The Citizens, Equality, Rights and Values Programme's Networks of Towns initiative promotes citizen exchanges, especially through city networks, to showcase Europe's diverse heritage and build a shared future. It also aims to develop sustainable city networks and deepen cooperation on European integration.

Priorities

• Increase citizens' engagement in society and democratic life of the EU
• Promote awareness of EU citizenship rights and common values
• Strengthen the European dimension and democratic legitimacy of EU decision-making
• Foster active participation of citizens and civil society in policy-making at all levels
• Promote diversity and tackle discrimination and racism at local level
• Raise awareness about the role and contribution of minorities in European society
• Share best practices on preventing violence against women, domestic violence, and violence against children
• Promote democratic participation through cultural activities

Eligible applicants must be

• legal entities (public or private bodies)
• established in EU Member States (including overseas countries and territories (OCTs), in countries associated with the CERV Programme
• lead applicants and co-applicants must be non-profit-making towns/municipalities and/or other levels of local authorities or their twinning committees or other non-profit organisations representing local authorities.
• activities must take place in at least two different eligible countries.
• the application must involve at least four applicants (not being affiliated entity or associated partner) from at least four different eligible countries of which at least two are EU Member States.

Eligible activities

- Workshops, seminars, conferences, training activities, expert meetings, webinars, awareness-raising activities, high-visibility events, data gathering and consultation, development, exchanges and dissemination of good practices among public authorities and civil society organisations, development of communication tools and the use of social media.

- Projects may be based on the outcome of citizens’ consultations and may lead to debates about specific ways to create a more democratic EU, to encourage citizens to re-engage with the EU and help them develop a stronger sense of ownership of the European project.

- Activities must take place in at least two different eligible countries.

- Projects should range between 12 and 24 months

Solicitanții eligibili trebuie să fie:

• Persoane juridice (organisme publice sau private)
• Stabiliți în statele membre ale UE [inclusiv în țările și teritoriile de peste mări (TTPM), în țările asociate la programul CERV
• Solicitanții principali și co-solicitanții trebuie să fie orașe/municipii fără scop lucrativ și/sau alte niveluri de autorități locale sau comitetele de înfrățire ale acestora sau alte organizații fără scop lucrativ care reprezintă autoritățile locale.
• Activitățile trebuie să aibă loc în cel puțin două țări eligibile diferite.
• Cererea trebuie să implice cel puțin patru solicitanți (care nu sunt entități afiliate sau parteneri asociați) din cel puțin patru țări eligibile diferite, dintre care cel puțin două sunt state membre ale UE.

Activități eligibile

• Ateliere de lucru, seminarii, conferințe, activități de formare, reuniuni ale experților, webinarii, activități de sensibilizare, evenimente de mare vizibilitate, colectarea și consultarea datelor, dezvoltarea, schimbul și diseminarea de bune practici între autoritățile publice și organizațiile societății civile, dezvoltarea de instrumente de comunicare și utilizarea rețelelor sociale.
• Proiectele se pot baza pe rezultatele consultărilor cu cetățenii și pot conduce la dezbateri privind modalități specifice de a crea o UE mai democratică, de a încuraja cetățenii să se reangajeze în UE și de a-i ajuta să dezvolte un sentiment mai puternic de apartenență la proiectul european.
• Activitățile trebuie să aibă loc în cel puțin două țări eligibile diferite.

The European Youth Foundation (EYF) is a fund established by the Council of Europe to provide financial support for European youth activities. It encourages co-operation among young people in Europe by providing financial support to youth activities promoting peace, understanding and co-operation in a spirit of respect for human rights, democracy, tolerance and solidarity.

There are four kinds of grants open to different types of organisations: international activities (open to international, national, regional, NGOs/networks), annual work plans (open to international NGOs/networks), pilot activities (open to local, national, regional NGOs/networks), structural grants (open to international and regional NGOs/networks).

Projects must fall under the Council of Europe's Youth Sector Priorities for 2024/2027.

1. Revitalising pluralistic democracy
2. Young people’s access to rights
3. Living together in peaceful and inclusive societies
4. Youth work
5. Developing and strengthening youth policy based on Council of Europe standards.

The EYF may support the following operations:

A. International activity - including meetings of young people or youth leaders in Europe to promote participation and intercultural learning. Participants must represent at least 7 Council of Europe member states. It has to be run by an international team (4 nationalities represented in the project team). The EYF will cover up to two-thirds of the total cost. Maximum grant: € 25,000.

B. Annual work plan - including a series of activities over one year, interconnected and which contribute to the same broader aim. Each activity/element should contribute to the aim of the work plan and the accomplishments of the work plan as a whole should contribute to the global purpose of the organisation. These activities would be part of and support your NGO's strategy or action plan for the coming years. Maximum grant: € 60,000.

C. Structural grant for 2 consecutive years - The European Youth Foundation may, every 2 years, grant international non-governmental youth organisations or networks a contribution to cover part of the general administrative costs involved in running their activities at European level. Maximum annual grant: € 30,000 per year for 2 years (i.e. a maximum of €60,000 for 2 years).

D. Pilot activities - including youth meetings, capacity building sessions, awareness raising actions, meetings with experts, local workshops, local actions, visits, campaigns, workshops in schools, festivals etc.  The maximum duration of a pilot activity project can be up to one year. The project must start at least 3 months after the deadline. The maximum grant is €15 000.

Who can apply

International non-governmental youth organisations, international networks of youth NGOs, regional networks of youth NGOs, national non-governmental youth organisations , from the European Cultural Convention (the 46 member states of the Council of Europe plus Belarus, Kazakhstan, the Holy See and the Russian Federation).

Deadlines:

1 April (midnight CET) for:

- International activities taking place between 1 January and 30 June (1st half of the following year)

- Annual Work plan for following year

Б. Годишен работен план – включващ поредица от дейности за период от една година, свързани помежду си и които допринасят за една и съща по-широка цел. Всяка дейност/елемент трябва да допринася за целта на работния план, а постиженията на работния план като цяло трябва да допринасят за глобалната цел на организацията. Тези дейности ще бъдат част от и ще подкрепят стратегията или плана за действие на вашата НПО за следващите години. Максимален грант: 50 000 евро.

В. Структурни безвъзмездни средства за 2 последователни години – Европейската младежка фондация може на всеки 2 години да окаже подкрепа на международни неправителствени младежки организации или мрежи, за покриване на част от общите административни разходи, свързани с провеждането на техните дейности на европейско ниво. Максимална годишна субсидия: 25 000 Евро годишно за 2 години (т.е. максимум 50 000 Евро за 2 години).

Г. Еднократна структурна субсидия (невъзобновяема) – Европейската младежка фондация може да участва в административните разходи на регионалните мрежи, за да ги подпомогне да създадат европейска структура. Максимална еднократна помощ: 15 000 евро.

Den Europæiske Ungdoms Fond har til formål at støtte ungdomsaktiviteter på europæisk niveau. Fonden støtter aktiviteter for fred, forståelse og samarbejde mellem mennesker i Europa og verden, med respekt for menneskerettigheder og fundamentale rettigheder.

· Internationale møder for unge og ungdomsledere.
· Produktionen af informations materiale om ungdoms emner.

Le Conseil de l'Europe a créé le Fonds européen pour la jeunesse (FEJ) afin de soutenir financièrement les activités européennes de jeunesse.

Ce fonds a pour objectif d'encourager la coopération entre les jeunes d'Europe grâce à un soutien financier pour les activités de jeunesse. Il couvre les activités pour la promotion de la paix, la compréhension et la coopération dans un esprit de respect des droits de l'homme, de démocratie, de tolérance et de solidarité.

