprochée et une meilleure compréhension entre les jeunes d'Europe, notamment par le développement des échanges d'information

• Activités visant à stimuler l’entraide en Europe et dans les pays en développement dans les domaines de la culture, de l'éducation et du social

• Études, recherche et documentation sur les questions de jeunesse

Pour obtenir le soutien du FEJ, il est essentiel que votre projet corresponde aux valeurs et au travail du Conseil de l'Europe, ainsi qu’aux priorités du secteur jeunesse pour 2022-2023 :

1. Revitaliser la démocratie pluraliste

2. L’accès des jeunes aux droits

3. Vivre ensemble dans des sociétés pacifiques et inclusives

4. Le travail de jeunesse 

Le FEJ peut soutenir les opérations suivantes :

Activités internationales : il s’agit de rencontres de jeunes ou d’animateurs de jeunesse en Europe pour promouvoir la participation et l’apprentissage interculturel. Les participants doivent représenter au moins 7 Etats membres du Conseil de l’Europe. Ces activités doivent être conduites par une équipe internationale (4 nationalités représentées dans le projet d’équipe). Le FEJ couvrira jusqu'à deux tiers des coûts réels de l’activité. La subvention maximale pouvant être allouée est de 20 000 €.

Un plan de travail annuel : il s’agit d’un ensemble d’activités successives se déroulant sur une année, connectées entre elles et qui contribuent au même objectif plus large.Chaque activité/élément doit contribuer à l’objectif du plan de travail et les réalisations du plan de travail dans son ensemble doivent contribuer à l’objectif global de l’organisation. Le plan de travail ne doit pas nécessairement refléter toute la stratégie de votre ONG, il peut s’agir d’un élément seulement de celle-ci. Le montant maximum de la subvention est de 50 000 €.

Subvention structurelle pour 2 années consécutives : Ces subventions sont offertes tous les 2 ans et ne sont accessibles qu’aux ONG internationales de jeunesse et aux réseaux internationaux de jeunesse pour contribuer à couvrir une partie des frais administratifs engagés dans le déroulement de leurs activités au niveau européen. La subvention maximale allouée est de  25 000 € par an pour 2 ans (à savoir un maximum de 50 000 € pour 2 ans).

Subvention structurelle unique (non renouvelable) : Le FEJ peut aussi contribuer aux coûts administratifs des réseaux régionaux, pour les aider à établir une structure européenne. Le montant maximum accordé est de 15 000 €.

Qui peut postuler

Les organisations de jeunesse internationales non gouvernementales, les réseaux internationaux d’ONG de jeunesse, les organisations régionales d’ONG de jeunesse, les organisations nationales de jeunesses non gouvernementales des Etats membres du Conseil de l’Europe.

• Les activités internationales ayant lieu entre le 1er janvier et le 30 juin (1er semestre de l’année suivante)

• Les plans de travail annuel pour l’année suivante

Dates butoir pour les activités pilotes

Il n’y a pas de date limite fixe pour envoyer une demande de subvention, cependant un système de dates butoirs a été mis en place en décembre 2016 par le Comité de Programmation pour la Jeunesse afin d’avoir suffisamment de temps pour les évaluations, établir une communication à double sens et faciliter la prise de décision. En gardant à l’esprit que la demande doit toujours être soumise au minimum 3 mois avant le début de l’activité.

The European Commission call for proposals EACEA 33/2019  aims to support the establishment and development of transnational cooperation platforms of Centres of Vocational Excellence (CoVEs) to connect Centres operating in a given local context at European level.
The transnational cooperation platforms will bring together CoVEs that: 
- Share a common interest in specific sectors or trades (e.g. aeronautics, e-mobility, healthcare, tourism, etc.), or
- Develop together innovative approaches to tackle societal, technological and economic challenges (e.g. climate change, digitalisation, artificial intelligence, sustainable development goals, integration of migrants, supporting learners with disabilities/special needs, upskilling people with low skills and/or low qualification levels, etc.)

The platforms will create world-class reference points for vocational training. They will be inclusive and either bring together existing CoVEs in different countries, or expand the model by linking well-established CoVEs in one country with partners in other countries, that intend to develop CoVEs in their local eco-system, thus contributing to ‘upward convergence’ of VET excellence.
The CoVEs will adopt a bottom-up approach to excellence where VET institutions are capable of rapidly adapting skills provision to evolving local needs. They aim to bring together a set of local/regional partners such as initial and continuing VET providers, tertiary education institutions including universities of applied sciences and polytechnics, research institutions, science parks, companies, social enterprises, chambers and their associations, social partners, sectoral skills councils, professional/sector associations, national and regional authorities and development agencies, public employment services, etc.


Projects must provide evidence that they aim to:
- Establish strong and enduring relationships at both local and transnational levels, between the VET community and businesses, in which interactions are reciprocal and mutually beneficial, and
- Integrate activities, build reflexive relationships between the various activities and services, and
- Be firmly anchored into wider frameworks of regional development, innovation and/or smart specialisation strategies. These can be either existing strategies or being developed in the context of the project (describing how the project contributes to those strategies).

 

Partnerships
The partnership shall include at least eight full partners from a minimum of four Erasmus+ Programme countries (including at least two Member States of the European Union).
Each country must involve:
- at least one company, industry or sector representatives (e.g. chambers or trade associations), and
- at least one vocational education and training provider (at secondary and/or tertiary level.
One of the partners above will be the coordinating organisation, applying for the Erasmus+ grant on behalf of the partnership.
 

The Erasmus+ Programme countries are the following:
- The 28 Member States of the European Union: Austria, Belgium, Bulgaria, Croatia, Cyprus, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, the United Kingdom;
- The non EU Programme countries: Iceland, Liechtenstein, Norway, Republic of North Macedonia, Serbia, Turkey.

For British applicants: Please be aware that eligibility criteria must be complied with for the entire duration of the grant. If the United Kingdom withdraws from the EU during the grant period without concluding an agreement with the EU ensuring in particular that British applicants continue to be eligible, you will cease to receive EU funding (while continuing, where possible, to participate) or be required to leave the project on the basis of the Article II.17.3.1(a) of the grant agreement.

Activities
Activities must start on 1 October 2020 or 1 November 2020. The duration of the projects is 4 years.
The project must include relevant deliverables linked to:
- at least 3 activities related to Cluster1 - Teaching and learning, and
- at least 3 activities related to Cluster2 - Cooperation and partnership, and
- at least 3 activities related to Cluster3 - Governance and funding.

Projects are required to apply EU wide instruments and tools whenever relevant.
They should also aim to adopt an inclusive dimension, by including actions that help address diversity and promote – in particular through innovative and integrated approaches – ownership of shared values, equality, including gender equality, and non-discrimination and social inclusion, including for people with special needs/fewer opportunities.
A particular focus will be on digital skills as they are increasingly important on all job profiles across the entire labour market, as well as skills to support the transition to a circular and greener economy to meet emerging professional needs for green skills and sustainable development.

Budget
The total budget earmarked for the co-financing of projects is estimated at a maximum of 20 million euros.
Financial contribution from the EU cannot exceed 80% of the total eligible costs.
The maximum EU grant per project is 4 million euros.

L'appel à propositions EACEA 33/2019 de la Commission européenne vise à soutenir la mise en oeuvre et le développement de plateformes de coopération transnationale de centres d'excellence professionnelle (CoVE) pour relier les centres opérant dans un contexte local donné au niveau européen.

Les plateformes de coopération transnationale réuniront des CoVE qui : 

• Partagent un intérêt commun pour des secteurs ou des métiers spécifiques (par exemple, l'aéronautique, la mobilité électronique, les soins de santé, le tourisme, etc.), ou
• Développent ensemble des approches innovantes pour relever des défis sociétaux, technologiques et économiques (par exemple, le changement climatique, la numérisation, l'intelligence artificielle, les objectifs de développement durable, l'intégration des migrants, l'aide aux apprenants handicapés ou ayant des besoins spécifiques, l'amélioration des compétences des personnes peu qualifiées et/ou à faible niveau de qualification, etc.)