Le FEJ apporte un soutien financier aux activités mises en œuvre par des réseaux ou des ONG de jeunesse ou bien par d’autres ONG actives dans le domaine de l'animation jeunesse correspondant aux politiques et actions du Conseil de l'Europe pour la jeunesse :

• Activités éducatives, sociales, culturelles et humanitaires ayant un caractère européen
• Activités visant à renforcer la paix et la coopération en Europe
• Activités conçues pour promouvoir une coopération rapprochée et une meilleure compréhension entre les jeunes d'Europe, notamment par le développement des échanges d'information
• Activités visant à stimuler l’entraide en Europe et dans les pays en développement dans les domaines de la culture, de l'éducation et du social
• Études, recherche et documentation sur les questions de jeunesse

Pour obtenir le soutien du FEJ, il est essentiel que votre projet corresponde aux valeurs et au travail du Conseil de l'Europe, ainsi qu’aux priorités du secteur jeunesse pour 2022-2025 :

3. Vivre ensemble dans des sociétés pacifiques et inclusives
4. Le travail de jeunesse 

Le FEJ peut soutenir les opérations suivantes :

Activités internationales : il s’agit de rencontres de jeunes ou d’animateurs de jeunesse en Europe pour promouvoir la participation et l’apprentissage interculturel. Les participants doivent représenter au moins 7 Etats membres du Conseil de l’Europe. Ces activités doivent être conduites par une équipe internationale (4 nationalités représentées dans le projet d’équipe). Le FEJ couvrira jusqu'à deux tiers des coûts réels de l’activité. La subvention maximale pouvant être allouée est de 20 000 €.

Un plan de travail annuel : il s’agit d’un ensemble d’activités successives se déroulant sur une année, connectées entre elles et qui contribuent au même objectif plus large. Chaque activité/élément doit contribuer à l’objectif du plan de travail et les réalisations du plan de travail dans son ensemble doivent contribuer à l’objectif global de l’organisation. Le plan de travail ne doit pas nécessairement refléter toute la stratégie de votre ONG, il peut s’agir d’un élément seulement de celle-ci. Le montant maximum de la subvention est de 50 000 €.

Subvention structurelle pour 2 années consécutives : Ces subventions sont offertes tous les 2 ans et ne sont accessibles qu’aux ONG internationales de jeunesse et aux réseaux internationaux de jeunesse pour contribuer à couvrir une partie des frais administratifs engagés dans le déroulement de leurs activités au niveau européen. La subvention maximale allouée est de 25 000 € par an pour 2 ans (à savoir un maximum de 50 000 € pour 2 ans).

Subvention structurelle unique (non renouvelable) : Le FEJ peut aussi contribuer aux coûts administratifs des réseaux régionaux, pour les aider à établir une structure européenne. Le montant maximum accordé est de 15 000 €.

Qui peut postuler

Les organisations de jeunesse internationales non gouvernementales, les réseaux internationaux d’ONG de jeunesse, les organisations régionales d’ONG de jeunesse, les organisations nationales de jeunesses non gouvernementales des Etats membres du Conseil de l’Europe.

1er septembre (à minuit) pour :

• Les activités internationales ayant lieu entre le 1er janvier et le 30 juin (1er semestre de l’année suivante)

Dates butoir pour les activités pilotes

Il n’y a pas de date limite fixe pour envoyer une demande de subvention, cependant un système de dates butoirs a été mis en place en décembre 2016 par le Comité de Programmation pour la Jeunesse afin d’avoir suffisamment de temps pour les évaluations, établir une communication à double sens et faciliter la prise de décision. En gardant à l’esprit que la demande doit toujours être soumise au minimum 3 mois avant le début de l’activité.

La prochaine date limite pour les demandes d'activités pilotes : 1er février 2023, 1er juin 2023, 1er septembre 2023.

La prochaine date limite pour les activités internationales ponctuelles et les plans de travail annuels est le 1er octobre 2023, pour des activités se déroulant en 2024-2025.

Le FEJ ne traitera aucune nouvelle inscription d'ONG deux semaines avant les échéances d'avril et d'octobre.

• Studien, Forschung und Dokumentation von jugendrelevanten Angelegenheiten.

Um die Unterstützung des EYF zu erhalten, ist es wichtig, dass die Projekte den Werten und der Arbeit des Europarates sowie den Prioritäten des Jugendsektors für 2022/2023 entsprechen.

Das EYF wird zwei Drittel der Gesamtkosten übernehmen. Maximaler Zuschuss: 20.000 €.

B. Jährlicher Arbeitsplan - einschließlich einer Reihe von Aktivitäten über einen Zeitraum von einem Jahr, die miteinander verbunden sind und zum gleichen umfassenderen Ziel beitragen (Kategorie B). Jede Aktivität/jedes Element sollte zum Ziel des Arbeitsplans beitragen, und die Errungenschaften des Arbeitsplans als Ganzes sollten zum globalen Zweck der Organisation beitragen. Diese Aktivitäten sollen Teil der Strategie oder des Aktionsplans der NGO für die kommenden Jahre sein und diese unterstützen. Maximaler Zuschuss: € 50.000.

C. Strukturzuschuss für 2 aufeinander folgende Jahre (Kategorie C). Die EYF kann internationalen nichtstaatlichen Jugendorganisationen oder Netzwerken alle 2 Jahre einen Beitrag zur Deckung eines Teils der allgemeinen Verwaltungskosten gewähren, die mit der Durchführung ihrer Aktivitäten auf europäischer Ebene verbunden sind. Maximaler jährlicher Zuschuss: 25.000 € pro Jahr für 2 Jahre (d.h. maximal 50.000 € für 2 Jahre).

D. Einmaliger Strukturzuschuss (nicht verlängerbar) (Kategorie D). Die Stiftung kann auch einen Beitrag zu den Verwaltungskosten regionaler Netzwerke leisten, um diese beim Aufbau einer europäischen Struktur zu unterstützen. Maximaler einmaliger Zuschuss: € 15.000.

Teilnahmeberechtigt sind:

- Internationale nichtstaatliche Jugendorganisationen;
- internationale Netzwerke von Jugend-NGOs;
- regionale Netzwerke von Jugend-NGOs und
- nationale nichtstaatliche Jugendorganisationen
aus den Mitgliedsstaaten des Europarates.

Bewerbungsfristen:

1. April (Mitternacht MEZ) für:
- Kategorie A: Internationale Aktivitäten, die zwischen dem 1. Januar und dem 30. Juni (1. Halbjahr des Folgejahres) stattfinden

Stichtage für Politaktivitäten

Es gibt keine festen Fristen für die Einreichung eines Antrags, jedoch hat der Programmausschuss für Jugend im Dezember 2016 ein System von Stichtagen beschlossen, um genügend Zeit für die Beurteilung, gegenseitige Kommunikation und Entscheidungsfindung zu haben.
In diesem Sinne muss der Antrag immer mindestens 3 Monate vor dem Startdatum des Projekts eingereicht werden.

Der nächste Stichtag für Anträge für Pilotaktivitäten ist der 1. September 2021 (Mitternacht Straßburger Zeit).
Der nächste Stichtag für einmalige internationale Aktivitäten und Jahresarbeitspläne ist der 1. April 2021, für Aktivitäten, die im Jahr 2022 stattfinden.
Die nächste Frist für einen zweijährigen Strukturzuschuss ist der 1. Oktober 2021 für die Jahre 2022-2023.

Das EYF wird keine neuen NGO-Anmeldungen 2 Wochen vor den Stichtagen im April und Oktober bearbeiten.

Το Ευρωπαϊκό Ταμείο για τη Νεολαία (EYF) είναι ένα ταμείο που ιδρύθηκε από το Συμβούλιο της Ευρώπης για να παρέχει χρηματοοικονομική υποστήριξη σε δραστηριότητες της ευρωπαϊκής νεολαίας. Στόχος του είναι να ενθαρρύνει τη συνεργασία μεταξύ των νέων στην Ευρώπη παρέχοντας χρηματοοικονομική υποστήριξη σε δραστηριότητες νέων. Αφορά δραστηριότητες που συμβάλλουν στην προώθηση της ειρήνης, της κατανόησης και της συνεργασίας μέσα σε ένα πνεύμα σεβασμού για τα ανθρώπινα δικαιώματα, τη δημοκρατία, την ανεκτικότητα και την αλληλεγγύη.

Το EYF παρέχει χρηματοοικονομική υποστήριξη σε δραστηριότητες που αναλαμβάνουν ΜΚΟ ή δίκτυα νέων ή κάθε άλλη ΜΚΟ που δραστηριοποιείται στον τομέα της εργασίας με νέους και ασχολείται με τις πολιτικές και το έργο του Συμβουλίου της Ευρώπης για τη νεολαία. Οι δραστηριότητες μπορεί να είναι:
• εκπαιδευτικές, κοινωνικές, πολιτιστικές και ανθρωπιστικές δραστηριότητες ευρωπαϊκού χαρακτήρα
• δραστηριότητες που έχουν ως στόχο την ενίσχυση της ειρήνης και της συνεργασίας στην Ευρώπη
• δραστηριότητες που έχουν ως στόχο την προώθηση της στενότερης συνεργασίας και της καλύτερης κατανόησης μεταξύ των νέων στην Ευρώπη, ιδίως με την ανάπτυξη της ανταλλαγής πληροφοριών
• δραστηριότητες που έχουν ως στόχο την ενίσχυση της αμοιβαίας βοήθειας στην Ευρώπη και στις αναπτυσσόμενες χώρες για πολιτιστικούς, εκπαιδευτικούς και κοινωνικούς σκοπούς
• μελέτες, έρευνα και τεκμηρίωση σε θέματα νεολαίας.

Το EYF μπορεί να υποστηρίξει τις ακόλουθες δράσεις:
A. Διεθνείς συναντήσεις νέων για συνοδούς ομάδων νέων (Κατηγορία Α) - μεταξύ άλλων σεμινάρια, συνέδρια, εργαστήρια, κατασκηνώσεις και φεστιβάλ. Το EYF καλύπτει τα δύο τρίτα του συνολικού κόστους.

B. Δραστηριότητες νέων εκτός συναντήσεων (Κατηγορία Β) - εκτός από τις συναντήσεις, τα είδη δραστηριοτήτων νέων που είναι επιλέξιμα για χρηματοοικονομική ενίσχυση από το EYF είναι μελέτες, σχέδια ερευνών και παραγωγή πληροφοριών και τεκμηρίωσης για θέματα νεολαίας. Για παράδειγμα:
- ειδικευμένες εκδόσεις (όπως εγχειρίδια κατάρτισης)∙
- ενημερωτικά δελτία ή περιοδικά που παράγονται από διεθνείς οργανώσεις ή δίκτυα νέων∙
- εκστρατείες ενημέρωσης∙
- εκθέσεις και παραγωγή οπτικοακουστικών υλικών κ.λπ.∙
- ανάπτυξη ιστοτόπων ή παραγωγή CD-ROM∙
- παραγωγή αφισών, σημάτων και αυτοκόλλητων ετικετών∙
- ερευνητικά σχέδια σχετικά με θέματα νεολαίας.
Στην ίδια κατηγορία, το EYF μπορεί επίσης να χρηματοδοτήσει επισκέψεις μελέτης που επιτρέπουν στις οργανώσεις και στα δίκτυα νέων να δημιουργούν νέες επαφές στην Ευρώπη και, κατ’ αυτόν τον τρόπο, να διευρύνουν τις εταιρικές σχέσεις και να αναπτύσσουν τη συνεργασία.

Γ. Διοίκηση διεθνών μη κυβερνητικών οργανώσεων και δικτύων νέων (Κατηγορία Γ) - Το Ευρωπαϊκό Ταμείο για τη Νεολαία μπορεί, σε ετήσια βάση, να χορηγεί μια συνεισφορά σε διεθνείς οργανώσεις ή σε διεθνή δίκτυα νέων για την κάλυψη μέρους των γενικών διοικητικών εξόδων που συνδέονται με την υλοποίηση των δραστηριοτήτων τους σε ευρωπαϊκό επίπεδο.
Το Ταμείο μπορεί επίσης να συνεισφέρει στα διοικητικά έξοδα των διεθνών μη κυβερνητικών οργανώσεων και δικτύων νέων, κατά τη διάρκεια ανώτατης περιόδου τριών ετών, προκειμένου να τους συνδράμει στη δημιουργία μιας ευρωπαϊκής δομής (Κατηγορία Γα).

Δ. Πιλοτικά σχέδια (Κατηγορία Δ) - συναντήσεις ή δραστηριότητες νέων που συμβάλλουν πιο συγκεκριμένα σε στόχους προτεραιότητας του Συμβουλίου της Ευρώπης. Εδώ μπορείτε να δείτε τις προτεραιότητες που έχουν οριστεί για το 2009.
Η Κατηγορία Δ-ΕΑΔ (D-HRE) είναι ένα πιλοτικό σχέδιο που εστιάζει συγκεκριμένα στην Εκπαίδευση για τα Ανθρώπινα Δικαιώματα, στο πλαίσιο του Προγράμματος για την Εκπαίδευση για τα Ανθρώπινα Δικαιώματα του Συμβουλίου της Ευρώπης.

Οι υποψήφιοι πρέπει να εκπροσωπούν είτε μια διεθνή ΜΚΟ ή ένα διεθνές δίκτυο νέων, μια εθνική ή τοπική ΜΚΟ νέων ή ένα εθνικό ή τοπικό δίκτυο νέων, είτε μη κυβερνητικές δομές που δραστηριοποιούνται στον τομέα της εργασίας με νέους, από τα κράτη μέλη του Συμβουλίου της Ευρώπης. Προθεσμίες:
• Για την κατηγορία Γ, η προθεσμία είναι 1 Φεβρουαρίου του τρέχοντος έτους.
• Για τις κατηγορίες A και B, οι προθεσμίες είναι 1 Απριλίου για δραστηριότητες που εντάσσονται στις κατηγορίες Α και Β του EYF και πραγματοποιούνται την περίοδο 1 Ιανουαρίου - 30 Ιουνίου του προσεχούς έτους και 1 Οκτωβρίου για δραστηριότητες που εντάσσονται στις κατηγορίες Α και Β και πραγματοποιούνται την περίοδο 1 Απριλίου - 31 Δεκεμβρίου του προσεχούς έτους.
• Για την κατηγορία Δ δεν έχουν οριστεί προθεσμίες για τις αιτήσεις πιλοτικών σχεδίων ή τις πρώτες (ad hoc) αιτήσεις προς το EYF, οι οποίες μπορούν να υποβληθούν οποιαδήποτε στιγμή. Ωστόσο, σύμφωνα με την απόφαση της επιτροπής προγράμματος για τη νεολαία (του φορέα λήψης αποφάσεων), όλες οι ad hoc αιτήσεις που περιλαμβάνουν πιλοτικά σχέδια πρέπει να υποβάλλονται τουλάχιστον τρεις μήνες πριν από την έναρξη της δραστηριότητας προκειμένου να καθίσταται δυνατή η σωστή αξιολόγησή τους.

Az Európai Ifjúsági Alapítvány (EYF) az Európa Tanács által létrehozott alap, amely az európai ifjúsági tevékenységek pénzügyi támogatására szolgál. Célja, hogy az ifjúsági tevékenységek pénzügyi támogatásával ösztönözze az európai fiatalok közötti együttműködést. Olyan tevékenységekre vonatkozik, amelyek a béke, a megértés és az együttműködés előmozdítását szolgálják az emberi jogok, a demokrácia, a tolerancia és a szolidaritás tiszteletben tartásának szellemében.

 The EYF provides financial support to the following types of activity undertaken by youth NGOs or networks, or by other NGOs involved in the areas of youth work relevant to the Council of Europe's youth policies and work:

- educational, social, cultural and humanitarian activities of a European character

- activities aiming at strengthening peace and co-operation in Europe

- activities designed to promote closer co-operation and better understanding among young people in Europe, particularly by developing the exchange of information

- activities intended to stimulate mutual aid in Europe and in the developing countries for cultural, educational and social purposes

- studies, research and documentation on youth matters.

In order to obtain the EYF's support, it is essential that projects fall within the Council of Europe's values and work, and the Youth Sector Priorities for 2022/2025.

1. Revitalising pluralistic democracy
2. Young people’s access to rights
3. Living together in peaceful and inclusive societies
4. Youth work
5. Intergovernmental co-operation on youth policy.

The EYF may support the following operations:

A. International activity - including meetings of young people or youth leaders in Europe in order to promote participation and intercultural learning. Participants must represent at least 7 Council of Europe member states. It has to be run by an international team (4 nationalities represented in the project team). The EYF will cover up two-thirds of the total cost. Maximum grant: € 20,000.