Les plateformes créeront des points de référence de classe mondiale pour la formation professionnelle. Elles seront inclusives et rassembleront des CoVE existantes dans différents pays, ou élargiront le modèle en reliant des CoVE bien établies dans un pays à des partenaires d'autres pays, qui ont l'intention de développer des CoVE dans leur écosystème local, contribuant ainsi à la "convergence vers le haut" de l'excellence de l'EFP.

Les CoVE adopteront une approche ascendante de l'excellence, dans laquelle les établissements d'EFP sont capables d'adapter rapidement l'offre de compétences à l'évolution des besoins locaux. Ils visent à réunir un ensemble de partenaires locaux/régionaux tels que les prestataires d'EFP initial et continu, les établissements d'enseignement supérieur, y compris les universités de sciences appliquées et les écoles polytechniques, les instituts de recherche, les parcs scientifiques, les entreprises, les entreprises sociales, les chambres et leurs associations, les partenaires sociaux, les conseils sectoriels de compétences, les associations professionnelles/sectorielles, les autorités nationales et régionales et les agences de développement, les services publics de l'emploi, etc.

Les projets doivent apporter la preuve qu'ils visent à :

• Etablir des relations solides et durables, tant au niveau local que transnational, entre la communauté de l'EFP et les entreprises, dans lesquelles les interactions sont réciproques et mutuellement bénéfiques, et
• Intégrer les activités, établir des relations réflexives entre les différentes activités et services, et
• Etre fermement ancrées dans des cadres plus larges de stratégies de développement régional, d'innovation et/ou de spécialisation intelligente. Il peut s'agir de stratégies existantes ou en cours d'élaboration dans le contexte du projet (en décrivant comment le projet contribue à ces stratégies).

Partenariats
Le partenariat doit comprendre au moins huit partenaires à part entière provenant d'un minimum de quatre pays du programme Erasmus+ (dont au moins deux États membres de l'Union européenne).

Chaque pays doit impliquer :

• au moins une entreprise, un représentant de l'industrie ou du secteur (par exemple, des chambres ou des associations professionnelles), et
• au moins un prestataire d'enseignement et de formation professionnels (au niveau secondaire et/ou supérieur).

L'un des partenaires susmentionnés sera l'organisation coordinatrice, qui demandera la subvention Erasmus+ au nom du partenariat.

Les pays du programme Erasmus+ sont les suivants :

• Les 28 États membres de l'Union européenne : Allemagne, Autriche, Belgique, Bulgarie, Chypre, Croatie, Danemark, Espagne, Estonie, Finlande, France, Grèce, Hongrie, Irlande, Italie, Lettonie, Lituanie, Luxembourg, Malte, Pays-Bas, Pologne, Portugal, République tchèque, Roumanie, Royaume-Uni, Slovaquie, Slovénie, Suède ;

Activités
Les activités doivent commencer le 1er octobre 2020 ou le 1er novembre 2020. La durée des projets est de 4 ans.

Ils doivent également viser à adopter une dimension inclusive, en incluant des actions qui contribuent à traiter la diversité et à promouvoir - notamment par des approches innovantes et intégrées - l'appropriation de valeurs partagées, l'égalité, y compris l'égalité des sexes, et la non-discrimination et l'inclusion sociale, y compris pour les personnes ayant des besoins spéciaux/un nombre réduit d'opportunités.
Un accent particulier sera mis sur les compétences numériques, car elles sont de plus en plus importantes sur tous les profils d'emploi sur l'ensemble du marché du travail, ainsi que sur les compétences pour soutenir la transition vers une économie circulaire et plus verte afin de répondre aux besoins professionnels émergents en matière de compétences vertes et de développement durable.

Budget
Le budget total alloué au cofinancement des projets est estimé à un maximum de 20 millions d'euros.
La contribution financière de l'UE ne peut dépasser 80% du total des coûts éligibles.

In the framawork of the European Year of Youth, the European Parliament has launched a call for proposals for projects encouraging and facilitating the active engagement of European young citizens with the construction of a vibrant European democracy keeping particularly in mind their participation in the European Elections 2024.

The European Parliament is looking to co-finance projects under these two actions:

1. Creation of pan-European networks of advocates for democratic participation
   The first action consists in creating pan-European networks of advocates for democratic participation, by selecting young people, between 16 and 30, to be trained. Each network of advocates should cover at least seven European Union Member States.
   Special attention should be paid to reaching out to minority communities from peripheral regions of Europe and citizens that normally don’t have  much contact with the EU and are less likely to already be involved in EU actions.
   Young advocates taking part in the actions financed under this call who are not yet registered to the together.eu platform should be encouraged to become part of the community, in order to keep in touch with others and with the European Parliament, get training, information about events and opportunities, an information newsletter etc.
    
2. Capacity building actions for the advocates for democratic participation taking part in the pan-European networks
   The second action consists in design and implementation of capacity building through training, aiming at providing the young advocates with skills, competences and tools to play an active role in the democratic life and in the promotion of the democratic values, including the participation in the European Elections in 2024.

The expected results under this call are:

• An increased awareness among young European citizens about the action of the European Union and its institutions, in particular the European Parliament;
• The establishment of pan-European participatory channels, connecting the European Parliament with the younger citizens and encouraging their active participation in together.eu, the platform of the European Parliament;
• An increased engagement of young European citizens with the construction of a vibrant European democracy, thus encouraging their active involvement and participation in the European Elections 2024 communication campaign.

În contextul Anului European al Tineretului 2022, Direcția Generală Comunicare a Parlamentului European a lansat un apel pentru proiecte, care să fie eligibile pentru sprijin financiar. Obiectivul este de a încuraja și de a facilita implicarea activă a tinerilor cetățeni europeni în construirea unei democrații europene vibrante, având în vedere în special participarea lor la alegerile europene din 2024.

Parlamentul European dorește să co-finanțeze proiecte care să fie încadrate în următoarele 2 acțiuni:

• Crearea de rețele pan-europene de susținători ai participării democratice

Prima acțiune constă în crearea unor rețele paneuropene de susținători ai participării democratice, prin selectarea unor tineri cu vârste cuprinse între 16 și 30 de ani, care să beneficieze de sesiuni de formare Fiecare rețea de promotori trebuie să acopere cel puțin șapte state membre ale Uniunii Europene. Solicitantul trebuie să detalieze în propunerea de proiect alegerea țărilor pe care a făcut-o, precum și procesul de identificare și selecție a tinerilor care urmează să formeze noile rețele paneuropene. O atenție specială trebuie să fie acordată comunităților minoritare din regiunile periferice ale Europei, precum și cetățenilor care, în mod normal, nu au atât de mult contact cu UE și este mai puțin probabil să fie deja implicați în acțiunile UE. Parlamentul European va sprijini acțiunile de sensibilizare finanțate prin această cerere de propuneri, împărtășind toate informațiile relevante despre procesul de înființare a rețelelor în cadrul platformei together.eu, oferind astfel solicitanților posibilitatea de a implica comunitatea existentă de voluntari. Tinerii susținători care participă la acțiunile finanțate în cadrul acestei cereri de propuneri și care nu sunt încă înregistrați pe platforma together.eu ar trebui să fie încurajați să devină parte a comunității, pentru a păstra legătura cu ceilalți și cu Parlamentul European, pentru a beneficia de sesiuni de formare, informații despre evenimente și oportunități, un buletin informativ etc.

• Acțiuni de consolidare a capacităților pentru promotorii participării democratice care iau parte la rețelele pan-europene

A doua acțiune constă în conceperea și punerea în aplicare a consolidării capacităților prin formare, cu scopul de a oferi tinerilor abilități, competențe și instrumente pentru a juca un rol activ în viața democratică și în promovarea valorilor democratice, inclusiv participarea la alegerile europene din 2024.

Programul de acțiuni de consolidare a capacităților ar putea include, printre altele, următoarele subiecte:

• Introducere despre Uniunea Europeană și instituțiile sale;
• Rolul și competențele Parlamentului European;
• Concepte și tehnici de activism politic, inclusiv campanii, participare și consultare;
• Leadership și campanii (inclusiv organizarea de evenimente, construirea unei prezențe în social media și campanii, vorbirea în public).

Pentru a organiza acțiunile de consolidare a capacităților pot fi utilizate diferite metode de formare, cum ar fi ateliere de lucru, tabere de pregătire, discuții de tip TedX. Utilizarea metodelor de educație non-formală este puternic încurajată.

Formările oferite fiecărui tânăr trebuie să conțină minimum 20 de ore (fie sub forma unei formări intensive, fie sub forma unei serii de formări).

Participanții trebuie să urmeze întregul program de consolidare a capacităților, de la început până la sfârșit.

Rezultatele așteptate ale acțiunilor finanțate în cadrul acestei cereri de propuneri sunt:

• Un nivel mai ridicat de conștientizare în rândul tinerilor cetățeni europeni cu privire la acțiunea Uniunii Europene și a instituțiilor sale, în special a Parlamentului European;
• Crearea unor canale participative pan-europene, care să conecteze Parlamentul European cu tinerii cetățeni și să încurajeze participarea activă a acestora la together.eu, platforma Parlamentului European;
• O implicare sporită a tinerilor cetățeni europeni în construirea unei democrații europene vibrante, încurajând astfel implicarea și participarea activă a acestora în campania de comunicare pentru alegerile europene 2024.

Bugetul disponibil este de 1.000.000 EUR

Eligibilitate

Acțiunile sprijinite în cadrul acestui apel sunt acțiuni mono-beneficiare. Aceasta înseamnă că există o singură entitate juridică care solicită un grant. Cererile prezentate de consorții nu sunt eligibile.

Solicitanții trebuie să fie în măsură să demonstreze că sunt:

• O organizație pan-europeană de tineret sau o organizație pan-europeană a societății civile.

În cadrul acestui apel de proiecte, conceptul de organizație pan-europeană se referă la:
- organizații cu membri naționali care fac parte dintr-o rețea de organizații care împărtășesc valori comune. Numai organizațiile care fac parte dintr-o rețea reprezentată în șapte sau mai multe state membre pot prezenta propuneri în cadrul acestei cereri de propuneri;
- organizații care reprezintă interesele unui grup larg de organizații membre din diferite state membre. Numai organizațiile care au membrii din șapte sau mai multe state membre pot prezenta propuneri în cadrul acestei cereri de propuneri.

• O persoană juridică constituită și înregistrată ca entitate fără scop lucrativ sau echivalentă în conformitate cu legislația națională, de cel puțin trei ani la data depunerii cererii;
• Cu sediul într-unul dintre statele membre ale Uniunii Europene;
• Persoană juridică cu afiliere politică nepartizană.

Durata

Acțiunile trebuie să se desfășoare între data de începere a acțiunilor și 31.04.2023.

Parlamentul European are birouri de informare în fiecare capitală din statele membre UE, precum și cinci birouri satelit. Aceste birouri vor fi implicate îndeaproape și vor urmări îndeaproape proiectele care au primit o subvenție din partea DG Comunicare. Reprezentanții birourilor vor fi invitați să participe, ori de câte ori este posibil, la dezbateri sau evenimente și vor fi informați cu privire la toate datele și orele de difuzare a emisiunilor de televiziune.

The ERC Advanced Grant funding targets researchers who have already established themselves as independent research leaders in their own right.

In brief:

• Research proposal: pioneering frontier research in any field of science, including social sciences.

From August to December 2022 PACT Zollverein is offering a residency programme for the development and realisation of projects and productions.
The programme is open to professional artists working in the fields of dance, performance, media arts or music. 

Participants will get:

- Studio space;
- Local accommodation;
- Weekly grant allowance for all of the residency project participants;
- Travel costs covering one journey only per participant to and from PACT Zollverein;
- Technical equipment;
- Professional technical supervision and support;
- Professional advice in project funding, project management, press and public relations

Residences are awarded twice a year by an international jury.

The Erasmus+ VET Mobility Charter aims to encourage organisations that have track records of proven quality in organising VET mobility for learners and staff to further develop their European internationalisation strategies. 

Objectives
The acquirement of the VET Mobility Charter aims to give the VET Mobility Charter Holders the possibility to apply in a simplified way under the Erasmus+ Key Action 1 mobility for VET learners and staff as of 2016.
It also aims to support the capacity building of sending organisations to organise quality mobility for learners and staff, whilst at the same time rewarding, promoting and further developing quality in mobility.
 

Eligible applicants
Applications can be submitted either by a single VET organisation or by a national mobility consortium, provided that:
- for an application as individual VET organisation: the applicant must be a VET organisation established in a Programme Country, sending its own learners and staff abroad;
- for an application as national mobility consortium: the applicant must be the coordinator of the national mobility consortium. Any member of a national mobility consortium can be the coordinator.
A consortium must comprise at least 3 members from the same Programme Country and need to be identified at the time of applying. Amongst the members of a national mobility consortium, the sending organisations must be organisations providing vocational education and training and sending their own learners and staff abroad.
Consortia might be either already legally or informally established or they can be new ones.
 

Eligible participants
- any public or private organisation (or its subsidiary/branch) active in the field of vocational education and training (referred to as a VET provider); or
- any public or private organisation active in the labour market (referred to as a company).
Example of participants:
- vocational education school/institute/centre; public or private, a small, medium or large enterprise (including social enterprises); social partner or other representative of working life, including chambers of commerce, craft/professional associations and trade unions; public body at local, regional or national level; research institute; foundation; school/institute/educational centre (at any level, from pre-school to upper secondary education, and including adult education); non-profit organisation, association, NGO,  body providing career guidance, professional counselling and information services; body responsible for policies in the field of vocational education and training.
 
Each participating organisation must be established in a Programme Country:
- the Member States of the European Union,
- the EFTA-EEA countries: Iceland, Liechtenstein, Norway,
- the former Yugoslav Republic of Macedonia, Serbia and Turkey.
 

The VET Mobility Charter is awarded for the full duration of the Erasmus+ Programme and is subject to the holder's continued compliance with its requirements.
The award of the VET Mobility Charter does not imply any direct funding nor any guarantee for funding under the Key Action 1 mobility for VET learners and staff.
The VET Mobility Charter is not obligatory for participation in Erasmus+ VET Mobility.
 
Applicants are required to submit their applications online to the National Agency of the country in which the applicant organisation is established.

L'obiettivo della Carta della mobilità in ambito VET Erasmus+ è incoraggiare le organizzazioni che hanno un'esperienza dimostrata nell'organizzazione di attività di mobilità di qualità nell'ambito dell'istruzione e della formazione professionale per i discenti e il personale a sviluppare ulteriormente le loro strategie di internazionalizzazione europea.

I titolari della Carta della mobilità VET possono richiedere finanziamenti secondo una procedura semplificata nell'ambito dell'Azione Chiave 1 di Erasmus+ relativa alla mobilità per studenti e personale VET a partire dal 2019. La Carta sostiene inoltre lo sviluppo delle capacità delle organizzazioni di invio nell'organizzare una mobilità di qualità per discenti e personale, ricompensando, promuovendo e sviluppando ulteriormente nel contempo la qualità nella mobilità.

Richiedenti ammissibili
La candidatura alla Carta della mobilità VET può essere presentata sia da una singola organizzazione VET sia da un consorzio di mobilità nazionale, alle seguenti condizioni:
- per una candidatura come singola organizzazione VET: il richiedente deve essere un'organizzazione VET stabilita in un paese aderente al programma che invia all'estero i propri discenti e il proprio staff;
- per una candidatura come consorzio di mobilità nazionale: il richiedente deve essere il coordinatore di un consorzio di mobilità nazionale. Ciascun membro di un consorzio di mobilità nazionale può essere coordinatore. Un consorzio deve comprendere almeno 3 membri, cioè organizzazioni partecipanti. Tutti i membri del consorzio devono appartenere allo stesso paese aderente al programma e devono essere identificati al momento della presentazione della candidatura. Tra i membri di un consorzio di mobilità nazionale, le organizzazioni d'invio devono essere organizzazioni che forniscono istruzione e formazione professionale e inviano i propri discenti e il proprio personale all'estero. I consorzi possono essere già costituiti, legalmente o ufficiosamente, o essere di nuova formazione.