B. Annual work plan - including a series of activities over a period of one year, interconnected and which contribute to the same broader aim. Each activity/element should contribute to the aim of the work plan and the accomplishments of the work plan as a whole should contribute to the global purpose of the organisation. These activities would be part of and support your NGO's strategy or action plan for the coming years. Maximum grant: € 50,000.

C. Structural grant for 2 consecutive years - The European Youth Foundation may, every 2 years, grant international non-governmental youth organisations or networks a contribution to cover part of the general administrative costs involved in running their activities at European level. Maximum annual grant: € 25,000 per year for 2 years (i.e. a maximum of €50,000 for 2 years).

D. One-off structural grant (non-renewable) - The Foundation may also contribute to the administrative costs of regional networks, in order to help them to establish a European structure. Maximum one-off grant: € 15,000.

Who can apply

International non-governmental youth organisations, international networks of youth NGOs, regional networks of youth NGOs, national non-governmental youth organisations , from the Council of Europe member states.

Deadlines:

1 April (midnight CET) for:

- International activities taking place between 1 January and 30 June (1st half of the following year)

- Annual Work plan for following year 

1 October (midnight CET) for:

- International activities taking place between 1 April and 31 December (2nd half of the following year)

- Annual Work plan for following year 

- One-off structural grants for following year (regional network)

1 October 2023 (midnight CET) for:

- 2-year structural grant for 2024-2025 (international NGOs/networks)

Cut-off dates for pilot activities

There are no fixed deadlines to send an application, however a system of cut-off dates was decided by the Programming Committee on Youth in December 2016 to allow for sufficient time for assessment, two-way communication and decision-making.

Keeping that in mind, the application must always be submitted at least 3 months before the start date of the project.

The next deadline for the presentation of applications for the pilot activity for 2023 will be announced at the end of 2022 (midnight, Strasbourg time).

The next deadline date for pilot activities applications: 1 February 2023, 1 June 2023, 1 September 2023.

The next deadline for one-off international activities and annual work plans is 1 October 2023, for activities taking place in 2024-2025.

 The EYF will not process any new NGO registrations 2 weeks before the deadlines of April and October.

La Fondazione Europea per la Gioventù è un'istituzione del Consiglio d'Europa. Intende incoraggiare la collaborazione tra i giovani in Europa attraverso il finanziamento ad attività giovanili per la promozione della pace, la comprensione e la cooperazione tra i popoli dell'Europa e del mondo, nel rispetto dei diritti umani, la democrazia, la tolleranza e la solidarietà.

La FGE intende sostenere i seguenti tipi di attività intraprese da ONG internazionali o reti giovanili, o da altre ONG impegnate in settori legati all'animazione socioeducativa, attinenti alle politiche giovanili e l'operato del Consiglio d'Europa:
- attività educative, sociali, culturali e umanitarie di carattere europeo;
- attività che mirano al rafforzamento della pace e della cooperazione in Europa;
- attività per la promozione di una collaborazione più stretta e una migliore comprensione tra i giovani in Europa, in particolare attraverso la promozione di scambi di informazione;
- attività intese a stimolare l'aiuto reciproco in Europa e nei paesi in via di sviluppo a scopo culturale, educativo e sociale;
- studi, ricerche e documentazione su tematiche giovanili.

Al fine di ottenere il sostegno dell'FGE, è essenziale che i progetti rientrino nell'ambito dei valori e il lavoro del Consiglio d'Europa e le priorità del Settore Gioventù per il 2022-2025.

La FGE sostiene le seguenti attività:
A. Attività internazionali - compresi gli incontri di giovani o di animatori giovanili in Europa per promuovere la partecipazione e l'apprendimento interculturale. I partecipanti devono rappresentare almeno 7 Stati membri del Consiglio d'Europa. Deve essere gestita da un team internazionale (4 nazionalità rappresentate nel team del progetto). L'AEYF coprirà i due terzi del costo totale. Sovvenzione massima: 20.000 euro.
B. Piano di lavoro annuale - comprendente una serie di attività nell'arco di un anno, interconnesse e che contribuiscono allo stesso obiettivo più ampio. Ogni attività/elemento dovrebbe contribuire allo scopo del piano di lavoro e i risultati del piano di lavoro nel suo complesso dovrebbero contribuire allo scopo globale dell'organizzazione. Queste attività farebbero parte e sosterrebbero la strategia o il piano d'azione della vostra ONG per i prossimi anni. Sovvenzione massima: 50.000 euro.
C. Sovvenzione strutturale per 2 anni consecutivi - La Fondazione Europea per la Gioventù può, ogni 2 anni, concedere alle organizzazioni o alle reti internazionali non governative giovanili un contributo per coprire parte dei costi amministrativi generali legati alla gestione delle loro attività a livello europeo. Sovvenzione annuale massima: 25.000 euro all'anno per 2 anni (cioè un massimo di 50.000 euro per 2 anni).
D. Sovvenzione strutturale una tantum (non rinnovabile) - La Fondazione può anche contribuire ai costi amministrativi delle reti regionali per aiutarle a creare una struttura europea. Sovvenzione una tantum massima: 15.000 euro.

Chi può candidarsi
Organizzazioni giovanili internazionali non governative, reti internazionali di ONG giovanili, reti regionali di ONG giovanili, organizzazioni giovanili nazionali non governative, degli Stati membri del Consiglio d'Europa.

Date limite per le attività pilota
Non ci sono scadenze fisse per l'invio di una domanda, tuttavia un sistema di date limite è stato deciso dal Comitato di programmazione per la gioventù nel dicembre 2016 per consentire un tempo sufficiente per la valutazione, la comunicazione bidirezionale e il processo decisionale.
Tenendo presente questo, la domanda deve sempre essere presentata almeno 3 mesi prima della data di inizio del progetto.
La prossima data limite per la presentazione delle domande per le attività pilota per il 2023 verrà annunciato alla fine del 2022 (mezzanotte, ora di Strasburgo). 
La prossima scadenza per le attività internazionali una tantum e i piani di lavoro annuali è il 1° ottobre 2022, per le attività che si svolgeranno nel 2023.
La prossima scadenza per una sovvenzione strutturale di 2 anni è il 1° ottobre 2023, per gli anni 2024-2025.
 
L'AEYF non tratterà alcuna nuova registrazione di ONG due settimane prima delle scadenze di aprile e ottobre.

Europos jaunimo fondą (EJF) įkūrė Europos Taryba teikti finansinę paramą Europos jaunimo veiklai. Jis siekia skatinti Europos jaunimo bendradarbiavimą teikiant jaunimo veiklai finansinę paramą. Kalbama apie veiklą, propaguojančią taiką, supratimą ir bendradarbiavimą pagarbos žmogaus teisėms, demokratijos, tolerancijos ir solidarumo dvasia.

EJF teikia finansinę parama tokiai veiklai, vykdomai NV O ar tinklų arba kitų dalyvaujančių NVO jaunimo reikalų srityje, atitinkančiai Europos Tarybos jaunimo politiką ir darbą:

• europinio pobūdžio švietimo, socialinė, kultūrinė ir humanitarinė veikla
  
  
• veikla, siekianti stiprinti taiką ir bendradarbiavimą Europoj
  
  
• veikla, skirta skatinti glaudesnį bendradarbiavimą ir supratimą tarp jaunų žmonių Europoje ypač plėtojant informacinius mainus
  
  
• veikla, skirta savitarpio pagalbai Europoje ir besivystančiose šalyse kultūriniams, švietimo ir socialiniams tikslams
  
  
• studijos, tyrimai ir dokumentų apie jaunimo reikalus kaupimas.

EJF gali paremti tokius darbus:
A. Tarptautinius jaunimo lyderių susitikimus, įskaitant seminarus, konferencijas, praktikumus, stovyklas ir festivalius. EJF padengs iki dviejų trečdalių visų išlaidų.
B. Jaunimo veikla6 nesusijusi su susitikimais, pavyzdžiui, studijos, tiriamojo darbo projektai ir kūrimo informacijos bei dokumentų jaunimo klausimais, pavyzdžiui, specializuotos publikacijos, informacinės kampanijos, tinklalapiai ir CD. EJF prisidės, finansuodamas 75 proc. visų išlaidų.
C. Tarptautinių nevyriausybinių jaunimo organizacijų ir tinklų administravimas.
D. Pilotiniai projektai – jaunimo susitikimai arba veikla, ypač prisidedanti prie Europos Tarybos prioritetinių tikslų.