Partecipanti ammissibili
Un'organizzazione partecipante può essere:
- qualsiasi organizzazione pubblica o privata attiva nel campo dell'istruzione e della formazione professionale (definita organizzazione VET); oppure
- qualsiasi organizzazione pubblica o privata attiva nel settore del mercato del lavoro.
Ad esempio, tra queste organizzazioni possono figurare: scuole/istituti/centri di istruzione professionale;  imprese pubbliche o private, di piccole, medie o grandi dimensioni (incluse le imprese sociali); parti sociali o altri rappresentanti del mondo del lavoro, comprese camere di commercio, ordini di artigiani o professionisti e associazioni sindacali; enti pubblici a livello locale, regionale o nazionale; istituti di ricerca; fondazioni; scuole/istituti/centri educativi (a qualsiasi livello, dall'istruzione prescolastica a quella secondaria superiore, inclusa l'istruzione per gli adulti); organizzazioni senza scopo di lucro, associazioni o ONG; enti per l'orientamento professionale, la consulenza professionale e i servizi di informazione; enti responsabili per le politiche nel campo dell'istruzione e della formazione professionale.

Tutte le organizzazioni devono avere sede in un paese aderente al programma:
- gli Stati membri dell'Unione europea;
- i seguenti paesi EFTA/SEE: Islanda, Liechtenstein, Norvegia;
- l'ex Repubblica jugoslava di Macedonia, la Serbia e la Turchia.

Le organizzazioni titolari della Carta della mobilità VET devono rispettare i criteri di qualità e saranno monitorate dalle Agenzie nazionali Erasmus+ nel corso del programma. L’assegnazione della Carta della mobilità VET non comporta alcun finanziamento diretto o garanzia di finanziamento nel quadro dell’Azione 1 per la mobilità per i discenti e il personale VET. La Carta della mobilità VET non è obbligatoria per la partecipazione alla Mobilità VET con Erasmus+.

They develop the sense of belonging to a community thereby also gaining ownership. Volunteering is therefore a particularly powerful means to develop citizens’ commitment to their society and to its political life. Civil society organisations, associations of a European general interest, town twinning associations and other participating organisations often rely on volunteer work to carry out and to develop their activities. Therefore, particular attention is paid to the promotion of volunteering, in particular through the European Solidarity Corps.
In its first phase, the European Solidarity Corps, the new EU initiative which aims at giving young people across the EU the opportunity to volunteer where help is needed and to respond to crisis situations, will build on existing EU programmes including the Europe for Citizens programme. In this context, project promoters are encouraged to make use of the European Solidarity Corps. 
Promoters making use of members of the European Solidarity Corps must comply with the requirements laid down by the European Solidarity Corps Charter, including the requirement relating to the insurance of the members. Indeed, within the framework of the Europe for Citizens Programme, the Agency does not provide directly or indirectly an insurance coverage to the volunteers/members used by the promoters for their projects. It is therefore for each promoter to ensure that the volunteers/members they are making use of are properly insured for their activities. 
All the eligible countries within the Europe for Citizens programme can participate to the European Solidarity Corps initiative.
 

2.1. Town twinning
Town twinning supports projects bringing together citizens from twinned towns to debate on concrete issues from the European political agenda. They will develop opportunities  for societal engagement and volunteering at EU level.

 - a project must involve a minimum of 25 invited participants, coming from the invited municipalities;

The maximum grant to be awarded is EUR 25,000 per project.

The purpose of the IFCD is to promote sustainable development and poverty reduction in developing countries that are Parties to the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions. The IFCD supports projects that aim to foster the emergence of a dynamic cultural sector, primarily by facilitating the introduction of new cultural policies and cultural industries, or strengthening existing ones.

Eligibility
The beneficiaries of the Fund are developing, economies in transition and least-developed countries that are Parties to the Convention.
Therefore, those who are eligible to apply to the Fund are:

• Public authorities and institutions from eligible countries (developing countries Parties to the 2005 Convention).
• Non-governmental organisations from eligible countries (developing countries that are Parties to the 2005 Convention), which meet the definition of civil society as mentioned in the Operational guidelines relating to the role and participation of civil society;
• International non-governmental organisations, registered in countries Parties to the 2005 Convention.

Projects
Projects must be implemented and/or benefit only eligible countries (developing countries Parties to the 2005 Convention).
The project implementation period shall be between 12 and 24 months.
The projects should start, at the earliest, in April 2023, following the approval of the project by the Intergovernmental Committee in February 2023.

How to apply
All funding requests are to be sent to the relevant National Commissions for UNESCO or other official channels designated by the States Parties, who will then submit them to the Secretariat of the Convention.
INGOs should submit applications directly to the Secretariat of the Convention if their programme/project proposals are supported in writing by the States Parties concerned.

Budget
Maximum amount that can be requested from the IFCD is $100,000 for programmes/projects.

Application should be completed in either English or French.

• rappresentanti di gruppi vulnerabili ed altri gruppi sociali individuati nell'Articolo 7 della Convenzione 2005 (ad es. donne ed altri gruppi sociali, comprese persone che appartengono a minoranze e popoli indigeni) dai paesi in via di sviluppo membri della Convenzione 2005.

Come presentare domanda
Tutte le richieste di finaziamento devono essere inviate alle relative Commissioni Nazionali per l'UNESCO o altri canali ufficiali designati dagli stati membro, che saranno successivamente inviate al Segretariato della Convenzione. Le INGO devono presentare domanda direttamente al Segretariato della Convenzione se le loro proposte di programma/progetto sono supportate nella redazione dai paesi membro in questione. 

Il periodo di attuazione del progetto deve essere compreso tra 12 e 24 mesi. L'importo massimo che può essere richiesto è di 100.000 USD. I progetti dovrebbero iniziare, al più presto, nell'aprile 2023, dopo l'approvazione del progetto da parte del Comitato intergovernativo nel febbraio 2023.

Projets

Les projets doivent uniquement être menés et/ou bénéficier aux pays éligibles (les pays en développement Parties à la Convention de 2005).

La période de mise en œuvre du projet doit être comprise entre 12 et 24 mois.

Les projets doivent commencer au plus tôt, en avril 2023, après l’approbation du projet par le comité intergouvernemental en février 2023.

Comment postuler

Toutes les demandes de financements doivent être envoyées aux Commissions nationales de l’UNESCO ou aux autres chaînes officielles désignées par les Parties, qui les soumettront ensuite au secrétariat de la Convention. 

Les OING doivent soumettre leur candidature directement au secrétariat de la Convention si leurs propositions de programme/projet sont soutenues par écrit par les Parties concernées.

Budget

Le montant maximum pouvant être alloué par le FIDC à un programme/projet est de 100 000 $ US.

The European Youth Together action consists of two parts (two sub-actions).

1. The first sub-action targets youth organisations at grassroots level which want to establish partnerships across borders, i.e. which aim at adding a European dimension to their activities. The purpose is to encourage new applications from organisations that are not already well established at European level.
2. The second sub-action is the large-scale partnerships action. It targets youth organisations, which have the capacity to work together in large-scale partnerships.
    

Specific Objectives

• The promotion and development of more transnational structured cooperation, online and offline, between different youth organisations to build or strengthen partnerships focusing on solidarity and inclusive democratic participation
• The implementation of EU Frameworks and initiatives
• To encourage young people to participate in the democratic process and in society by organising trainings, showcasing commonalities among young Europeans and encouraging discussion and debate on their connection to the EU, its values and democratic foundations, including by providing a meaningful voice to youth in the framework of the Covid-19 recovery process
• Promote participation of under-represented groups of young people in politics, youth organisations and other civil society organisations by engaging vulnerable and socioeconomic disadvantaged youth.
• New ways to empower youth organisations in dealing with the Covid-19 pandemic and its aftermath
• The reinforcement of the European dimension of the activities of youth organisations, including activities on how to live better together after the pandemic and helping to design sustainable future ways of living transnationally.