Paraiškas gali teikti atstovaujantys tarptautines nevyriausybines jaunimo organizacijas, turinčias savo padalinius ne mažiau kaip keturiose Europos Tarybai priklausančiose šalyse arba atstovaujantys nacionalines jaunimo organizacijas, bendradarbiaujančias su mažiausiai trimis kitomis nacionalinėmis organizacijomis iš skirtingų valstybių narių. Bet kuriame projekte, kurį parems Fondas ne daugiau kaip trečdalis dalyvių gali būti vienos valstybės piliečiai ir ne daugiau kaip ketvirtadalis jų gali būti vyresnis nei 30 metų. Bendra taisyklė -  visi priimtini projektai turi būti vykdomi vienoje (arba daugiau) Europos Tarybai priklausančioje šalyje. Dalyviai ir organizatoriai privalo patys žymiu mastu finansuoti savo veiklą.

Paraiškų pateikimo terminai:

Le Conseil de l'Europe a créé le Fonds européen pour la jeunesse (FEJ) afin de soutenir financièrement les activités internationales de jeunesse. Ce fonds a pour objectif d'encourager la coopération entre les jeunes d'Europe grâce à un soutien financier pour les activités de jeunesse. Il couvre les activités pour la promotion de la paix, la compréhension et la coopération dans un esprit de respect des droits de l'homme, de démocratie, de tolérance et de solidarité.

Le FEJ apporte un soutien financier aux activités mises en œuvre par des réseaux ou des ONG de jeunesse ou bien par des ONG actives dans des domaines de l'animation jeunesse correspondant aux politiques et actions du Conseil de l'Europe pour la jeunesse :

Activités éducatives, sociales, culturelles et humanitaires ayant un caractère européen.

Activités visant à renforcer la paix et la coopération en Europe.

Activités conçues pour promouvoir une coopération rapprochée et une meilleure compréhension entre les jeunes d'Europe, notamment par le développement des échanges d'information.

Activités visant à stimuler une solidarité mutuelle en Europe et dans les pays en développement dans les domaines de la culture, de l'éducation et du social.

Etudes, recherche et documentation sur les questions de jeunesse.

Activités pouvant faire l'objet d'un soutien :

A. Rencontres internationales de jeunesse pour animateurs jeunesse (Catégorie A) : y compris les séminaires, les conférences, les ateliers, les chantiers et les festivals. Le FEJ peut couvrir jusqu'à deux-tiers des coûts totaux.

B. Autres activités de jeunesse (Catégorie B) : en plus des rencontres, le FEJ peut soutenir financièrement les projets d'étude et de recherche et la production d'informations et de documentation sur des questions de jeunesse. Exemples :

- Publications spécialisées (comme les manuels de formation)

- Lettres d'information ou magazines réalisés par des réseaux ou des organisations internationales de jeunesse

- Campagnes d'information

- Expositions et production d'outils audiovisuels, etc.

- Elaboration de sites Internet ou production de CD-Roms

- Production d'affiches, de badges et d'autocollants

- Projets de recherche sur des thèmes liés à la jeunesse 

Dans cette mêm catégorie, le FEJ peut aussi financer des visites d'étude permettant à des réseaux et à des organisations de jeunesse de créer des contacts en Europe pour développer la coopération et les partenariats.

C. Administration de réseaux et d'organisations de jeunesse non gouvernementales et internationales (Catégorie C) : Le Fonds européen pour la jeunesse peut, sur une base annuelle, apporter un soutien financier aux réseaux ou organisations internationales de jeunesse afin de couvrir une partie de leurs coûts administratifs généraux pour la mise en œuvre de leurs activités de niveau européen.

Le Fonds peut aussi contribuer aux coûts administratifs des réseaux ou organisations internationales de jeunesse pendant une durée maximale de trois ans, dans l'optique de les aider à créer une structure européenne (Catégorie C bis).

D.Projets pilotes (Catégorie D) : Activités ou rencontres de jeunes contribuant aux objectifs prioritaires du Conseil de l'Europe. 

La catégorie D-EDH est un projet pilote essentiellement axé sur l'éducation aux droits de l'homme, dans le cadre du programme du Conseil de l'Europe sur l'éducation des jeunes aux droits de l'homme.

Les candidats doivent représenter un réseau ou une organisation internationale de jeunesse, une organisation de jeunesse non gouvernementale nationale ou locale, ou bien une structure non gouvernementale active dans l'animation jeunesse, établis dans un Etat membre du Conseil de l'Europe. Echéances 

Catégorie C : 1er février de l'année en cours.

Catégories A et B : 1er avril pour les activités mises en œuvre entre le 1er janvier et le 30 juin de l'année suivante ; 1er octobre pour les activités mises en œuvre entre le 1er avril et le 31 décembre de l'année suivante.

Catégorie D : pas d'échéance pour les projets pilotes ou les premières candidatures auprès du FEJ. Les candidatures sont examinées tout au long de l'année. Toutefois, en vertu de la décision du Comité des programmes pour la jeunesse (organe de décision), toutes les premières candidatures, y compris pour les projets pilotes, doivent être envoyées au moins trois mois avant le début de l'activité, afin de permettre une évaluation correcte.

Activiteiten

Het EYF biedt financiële ondersteuning aan non-profit (jeugd)organisatie en netwerken voor de volgende 4 typen activiteiten:

Criteria

A Fundação Europeia da Juventude (FEJ) é um fundo criado pelo Conselho da Europa para apoiar financeiramente as atividades dos jovens europeus. O seu objetivo é incentivar a cooperação entre os jovens na Europa, prestando apoio financeiro a atividades juvenis. Destina-se a promover ações para a paz, a compreensão e a cooperação num espírito de respeito pelos direitos humanos, pela democracia, pela tolerância e pela solidariedade.

O FEJ apoia financeiramente os seguintes tipos de atividades levadas a cabo por ONG ou redes de jovens, ou por outras ONG envolvidas nas áreas do trabalho com jovens relevantes para as políticas e o trabalho do Conselho da Europa no domínio da juventude

• atividades educativas, sociais, culturais e humanitárias de carácter europeu
• atividades destinadas a reforçar a paz e a cooperação na Europa
• atividades destinadas a promover uma cooperação mais estreita e uma melhor compreensão entre os jovens na Europa, nomeadamente através do desenvolvimento do intercâmbio de informações
• atividades destinadas a estimular a ajuda mútua na Europa e nos países em desenvolvimento para fins culturais, educativos e sociais
• estudos, investigação e documentação em matéria de juventude.

Para obter o apoio do FEJ, é essencial que os projetos se enquadrem nos valores e no trabalho do Conselho da Europa e nas Prioridades do Setor da Juventude para 2022/2025.

• Revitalizar a democracia pluralista
• Acesso dos jovens aos direitos
• Viver juntos em sociedades pacíficas e inclusivas
• Trabalho no domínio da juventude
• Cooperação intergovernamental em matéria de política de juventude.

O FEJ pode apoiar as seguintes operações:

A. Atividade internacional - incluindo reuniões de jovens ou de líderes juvenis na Europa, a fim de promover a participação e a aprendizagem intercultural. Os participantes devem representar pelo menos 7 Estados membros do Conselho da Europa. Deve ser gerida por uma equipa internacional (4 nacionalidades representadas na equipa do projeto). O FEJ cobrirá dois terços do custo total. Subvenção máxima: 20.000 euros.

B. Plano de trabalho anual - incluindo uma série de atividades durante um período de um ano, interligadas e que contribuam para o mesmo objetivo mais amplo. Cada atividade/elemento deve contribuir para o objetivo do plano de trabalho e as realizações do plano de trabalho no seu conjunto devem contribuir para o objetivo global da organização. Estas atividades devem fazer parte e apoiar a estratégia ou o plano de ação da sua ONG para os próximos anos. Subvenção máxima: 50.000 euros.