Who can apply
- NGOs (including European Youth NGOs) working in the field of Youth;
- Public authorities at national, regional or local level;
- legally established and located in an EU Member State or third country associated to the Programme.

Eligible participating organisations
Any organisation, public or private, with its affiliated entities (if any), working with or for young people outside formal settings established in an EU Member State or third country associated to the Programme.
Public or private companies (small, medium or large enterprise (including social enterprises) may be included.

For sub-action 1: Minimum of 4 partners from at least 4 EU Member States and third countries associated to the Programme. At least half of the organisations in the consortia should not have been recipients of EU funds from the Erasmus+ Programme in Key Actions 3 – European Youth Together projects in the previous 2 years.
For sub-action 2: It targets organisations, which would propose projects involving at least 5 partners from 5 EU Member States and third countries associated to the Programme, which have the capacity to mobilise young people in partnerships covering different countries and regions within the EU Member States and third countries associated to the Programme.

Eligible activities

- Mobility activities for young people should form a key component of European Youth Together projects. This mobility should offer cross-border exchanges and non-formal or informal training opportunities for young people from across Europe (East, West, North and South) that can be prepared and supported through online fora to contribute to the objectives of this action;
- All the activities should contribute to broadening the outreach towards youth, reaching young people both within and beyond youth organisations including youth with fewer opportunities, to ensure a diversity of voices is heard.

Project duration: 2 years for both sub-actions. The activities must take place in the EU Member States and third countries associated to the Programme.

Budget: This action follows a lump sum funding model. 
Sub-Action 1: Maximum EU grant per project is EUR 150,000. 
Sub-Action 2: The minimum grant per project is EUR 150,000 and the maximum cannot exceed EUR 500,000.

L'action "European Youth Together" s'adresse aux organisations de jeunesse qui souhaitent établir des partenariats transfrontaliers, c'est-à-dire qui visent à ajouter une dimension européenne à leurs activités et à relier ces activités aux politiques de l'UE en matière de jeunesse, plus particulièrement à la stratégie de l'UE pour la jeunesse 2019-2027.

L'action "Jeunesse européenne ensemble" se compose de deux parties (deux sous-actions) :

1. La première sous-action s'adresse aux organisations de jeunesse qui sont sur le terrain qui souhaitent établir des partenariats transfrontaliers, c'est-à-dire qui visent à ajouter une dimension européenne à leurs activités. L'objectif est d'encourager les nouvelles candidatures d'organisations qui ne sont pas encore bien établies au niveau européen.

2. La deuxième sous-action est l'action de partenariats à grande échelle. Elle vise les organisations de jeunesse qui ont la capacité de travailler ensemble dans le cadre de partenariats à grande échelle.
    

Objectifs spécifiques

• La promotion et le développement d'une coopération structurée plus transnationale, en ligne et hors ligne, entre différentes organisations de jeunesse afin de créer ou de renforcer des partenariats axés sur la solidarité et la participation démocratique inclusive.
• La mise en œuvre des directives et initiatives de l'UE
• Encourager les jeunes à participer au processus démocratique et à la société en organisant des formations, en mettant en évidence les points communs entre les jeunes Européens et en encourageant la discussion et le débat sur leur lien avec l'UE, ses valeurs et ses fondements démocratiques, notamment en donnant une voix significative aux jeunes dans le cadre du processus de sortie du Covid-19
• Promouvoir la participation des groupes de jeunes sous-représentés dans la politique, les organisations de jeunesse et d'autres organisations de la société civile en faisant participer les jeunes vulnérables et défavorisés sur le plan socio-économique.
• De nouvelles façons de donner aux organisations de jeunesse les moyens de faire face à la pandémie de Covid-19 et à ses conséquences.
• Le renforcement de la dimension européenne des activités des organisations de jeunesse, y compris des activités sur la façon de mieux vivre ensemble après la pandémie et l'aide à la conception de futurs modes de vie transnationaux durables.

Qui peut postuler

• Les ONG (y compris les ONG européennes de jeunesse) travaillant dans le domaine de la jeunesse 
• Les autorités publiques au niveau national, régional ou local légalement établies et situées dans un Etat membre de l'UE ou un pays tiers associé au programme

Organisations participantes éligibles

Toute organisation, publique ou privée, avec ses entités affiliées (le cas échéant), travaillant avec ou pour les jeunes en dehors des cadres formels, établie dans un État membre de l'UE ou un pays tiers associé au Programme.

Les entreprises publiques ou privées (petites, moyennes ou grandes entreprises, y compris les entreprises sociales) peuvent être incluses.

Pour la sous-action 1 : Minimum de 4 partenaires d'au moins 4 États membres de l'UE et pays tiers associés au programme. Au moins la moitié des organisations des consortiums ne doivent pas avoir été bénéficiaires de fonds européens du programme Erasmus+ dans le cadre des actions clés 3 - projets "Jeunesse européenne ensemble" au cours des deux années précédentes.

Pour la sous-action 2 : elle cible les organisations qui proposent des projets impliquant au moins 5 partenaires de 5 Etats membres de l'UE et de pays tiers associés au programme, qui ont la capacité de mobiliser des jeunes dans des partenariats couvrant différents pays et régions au sein des Etats membres de l'UE et des pays tiers associés au programme.

Activités éligibles

• Les activités de mobilité pour les jeunes devraient constituer un élément clé des projets de l'initiative "Jeunesse européenne ensemble". Cette mobilité devrait offrir des échanges transfrontaliers et des possibilités de formation non formelle ou informelle pour les jeunes de toute l'Europe (Est, Ouest, Nord et Sud) qui peuvent être préparés et soutenus par des forums en ligne pour contribuer aux objectifs de cette action 
• Toutes les activités devraient contribuer à élargir la portée vers les jeunes, en atteignant les jeunes à la fois au sein et en dehors des organisations de jeunesse, y compris les jeunes ayant moins d'opportunités, afin de garantir qu'une diversité de voix soit entendue

Durée du projet : 2 ans pour les deux sous-actions. Les activités doivent avoir lieu dans les États membres de l'UE et les pays tiers associés au programme.

Budget : Cette action suit un modèle de financement forfaitaire.

Sous-action 1 : La subvention maximale de l'UE par projet est de 150 000 euros.

Sous-action 2 : La subvention minimale par projet est de 150 000 euros et le maximum ne peut excéder 500 000 euros.

The European Youth Foundation (EYF) provides financial support to youth organisations to organise local, national or international activities in the context of the 2022 Youth campaign for revitalising democracy. 
The campaign Democracy here. Democracy now will run from March to October 2022 aiming  at strengthening young people’s role in the process of democracy and restoring mutual trust between them and democratic institutions. 

The campaign will focus on three key themes: 

1. Revitalisation of democracy
2. Meaningful youth participation 
3. Digitalisation

Between March and October 2022, both governmental and non-governmental youth partners are invited to organise national and local activities and events according to a thematic monthly calendar.

Financial support 
Youth organisations, that want to organise activities, may apply Grant applications for:

• Pilot activities to be implemented by local and national youth organisations 

• International activities to be implemented by national or international youth 

Activities should take place in a Council of Europe member state or online or in a hybrid format.

International non govermental youth organisations, International network of youth NGOs, Regional network of youth NGOs, National youth NGOs and Local youth NGOs from a Council of Europe member state with members aged between 15 and 30.

Fundația Europeană pentru Tineret (FEJ) oferă sprijin financiar organizațiilor de tineret pentru a organiza activități locale, naționale sau internaționale în contextul campaniei pentru tineret din anul 2022, pentru revitalizarea democrației. 

Campania "Democrația aici. Democrația acum" se va desfășura în perioada martie - octombrie 2022, având ca obiectiv consolidarea rolului tinerilor în procesul de democrație și restabilirea încrederii reciproce între aceștia și instituțiile democratice. 

Campania se va axa pe trei teme-cheie: 

1. Revitalizarea democrației
2. Participarea semnificativă a tinerilor 
3. Digitalizarea

În perioada martie - octombrie 2022, partenerii de tineret, atât guvernamentali, cât și neguvernamentali, sunt invitați să organizeze activități și evenimente naționale și locale, în conformitate cu un calendar tematic lunar.

Sprijin financiar 

Organizațiile de tineret, care doresc să organizeze activități, pot depune Cereri de finanțare pentru:

• Activități pilot care urmează să fie puse în aplicare de organizații de tineret locale și naționale; 
• Activități internaționale care urmează să fie puse în aplicare de către organizații de tineret naționale sau internaționale. 

Activitățile trebuie să se desfășoare într-un stat membru al Consiliului Europei sau online sau într-un format hibrid.

Cine poate aplica 

Organizații internaționale neguvernamentale de tineret, rețele internaționale de ONG-uri de tineret, rețele regionale de ONG-uri de tineret, ONG-uri naționale de tineret și ONG-uri locale de tineret dintr-un stat membru al Consiliului Europei, cu membri cu vârste cuprinse între 15 și 30 de ani.

The strand1. European remembrance projects within the Europe for Citizens' 2014-2020 programme supports activities fostering a common culture of remembrance and mutual understanding between citizens from different EU Member States, notably by supporting projects that reflect on historical turning points and changes in regimes in Europe's 20th century and on their continuous importance for the Europe of today.

The strand also concerns other defining moments and reference points in recent European history. Preference will be given to projects encouraging tolerance, mutual understanding, intercultural dialogue and reconciliation as a means of moving beyond the past and building the future, in particular with a view to reaching the younger generation. It will also support projects promoting the role of Europe's cultural heritage as a pivotal element of cultural diversity, and intercultural dialogue and local heritage linked to European memory.

In 2020, specific priorities for European Remembrance are:
- 1950 Robert Schuman Declaration;
- 1990 German reunification and democratic transition of other countries in Europe;
- 2000 Proclamation of the EU Charter of Fundamental Rights.

Volunteering is an essential element in active citizenship: by giving one’s time for the benefit of others, volunteers service their community and play an active role in society. They develop the sense of belonging to a community thereby also gaining ownership. Volunteering is therefore a particularly powerful means to develop citizens’ commitment to their society and to its political life. Civil society organisations, associations of a European general interest, town twinning associations and other participating organisations often rely on volunteer work to carry out and to develop their activities. Therefore, particular attention is paid to the promotion of volunteering, in particular through the European Solidarity Corps. In its first phase, the European Solidarity Corps, the new EU initiative which aims at giving young people across the EU the opportunity to volunteer where help is needed and to respond to crisis situations, will build on existing EU programmes including the Europe for Citizens programme. In this context, project promoters are encouraged to make use of the European Solidarity Corps. 
Promoters making use of members of the European Solidarity Corps must comply with the requirements laid down by the European Solidarity Corps Charter, including the requirement relating to the insurance of the members. Indeed, within the framework of the Europe for Citizens Programme, the Agency does not provide directly or indirectly an insurance coverage to the volunteers/members used by the promoters for their projects. It is therefore for each promoter to ensure that the volunteers/members they are making use of are properly insured for their activities. 
All the eligible countries within the Europe for Citizens programme can participate to the European Solidarity Corps initiative.

Projects under this strand should
- Include different types of organisations (local authorities, NGOs, research institutes etc.)
- Develop different types of activities (research, exhibitions, public debates, non-formal education etc.)
- Involve citizens from different target groups
- Be implemented on a transnational level, or with a clear European dimension

Eligible applicants must be:
-  public local/regional authorities or non-profit organisations, including civil society organisations, survivors' associations, and cultural, youth, educational and research
organisations, associations of twinned towns.
Number of Partners:
A project must involve organisations from at least one Member State. Preference is given to transnational projects.

Maximum eligible grant for a project: 100 000 EUR.
The activities must take place in any of the eligible countries.
The project must start within the relevant eligibility period.
Maximum project duration is 18 months.
 

Participating countries
- 28 EU Member States: Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, United Kingdom;
- Albania, Bosnia & Herzegovina, Republic of North Macedonia, Montenegro, Serbia and Kosovo.
 

For British applicants: please be aware that eligibility criteria must be complied with for the entire duration of the grant. If the United Kingdom withdraws from the EU during the grant period without concluding an agreement with the EU ensuring in particular that British applicants continue to be eligible, British applicants will cease to receive EU funding (while continuing, where possible, to participate) or be required to leave the project.

The Programme is potentially open to the following categories of countries provided that they have signed a Memorandum of Understanding with the Commission:

The strand1. European remembrance projects within the Europe for Citizens' 2014-2020 programme supports activities fostering a common culture of remembrance and mutual understanding between citizens from different EU Member States, notably by supporting projects that reflect on historical turning points and changes in regimes in Europe's 20th century and on their continuous importance for the Europe of today.

The strand also concerns other defining moments and reference points in recent European history. Preference will be given to projects encouraging tolerance, mutual understanding, intercultural dialogue and reconciliation as a means of moving beyond the past and building the future, in particular with a view to reaching the younger generation. It will also support projects promoting the role of Europe's cultural heritage as a pivotal element of cultural diversity, and intercultural dialogue and local heritage linked to European memory.

In 2019, specific priorities for European Remembrance are:
- 1919 Peace treaties bringing World War I to an end (including the Treaty of Versailles);
- 1939 End of Spanish civil war in a European perspective;
- 1979 European Parliament elections (first directly elected European Parliament);
- 1989 Democratic revolutions in Central and Eastern Europe and the fall of the Berlin wall;
- 2004 15 years of EU enlargement into central and Eastern Europe.

Volunteering is an essential element in active citizenship: by giving one’s time for the benefit of others, volunteers service their community and play an active role in society. They develop the sense of belonging to a community thereby also gaining ownership. Volunteering is therefore a particularly powerful means to develop citizens’ commitment to their society and to its political life. Civil society organisations, associations of a European general interest, town twinning associations and other participating organisations often rely on volunteer work to carry out and to develop their activities. Therefore, particular attention is paid to the promotion of volunteering, in particular through the European Solidarity Corps. In its first phase, the European Solidarity Corps, the new EU initiative which aims at giving young people across the EU the opportunity to volunteer where help is needed and to respond to crisis situations, will build on existing EU programmes including the Europe for Citizens programme. In this context, project promoters are encouraged to make use of the European Solidarity Corps. 
Promoters making use of members of the European Solidarity Corps must comply with the requirements laid down by the European Solidarity Corps Charter, including the requirement relating to the insurance of the members. Indeed, within the framework of the Europe for Citizens Programme, the Agency does not provide directly or indirectly an insurance coverage to the volunteers/members used by the promoters for their projects. It is therefore for each promoter to ensure that the volunteers/members they are making use of are properly insured for their activities. 
The following countries ONLY can participate to the initiative within the Programme: the European Union Member States and the former Yugoslav Republic of Macedonia.

Projects under this strand should
- Include different types of organisations (local authorities, NGOs, research institutes etc.)
- Develop different types of activities (research, exhibitions, public debates, non-formal education etc.)
- Involve citizens from different target groups
- Be implemented on a transnational level, or with a clear European dimension

Eligible applicants must be:
-  public local/regional authorities or non-profit organisations, including civil society organisations, survivors' associations, and cultural, youth, educational and research
organisations, associations of twinned towns.
Number of Partners:
A project must involve organisations from at least one Member State. Preference is given to transnational projects.

Maximum eligible grant for a project: 100 000 EUR.
The activities must take place in any of the eligible countries.
The project must start within the relevant eligibility period.
Maximum project duration is 18 months.

Mobility of students and staff between Higher Education Institutions (HEIs) is expected to help them acquire stronger knowledge and skills and contribute to improve the quality and relevance of teaching and learning through exchanges of practices. In addition, the scheme will contribute to strengthen the modernisation and internationalisation strategies of HEIs through the establishment of mechanisms to manage the mobility flows.