C. Subvenção estrutural por 2 anos consecutivos - A Fundação Europeia da Juventude pode, de 2 em 2 anos, conceder a organizações ou redes internacionais não governamentais de juventude uma contribuição para cobrir parte dos custos administrativos gerais inerentes ao funcionamento das suas atividades a nível europeu. Subvenção anual máxima: 25.000 euros por ano durante 2 anos (ou seja, um máximo de 50.000 euros durante 2 anos).

D. Subvenção estrutural única (não renovável) - A Fundação pode igualmente contribuir para os custos administrativos das redes regionais, a fim de as ajudar a estabelecer uma estrutura europeia. Subvenção única máxima: 15.000 euros.

Quem pode candidatar-se

Organizações internacionais não governamentais de juventude, redes internacionais de ONG de juventude, redes regionais de ONG de juventude, organizações nacionais não governamentais de juventude dos países membros do Conselho da Europa.

Prazos:

1 de abril (meia-noite CET) para:

• - Atividades internacionais realizadas entre 1 de janeiro e 30 de junho (1º semestre do ano seguinte)
• - Plano de trabalho anual para o ano seguinte 

1 de outubro (meia-noite CET) para:

• - Atividades internacionais que decorram entre 1 de abril e 31 de dezembro (2º semestre do ano seguinte)
• - Plano de trabalho anual para o ano seguinte 
• - Subvenções estruturais pontuais para o ano seguinte (rede regional)

1 de outubro de 2023 (meia-noite CET) para:

• - Subvenção estrutural de 2 anos para 2024-2025 (ONG/redes internacionais)

Datas-limite para as ações-piloto

Não existem prazos fixos para o envio de uma candidatura, no entanto, o Comité de Programação para a Juventude decidiu, em dezembro de 2016, estabelecer um sistema de datas-limite para permitir tempo suficiente para a avaliação, a comunicação bidirecional e a tomada de decisões.

Tendo isso em mente, a candidatura deve ser sempre apresentada pelo menos 3 meses antes da data de início do projeto.

A próxima data-limite para a apresentação de candidaturas a ações-piloto: 1 de fevereiro de 2023, 1 de junho de 2023 e 1 de setembro de 2023.

O próximo prazo para atividades internacionais pontuais e planos de trabalho anuais é 1 de outubro de 2023, para atividades a realizar em 2024-2025.

O FEJ não processará qualquer novo registo de ONG duas semanas antes das datas-limite de abril e outubro.

Fundaţia Europeană pentru Tineret (EYF) este o instituţie a Consiliul Europei care oferă sprijin financiar pentru activităţi europene de tineret. EYF încurajează cooperarea între tinerii din Europa prin acordarea unui sprijin financiar pentru activităţile de tineret care servesc la promovarea păcii, înţelegerii şi cooperării în spiritul respectului pentru drepturile omului, democraţiei, toleranţei şi solidarităţii. 

EYF oferă sprijin financiar următoarelor tipuri de activităţi întreprinse de ONG-uri sau reţele de tineret sau de alte ONG-uri implicate în domenii relevante pentru politica şi activitatea de tineret a Consiliului Europei: 

• activităţi educative, sociale, culturale şi umanitare cu caracter european; 
• activităţi care urmăresc consolidarea păcii şi cooperării în Europa; 
• activităţi menite să promoveze o strânsă cooperare şi o mai buna înţelegere între tinerii din Europa, în special prin dezvoltarea schimbului de informaţii; 
• activităţi menite să stimuleze ajutorul reciproc în Europa şi în ţările dezvoltate în scopuri culturale, educative şi sociale; 
• studii, cercetare şi documentare pe probleme de tineret. 

Pentru a obține sprijinul EYF, este esențial ca proiectele să fie în concordanță cu valorile și activitatea Consiliului Europei și cu Prioritățile sectorului de tineret pentru perioada 2024/2025.

1. Revitalizarea democrației pluraliste

2. Accesul tinerilor la drepturi

3. Conviețuirea în societăți pașnice și incluzive

4. Munca în domeniul tineretului.

5. Cooperare interguvernamentală pentru politici de tineret.

EYF poate finanța următoarele operațiuni:

A. Activităţi internaţionale - inclusiv întâlniri ale tinerilor sau liderilor de tineret din Europa pentru promovarea participării şi învăţării interculturale. Participanții trebuie să reprezinte cel puțin 7 state membre ale Consiliului Europei. Activitatea trebuie să fie condusă de o echipă internațională (4 naționalități reprezentate în echipa de proiect). EYF va finanţa până la două treimi din costul total. Grant maxim: 20.000 de euro. 

B. Plan anual de lucru - include o serie de activități pe o perioadă de un an, interconectate și care contribuie la același obiectiv mai larg. Fiecare activitate/element trebui să contribuie la obiectivul planului de lucru, iar realizările planului de lucru în ansamblu trebui să contribuie la obiectivele generale ale organizației. Aceste activități ar face parte și ar susține strategia sau planul de acțiune al ONG-ului pentru anii următori. Grant maxim: 50.000 de euro.

C. Grant structural pentru 2 ani consecutivi- Fundaţia Europeană pentru Tineret poate să acorde, o data la 2 ani, organizaţiilor sau reţelelor internaţionale neguvernamentale de tineret o contribuţie financiară care să acopere o parte din costurile generale administrative implicate în derularea activităţilor acestora la nivel european. Grant anual maxim: 25.000 de euro pe an pentru 2 ani (maximum 50.000 de euro pentru 2 ani).

D. Grant structural "one-off" (care nu poate fi reînnoit) - Fundatia poate, de asemenea, să contribuie la costurile administrative ale reţelelor regionale, pentru a le ajuta să înfiinţeze o structură europeană. Grant "one-off" maxim: 15.000 de euro.

Cine poate candida

Organizații internaționale neguvernamentale de tineret, reţele internaţionale neguvernamentale de tineret, rețele regionale ale ONG-urilor de tineret, organizații naționale neguvernamentale de tineret din statele membre ale Consiliului Europei.

Termene limită pentru activitățile pilot

Nu există termene limită fixe pentru trimiterea unei candidaturi, dar un sistem de termene limită a fost decis de Comitetul de programare pentru tineret în decembrie 2016, pentru a acorda suficient timp pentru evaluare, comunicare bidirecțională și luarea deciziilor.

Ținând cont de acestea, solicitarea trebuie întotdeauna depusă cu cel puțin 3 luni înainte de data începerii proiectului.

Următoarea dată limită pentru depunerea candidaturilor pentru activitățile pilot pentru 2023 va fi anunțată până la sfârșitul anului 2022.

Următorul termen limită pentru depunerea cererilor de finanțare pentru activitățile pilot: 1 februarie 2023, 1 iunie 2023, 1 septembrie 2023.

Următorul termen limită pentru activitățile internaționale punctuale și planurile de lucru anuale este 1 octombrie 2023, pentru activitățile care se desfășoară în 2024-2025.

EYF nu va lua în considerare nicio nouă înregistrare a unui ONG sosită cu 2 săptămâni înainte de termenele limită din aprilie și octombrie.

Evropska mladinska fundacija (EYF) je bila ustanovljena s strani Sveta Evrope ter omogoča finančno podporo evropskim mladinskim aktivnostim, ki spodbujajo mir, razumevanje in sodelovanje v duhu spoštovanja človekovih pravic, demokracije, strpnosti in solidarnosti. Namen fundacije je preko zagotovljene finančne podpore mladinskih aktivnostih vzpodbujanje sodelovanje med mladimi v Evropi. 

EYF omogoča finančno podporo naslednjim tipom projektov vodenih s strani mladinskih nevladnih organizacij ali mrež, drugih nevladnih organizacij, ki delajo na področju mladinskega dela povezanega z mladinsko politiko in delom Sveta Evrope:

•  izobraževalne, socialne, kulturne in humanitarne aktivnosti evropskega karakterja;
• aktivnosti namenjene spodbujanja mira in sodelovanja v Evropi;
• aktivnosti za boljše razumevanje in sodelovanje med mladimi v Evropi, predvsem z izmenjavo informacij;
• aktivnosti, namenjene povečanju medsebojne pomoči v Evropi in državah v razvoju za kulturne, izobraževalne in socialne namene;
• študije, raziskave in dokumentacija na temo mladine.