The COMPASS Training Courses in Human Rights Education are strategic national or regional activities for the development of competences of key multipliers for human rights education with young people.
The training courses can be organised at the initiative of national youth organisations or institutions interested in advancing the provisions and quality of human rights education and implementing the Council of Europe Charter on Education for Democratic Citizenship and Human Rights Education. The focus of 2022 supported initiatives will be on increasing the capacity of young people to advocate and act for Human Rights.

Eligible applicants

• non-governmental youth organisations and/or other non-governmental organisations;
• governmental organisations focused on human rights, youth and/or education;
• institutions involved in human rights education;
• national networks of human rights activists and/or human rights educators.

Partnerships between different types of organisations are encouraged. Project partners may include local or national organisations or institutions interested in introducing, and developing the provisions and quality of human rights education.

Eligible national/regional training courses must

• aim at developing the competences (knowledge, skills, attitudes and values) of key multipliers in human rights education with young people such as youth leaders, trainers, youth workers, teachers and teacher trainers;
• foresee a programme and methodology based on the approaches outlined in Compass (an introduction to Compass and its approaches; experience in using the manual and how to adapt it to the participants’ contexts is considered essential);
• support and advocate for EDC/HRE at national level based on the Council of Europe Charter on Education for Democratic Citizenship and Human Rights Education;
• foresee a follow-up of the course by the participants, including for example measures to support national networks of organisations and trainers/multipliers involved in human rights education with young people;
• provide the participants with copies of Compass in their language(s), where this is possible;
• envisage linking with and building upon previous initiatives, projects and programmes on human rights education with young people at national level.
• be prepared for, and open to, participants from a variety of organisations and institutions;
• have a minimum duration of 4 consecutive working days;
• involve at least 18 and a maximum of 40 participants/learners.

Support provided by The Council of Europe:
a) Financial support in the form of grants of up to 5 000 Euro;
b) Institutional support; 
c) Educational support.

The organisers of training courses included in the 2022 programme will be invited for a preparatory workshop which will be held in February 2022. 
 

Implementation period
Projects should start on 1^st April 2022 and shall be fully implemented by 30^th November 2022.

Cursurile de formare COMPASS privind educația în domeniul drepturilor omului sunt activități strategice naționale sau regionale pentru dezvoltarea competențelor multiplicatorilor privind educația în domeniul drepturilor omului în rândul tinerilor.

Cursurile de formare pot fi organizate la inițiativa organizațiilor sau instituțiilor naționale de tineret interesate să promoveze calitatea educației în domeniul drepturilor omului și să pună în aplicare Carta Consiliului Europei privind educația pentru cetățenie democratică și educația în domeniul drepturilor omului. Inițiativele sprijinite în 2021 se vor concentra pe consolidarea capacităților tinerilor de a pleda și de a acționa în favoarea drepturile omului.

Candidați eligibili

• organizații de tineret neguvernamentale și/sau alte organizații guvernamentale;
• organizații guvernamentale focusate în primul rând pe drepturile omului, tineret și/sau educație;
• instituții implicate în educația privind drepturile omului;
• rețele naționale ale activiștilor și/sau educatorilor în domeniul drepturilor omului.

Sunt încurajate parteneriatele între diferite tipuri de organizații. Parteneri în proiecte pot fi organizații sau instituții locale sau naționale interesate de introducerea și dezvoltarea măsurilor privind calitatea educației în domeniul drepturilor omului.

Cursurile de formare naționale/regionale eligibile trebuie:

• să urmărească dezvoltarea competențelor (cunoștințe, abilități, atitudini și valori) principalilor multiplicatori privind educația în domeniul drepturilor omului în rândul tinerilor, cum ar fi lideri de tineret, formatori, lucrători de tineret, profesori și profesori formatori;
• să furnizeze un program și o metodologie bazate pe abordările descrise în Compass (o introducere în Compass și abordările de aici; este considerată esențială experiența în utilizarea manualului și adaptarea acestuia în contextul participării);
• să susțină și să promoveze EDC/HRE la nivel național pe baza Cartei Consiliului Europei privind educația pentru cetățenie democratică și educația în domeniul drepturilor omului;
• să prevadă o continuare a cursului de către participanți, inclusiv, de exemplu, măsuri pentru sprijinirea rețelelor naționale ale organizațiilor și formatorilor/multiplicatorilor implicați în domeniul educației pentru drepturile omului în rândul tinerilor;
• să ofere participanților copii ale Compass în limba lor, acolo unde este posibil;
• să aibă în vedere conectarea cu inițiativele, proiectele și programele anterioare privind educația în domeniul drepturilor omului în rândul tinerilor la nivel național și să se bazeze pe acestea;
• să se adresesze participanților din diferite organizații și instituții;
• să aibă o durată de cel puțin 4 zile lucrătoare consecutive;
• să implice minimum 18 și maximum 40 de participanți/cursanți.

Sprijin acordat de Consiliul Europei:

a) Sprijin financiar sub formă de granturi de până la 5.000 de euro;

b) Sprijin instituțional;

c) Suport educațional.

Organizatorii cursurilor de formare incluse în programul 2021 vor fi invitați la un atelier de pregătire care va avea loc în februarie 2021.

Perioada de implementare

Proiectele trebuie să înceapă la 1 martie 2021 și să fie puse în aplicare până cel mai târziu 30 noiembrie 2021. Raportarea trebuie finalizată până la data de 15 decembrie 2021.

I corsi di formazione possono essere organizzati su iniziativa di istituzioni o organizzazioni giovanili nazionali interessate ad accrescere l’offerta e la qualità dell'educazione ai diritti umani e ad attuare la Carta del Consiglio d'Europa sull'educazione alla cittadinanza democratica e ai diritti umani. 

Candidati ammissibili:
- organizzazioni giovanili non governative e/o organizzazioni non governative di altro tipo;
- organizzazioni governative che si occupano di diritti umani, gioventù e/o istruzione;
- istituzioni che si occupano di educazione ai diritti umani;
- reti nazionali di attivisti per i diritti umani e/o educatori per i diritti umani.
Sono incoraggiati i partenariati tra diversi tipi di organizzazioni. I partner del progetto possono includere organizzazioni o istituzioni locali o nazionali interessate a introdurre e sviluppare l’offerta e la qualità dell'educazione ai diritti umani.

I corsi di formazione nazionali/regionali ammissibili devono:
- mirare a sviluppare le competenze (conoscenze, abilità, attitudini e valori) dei principali moltiplicatori dell'educazione ai diritti umani con i giovani, quali animatori giovanili, formatori, operatori giovanili, insegnanti e formatori di insegnanti;

The EU Aid Volunteers initiative brings volunteers and organisations from different countries together to work on humanitarian projects worldwide.
This call aims to fund projects involving the selection, preparation and deployment of EU Aid junior and senior volunteers.
These projects will contribute to strengthening the Union’s capacity to provide needs-based humanitarian aid aimed at strengthening the capacity and resilience of vulnerable and disaster-affected communities in third countries.

 

Objectives
The deployment, apprenticeships and online volunteering opportunities for senior and junior professionals shall contribute to:
- Capacity building of vulnerable or disaster-affected communities in third countries;
- Resilience building and disaster risk management in vulnerable, fragile or disaster-affected countries and forgotten cases;
- Disaster prevention, preparedness, disaster risk reduction and recovery from natural and man-made disasters; including the impacts of climate change;
- Enhancing the link between relief, rehabilitation and development;
- Support to emergency response operations.

Activities funded under this call for proposals are expected to achieve the following results:
- Selection, recruitment and deployment of 500 junior/senior professionals to communities in third countries in vulnerable and disaster-affected countries;
- For 100 junior professionals: possibility to take part in apprenticeship placements in Europe before deployment;
- To achieve synergies and complementarity with EU-funded operations in humanitarian aid, civil protection, resilience-building and linking relief, rehabilitation and development in the respective countries/region where EU Aid Volunteers are deployed;
- To communicate the Union’s humanitarian aid principles and the EU Aid Volunteers initiative in line with the Communication Plan of the EU Aid Volunteers initiative.
- To provide opportunities for online volunteering to support or complement project activities.