 Evropska mladinska fundacija lahko finančno prispeva k naslednjim projektom

A.       Mednarodna mladinska srečanja za mladinske voditelje (seminarji, konference, delavnice, tabori, festivali). Evropska mladinska fundacija bo pokrila do dve tretjini vseh stroškov.

B.       Druge mladinske aktivnosti, ki niso srečanja - študije, raziskovalni projekti, izdelava informacij in dokumentacije na področju mladine. Na primer:

• specializirane publikacije (kot so priročniki za usposabljanje)
• novice ali revije, ki jih izdela mednarodna mladinska organizacija ali mreža
• informacijske kampanje
• razstave in produkcija avdio vizualnih materialov
• razvoj spletnih strani in produkcija CD-ROMov
• izdelava plakatov, značk in nalepk
• raziskovalni projekti o temah, povezanih z mladino

V isti kategoriji lahko Evropska mladinska fundacija financira študijske obiske, ki omogočajo mladinskim organizacijam in mrežam vzpostaviti nove kontakte v Evropi in tako razširiti partnerstva in razviti sodelovanje.

 C.      Administracija in mednarodne nevladne mladinske organizacije in mreže – Evropska mladinska fundacija lahko vsako leto financira mednarodne nevladne mladinske organizacije ali mreže in s tem krije del administrativnih stroškov, ki jih prinaša izvedba aktivnosti na evropski ravni.

 Fundacija lahko tudi prispeva k administrativnim stroškom mednarodnih nevladnih mladinskih organizacij in mrež (največ tri leta) in jim tako pomaga vzpostaviti evropsko strukturo.

D.      Pilotski projekti – mladinska srečanja in aktivnosti, ki prispevajo k prednostnim ciljem Sveta Evrope. Prednostni cilj v letu 2011 so projekti, povezani s človekovimi pravicami, kot del pograma Sveta Evrope.

 Prijavitelji morajo biti predstavniki mednarodne nevladne mladinske organizacije, ki ima podružnice v vsaj štirih državah članicah Sveta Evrope, ali nacionalne mladinske organizacije, ki sodeluje z vsaj tremi drugimi nacionalnimi organizacijami iz ostalih držav članicah. Največ ena tretjina udeležencev v katerem koli projektu podprt s strani fundacije je lahko enake nacionalnosti ter ena četrtina vseh udeležencev je lahko starejših od 30 let. Kot splošno pravilo velja, da vsak ustrezen projekt poteka v eni (ali več) državi članici Sveta Evrope. Udeleženci in organizatorji morajo tudi sami prispevati znatno finančno podporo v aktivnosti.

 Prijavni roki:

Za kategorijo C je rok za prijavo 1. februar tekočega leta.

Za kategoriji A in B je za aktivnosti, ki se dogajajo med 1. januarjem in 30. junijem prihodnje leto, rok za prijavo 1. april tekočega leta, za aktivnosti, ki se dogajajo med 1. aprilom in 31. decembrom prihodnje leto, pa je rok 1. oktober tekočega leta.

Za kategorijo D ni fiksnih rokov za prijavo, projekte se lahko odda kadarkoli. Glede na odločitev programskega komiteja za mladino (odločevalsko telo), naj bi se vse prijavnice, vključno s prijavnicami za pilotske projekte, oddale vsaj tri mesece pred začetkom aktivnosti, tako je omogočena primerna ocena projektov.

La Fundación para la Juventud Europea (FJE) es un fondo establecido por el Consejo de Europa con objeto de proporcionar apoyo financiero a las actividades juveniles europeas. Pretende fomentar la cooperación entre los jóvenes de Europa ofreciendo ayuda financiera a las actividades juveniles. Está relacionado con actividades que sirven para promover la paz, el entendimiento y la cooperación en un espíritu de respeto de los derechos humanos, democracia, tolerancia y solidaridad.

El FEJ proporciona apoyo financiero a los siguientes tipos de actividad emprendidos por las ONGs y redes juveniles, o por otras ONGs involucradas en los ámbitos del trabajo de juventud que son de importancia para la tarea y las políticas de juventud del Consejo de Europa:

·  las actividades educativas, sociales, culturales y humanitarias de carácter europeo

·  las actividades que aspiran a reforzar la paz y la cooperación en Europa

·  las actividades diseñadas para promover una más estrecha cooperación, y un mejor entendimiento, entre los jóvenes de Europa, especialmente mediante el desarrollo del intercambio de información

·  las actividades que pretenden estimular la ayuda mutua en Europa y en los países en vías de desarrollo, con fines culturales, educativos y sociales

·  los estudios, la investigación y la documentación sobre temas de juventud.

El FEJ puede apoyar las operaciones siguientes:
A. Actividades incluyendo reuniones de jóvenes o líderes juveniles en Europa con el fin de promover la participación y el aprendizaje intercultural. El FEJ cubrirá hasta dos tercios del coste total. Hasta un máximo de 20.000 euros.

B. Plan de trabajo annual-incluyendo una serie de actividads para los siguientes años, actividades internacionales, actividades piloto y también una publicación (incluyendo el desarrollo de una web). Estas actividades formarían parte de la estrategia de tu ONG o de un plan de acción para años venideros. Subencción máxima 50.000 euros.

C. Subvenciones estructurales - La Fundación de la Juventud Europea podrá, sobre una base anual, subvencionar las organizaciones internacionales no gubernamentales de jóvenes o de redes con una contribución para cubrir parte de los gastos administrativos generales implicados en el funcionamiento de sus actividades a nivel europeo. Subención máxima anual 25.000 euros.

D. Subvención extraordinaria. La Fundación también puede contribuir a los gastos administrativos de las redes regionales, con el fin de ayudarles a establecer una estructura europea. Subvención máxima:10.000 euros.

E. Las actividades piloto - es una intervención dirigida a una oportunidad específica vinculada al contexto local en el que tiene lugar. Subvención máxima: 10.000 euros.

Los solicitantes deben representar, ya sea una organización internacional no gubernamental de jóvenes o una red, nacional o local, o a estructuras no gubernamentales involucrados en el trabajo con jóvenes, de los Estados Miembros del Consejo de Europa. European Youth Foundation (EYF)  är en fond som inrättats av Europarådet för att ge ekonomiskt stöd till europeiska ungdomsverksamhet. Den syftar till att uppmuntra samarbete mellan ungdomar i Europa genom att ge ekonomiskt stöd till ungdomsverksamhet. Det rör verksamheter, som tjänar främjande av fred, förståelse och samarbete i en anda av respekt för mänskliga rättigheter, demokrati, tolerans och solidaritet.

Forumet ger ekonomiskt stöd till följande typer av verksamhet som genomförs av icke-statliga ungdomsorganisationer eller nätverk, eller andra icke-statliga organisationer inom områdena ungdomsarbete betydelse för Europarådets ungdomspolitik och arbete:
• pedagogiska, sociala, kulturella och humanitära insatser av en europeisk karaktär
• verksamhet som syftar till att stärka fred och samarbete i Europa
• verksamhet för att främja ett närmare samarbete och bättre förståelse mellan ungdomar i Europa, särskilt genom att utveckla utbytet av information
• verksamhet som syftar till att stimulera ömsesidigt stöd i Europa och i utvecklingsländerna för kulturella, utbildningsmässiga och sociala syften
• studier, forskning och dokumentation om ungdomsfrågor.

Forumet kan stödja följande åtgärder:
A. Internationella ungdomsmöten för ungdomsledare (kategori A) - bland annat seminarier, konferenser, workshops, läger och festivaler. EYF kommer att täcka upp två tredjedelar av den totala kostnaden.

B. ungdomsverksamhet än möten (kategori B) - bortsett från möten, vilka typer av ungdomsverksamhet som berättigar till Ungdomsforumet ekonomiskt stöd är studier, forskning och produktion av information och dokumentation om ungdomsfrågor. Exempel:
- Specialiserade publikationer (t.ex. utbildningsmanualer);
- Nyhetsbrev eller tidskrifter produceras av internationella ungdomsorganisationer eller nätverk;
- Informationskampanjer;
- Utställningar och produktion av audiovisuellt material etc.
- Utveckling av webbplatser eller produktion av cd-skivor,
- Produktion av affischer, märken och stickers;
- Forskningsprojekt om ungdomsfrågor.
I samma kategori kan Ungdomsforumet också bevilja studiebesök så ungdomsorganisationer och nätverk för att skapa nya kontakter i Europa och därmed utöka partnerskap och utveckla samarbetet.