Eligible bodies
All organisations involved in the project will be referred to hereafter as the ‘consortium’.
All applicants involved in applying, and acting as either sending or hosting organisations, must be certified under the EU Aid Volunteers initiative.
The organisation applying on behalf of all applicants (coordinator) must be a certified EU sending organisation under the EU Aid Volunteers initiative.
The remaining applicants are either certified sending or certified hosting organisations under the EU Aid Volunteers initiative.
Project proposals involving sending and hosting organisations that have applied for certification before the deadline for submitting applications it is highly recommended to apply for certification by 11 June 2020, 17:00 CET.
A project consortium must involve at least two certified sending organisations from two different countries and two certified hosting organisations.
Non-certified organisations specialised in any areas relevant to the objectives or the actions of the project may be involved as partner in the consortium in order to contribute with their specific expertise

Organisations
- non-governmental not-for-profit organisations formed in accordance with the law of a Member State and whose headquarters are located within the Union; or
- public law bodies of a civilian character governed by the law of a Member State; or
- the International Federation of National Red Cross and Red Crescent Societies.

Eligible activities
- Selection, preparation and deployment of junior and senior EU Aid Volunteers to humanitarian aid projects in the area of disaster preparedness, disaster risk reduction and LRRD in vulnerable and disaster-affected communities in third countries;
- Communication activities in compliance with the Communication Plan of the EU Aid Volunteers initiative;

Activities may include:
- Apprenticeship placements for junior volunteers in EU sending organisations;
- Online volunteering opportunities, via the EU Aid Volunteers Platform, managed by the Commission, to support the actions of the EU Aid Volunteers;
- Support for emergency response operations;
- Capacity building of vulnerable, disaster-affected communities and local organisations;
- Capacity building of hosting organisations. 

Project activities may include:
- information, communication and public awareness;
- hazard, risk analysis and early warning;
- contingency planning and preparedness for response;
- protection of livelihoods, assets and small scale mitigation works. 
 

Eligible candidate volunteers should 
- have a minimum age of 18 years;
- be citizens of the European Union; and
- third-country nationals who are long-term residents in a Member State.
- be junior professionals, in particular, recent graduates with less than five years’ professional experience and less than five years’ experience in humanitarian action; or
- be senior professionals with five years’ professional experience in positions of responsibility or expert positions.

Eligible activity venue 
EU Aid Volunteers shall not be deployed in the theatre of international and non-international armed conflicts.
An indicative list of third countries for deployments 2020 has been defined prior to the call according to a needs assessment methodology similar to that for humanitarian aid actions but excluding areas with ongoing armed conflict. 
This list can be found here, it can be modified due to the events that could endanger the security and safety of volunteers.

Apprenticeship placements for junior volunteers prior to deployment must take place in one of the sending organisations' offices participating in the project, where possible in a country other than the country of origin of the EU Aid Volunteer.
 

Eligible implementation period
Projects start at the earliest when the last party signs the grant agreement and can last for a maximum duration of 24 months. Within the project duration:

• Deployment placements of EU Aid Volunteers can range between 1 month as a minimum and 18 months as a maximum;
• In the case of support to emergency operations, deployment of EU Aid Volunteers can range between 2 weeks as a minimum and 3 months as a maximum;
• Apprenticeship placements prior to the deployment of junior volunteers can take up to 6 months in one of the participating EU member states.

Budget
The total budget earmarked for the co-financing of projects under this call for proposals is estimated at EUR 13 500 000.
The maximum grant allocated to a project will be EUR 1 400 000.
Grant requests below EUR 60 000 will not be considered for funding.

Apelul urmărește să finanțeze proiecte implicând selecția, pregătirea și plasarea voluntarilor UE pentru ajutor umanitar, juniori și seniori.

Acest proiect va contribui la consolidarea capacităților Uniunii de a furniza ajutor umanitar în funcție de nevoi, urmărind consolidarea capacităților și rezilienței comunităților afectate de dezastre din țările terțe. 

Obiective

Oportunitățile de voluntariat, de stagii de ucenicie sau de voluntariat online pentru profesioniști seniori sau juniori trebuie să contribuie la:

-Consolidarea capacităților comunităților vulnerabile sau afectate de dezastre din țările terțe;

-Managementul riscului la dezastre și consolidarea rezilienței în țări vulnerabile sau afectate de dezastre și în alte cazuri;

-Prevenirea dezastrelor, pregătirea în caz de dezastre, reducerea riscului la dezastre și redresarea în cazul dezastrelor naturale sau a celor produse de oameni; inclusiv impactul schimbărilor climatice;

-Creșterea importanței legăturii între ajutor, reabilitare și dezvoltare;

-Sprijin pentru operațiuni de intervenție în caz de urgență.

Activitățile finanțate în cadrul acestui apel trebuie să obțină următoarelor rezultate:

-Pentru 100 de profesioniști juniori: posibilitatea de a participa la stagii de ucenicie în Europa înainte de plasament;

-Să stimuleze sinergiile și realizarea complementarității cu operațiunile finanțate de UE în domeniul ajutorului umanitar, al protecției civile, al consolidării rezilienței și al corelării ajutorului, reabilitării și dezvoltării în țările/regiunile unde sunt plasați voluntarii UE pentru ajutor umanitar;

-Să comunice principiile UE privind ajutorul umanitar și ale inițiativei Voluntari UE pentru ajutor umanitar în conformitate cu Planul de comunicare al inițiativei Voluntari UE pentru ajutor umanitar.

-Să ofere oportunități de voluntariat online pentru a sprijini sau a completa activitățile proiectului.

Organisme eligibile

Toate organizațiile implicate în proiect vor fi denumite în continuare “consorții”.

Toți solicitanții implicați în depunerea candidaturilor și care acționează în calitate de organizații de trimitere sau primire, trebuie să fie certificate în cadrul inițiativei Voluntari UE pentru ajutor umanitar.

Organizația care depune candidatura în numele tuturor solicitanților (coordonatoare) trebuie să fie o organizație de trimitere certificată în cadrul inițiativei Voluntari UE pentru ajutor umanitar.

Ceilalți solicitanți sunt fie organizații de trimitere, fie organizații de primire certificate în cadrul inițiativei Voluntari UE pentru ajutor umanitar.

Pentru propunerile de proiecte implicând organizații de trimitere și primire care au candidat pentru certificare înainte de termenul limită de trimitere a candidaturilor este recomandată solicitarea certificării înainte de 11 iunie 2020, 17:00 CET.

Proiectul unui consorțiu trebuie să implice cel puțin două organizații certificate de trimitere din două țări diferite și două organizații certificate de primire.

Organizațiile necertificate specializate în domenii relevante pentru obiectivele sau acțiunile proiectului pot să fie implicate în calitate de parteneri în consorțiu aducându-și contribuția prin intermediul expertizei lor specifice.

Organizaţii

- organizații neguvernamentale nonprofit constituite în conformitate cu legislația unui stat membru și ale căror sedii centrale se află în UE; sau

- organisme de drept public cu caracter civil reglementate de legislația unui stat membru; sau

- Federația Internațională a Societăților Naționale de Cruce Roșie și Semilună Roșie.

Sunt eligibile să candideze doar entități cu personalitate juridică stabilite în statele membre ale Uniunii Europene (Austria, Belgia, Bulgaria, Croația, Cipru, Republica Cehă, Danemarca, Estonia, Finlanda, Franța, Germania, Grecia, Ungaria, Irlanda, Italia, Letonia, Lituania, Luxemburg, Malta, Olanda, Polonia, Portugalia, România, Slovacia, Slovenia, Spania, Suedia, Marea Britanie).

Activități eligibile

- Selectarea, pregătirea și plasarea voluntarilor UE pentru ajutor umanitar juniori și seniori pentru proiecte de ajutor umanitar în domeniul pregătirii în caz de dezastre și al reducerii riscului la dezastre în comunitățile vulnerabile și afectate de dezastre din țările terțe;

- Activități de comunicare în conformitate cu Planul de comunicare al inițiativei Voluntari UE pentru ajutor umanitar;

Activitățile pot include:

- stagii de ucenicie pentru voluntarii juniori în organizațiile de trimitere din UE;