C. Administration av internationella icke-statliga ungdomsorganisationer och nätverk (kategori C) - European Youth Foundation får på årsbasis bevilja internationella icke-statliga ungdomsorganisationer eller nätverk ett bidrag för att täcka en del av de allmänna administrativa kostnader involverade i att driva sin verksamhet på europeisk nivå.
EYF kan också bidra till att de administrativa kostnaderna för internationella icke-statliga ungdomsorganisationer och nätverk under en period på högst tre år, för att hjälpa dem att inrätta en europeisk struktur (kategori C bis).

D. Pilotprojekt (kategori D) - möten ungdom eller verksamhet som bidrar särskilt till prioriterade mål för Europarådet. Se prioriteringarna för 2010 här.
A Kategori D-HRE är ett pilotprojekt med särskild inriktning på utbildning om mänskliga rättigheter, som en del av det europeiska ungdomsprogrammet för utbildning om mänskliga rättigheter.

De sökande måste representera antingen internationella icke-statlig ungdomsorganisationer organisationer eller ett nätverk, en nationell eller lokal icke-statlig ungdomsorganisation eller nätverk, eller icke-statliga strukturer som deltar i ungdomsarbete, från Europarådets medlemsländer. Deadlines:
• För kategori C skall senast den 1 februari innevarande år
• För kategorierna A och B, tidsfristerna 1 april för aktiviteter i kategori A och B i Forumet äger rum mellan 1 januari och den 30 juni påföljande år, och den 1 oktober för aktiviteter i kategori A och B i Forumet äger rum mellan den 1 april och den 31 december följande år
• För kategori D, finns det inga fasta tidsfrister för ansökningar pilotprojekt eller första (ad hoc) ansökningar till Forumet, som kan lämnas in när som helst. Enligt beslut av programkommittén för ungdomsfrågor (beslutande organ), bör alla särskilda program, inklusive pilotprojekt skall inlämnas minst tre månader före början av verksamheten i syfte att möjliggöra en korrekt bedömning.

Європейський Молодіжний Фонд (EYF) це структура створена Радою Європи для надання фінансової підтримки для Європейських молодіжних заходів. Маючи на меті заохочення співпраці між молодими людьми в Європі надаючи фінансову підтримку молодіжним заходам. Це включає заходи, які покликанні на промоцію миру, порозуміння та співпраці в дусі поваги до прав людини, демократії, толерантності та солідарності.  

EYF забезпечує фінансову підтримку для наступних типів заходів які впроваджуються молодіжними організаціями або спілками, чи через інші організації залучені в сфері молодіжної роботи відповідно для політик Ради Європи стосовно молодіжної політики та роботи:
- освітні, соціальні, культурні та гуманітарні заходи Європейської хартії 
- заходи із метою посилення миру та співпраці в Європі
- заходи направлені для промоції зближеню співпраці та кращого порозуміння між молодю в Європі, а саме через створення обмінів інформацією
- активності призначені стимулювати спільну підтримку в Європі та в розвитку країн у культурних, освітніх та соціальних цілей 
- дослідження, роботи та документацію з молодіжних питань.

Відповідно завданням EYF's підтримує, ці ключові проєкти у відповідності до Європейських цінностей та роботи, Пріоритетів Молодіжного Сектору на 2022/2023.

3. Спільне проживання в мирному та інклюзивному суспільстві
4. Молодіжна робота

EYF може підтримати наступні активності:
A. Міжнародні заходи - включаючи зустрічі для молодих людей та молодіжних лідерів в Європі з метою промотувати участь та міжкультурне навчання. Учасники мають представляти як мінімум 7 країн членів Ради Європи. Проєктна команда має складатись міжнародною командою (4 національності мають бути представлені в проєкті). EYF покриває дві третини від загального бюджету. Максимальний грант: € 20,000.

B. Поточний план роботи - включає серію заходів протягом одного року, пов'язаних між собою для досягнення єдиної мети. Кожний захід/елемент має відповідати цілі робочого плану та доповнювати робочий план вцілому для досягнення глобальної цілі організації. Ці заходи будуть частиною підтримки вашої організаційної статегії або плану дій на наступні роки. Максимальний грант: € 50,000.

C. Структурні гранти терміном на 2 роки поспіль - Європейський Молодіжний Фонд може, кожні два роки підтримувати міжнародні молодіжні організації або мережі для покриття видаткі на загальні адміністративні видатки для впровадження загальноєвропейських заходів. Максимальна сума гранту: € 25,000 на рік на період 2 роки (загалом максимум €50,000 на два роки).

D. Одноразова фінансова підтримка (без продовження) - Фонд також може підтримати адміністративні видатки регіонального співробітництва за метою підтримки побудови Європейської структури. Максимальний одноразовий грант: € 15,000.

Міжнародні неурядові молодіжні організації, міжнародні мережі молодіжних організацій, регіональні мережі молодіжних оранізацій, національеі неурядові молодіжні організації, з 47 країн членів Ради Європи.

Граничні дати для пілотних активностей 
Відсутні чітки дати для подачі заявок, однак система граничних дат була визначена Програмним Комітетом по Молоді в грудні 2016 року для забезпечення достатньої кількості часу для оцінки, двостороннього спілкування та прийняття рішень.
Беручи до уваги, проєктні заявки мають бути подані як мінімум за три місяці до початку проєкту. 

Наступні граничні дати для пілотних активностей заявки 1го Вересня 2021 (опівночі за Стазбурзьким часом). 
Наступні дедлайни для одноразових міжнародних заходів та поточних робочих планів  є 1 Квітня 2021, для заходів які пройдуть у 2022 році.
Наступний дедлайн для дворічних структурних грантів є 1 Жовтня 2021, на 2022-2023 рік.

EYF не буде співпрацювати з будь-якою новою організацією що зареєструвалась за 2 тижні перед дедлайном в Квітні та Жовтні.

The European Youth Foundation (EYF) is a fund established by the Council of Europe to provide financial support for European youth activities. It aims to encourage co-operation amongst young people in Europe by providing financial support to youth activities. It concerns activities, which serve the promotion of peace, understanding and co-operation in a spirit of respect for human rights, democracy, tolerance and solidarity.

The EYF provides financial support to the following types of activity undertaken by youth NGOs or networks, or by other NGOs involved in the areas of youth work relevant to the Council of Europe's youth policies and work:

• educational, social, cultural and humanitarian activities of a European character
• activities aiming at strengthening peace and co-operation in Europe
• activities designed to promote closer co-operation and better understanding among young people in Europe, particularly by developing the exchange of information
• activities intended to stimulate mutual aid in Europe and in the developing countries for cultural, educational and social purposes
• studies, research and documentation on youth matters.

In order to obtain the EYF's support, it is essential that projects fall within the Council of Europe's values and work, as well as the priorities for youth sector:

1. Access to rights;
2. Youth participation and youth work;
3. Inclusive and peaceful societies.

Eligible operations

A. International activity - including meetings of young people or youth leaders in Europe in order to promote participation and intercultural learning. The EYF will cover up two-thirds of the total cost. Maximum grant: € 20,000.

B. Annual work plan - including a series of activities for the following year(s), international activities, pilot activities and also publication (including web development). These activities would be part of and support your NGO's strategy or action plan for the coming years. Maximum grant: € 50,000.

C. Structural grant - The European Youth Foundation may, every 2 years, grant international non-governmental youth organisations or networks a contribution to cover part of the general administrative costs involved in running their activities at European level. Maximum annual grant: € 25,000 per year for 2 years (i.e. a maximum of €50,000 for 2 years).

D. One-off structural grant (non-renewable) - The Foundation may also contribute to the administrative costs of regional networks, in order to help them to establish a European structure. Maximum one-off grant: € 10,000.

E. Pilot activity - is an intervention addressing a specific societal challenge linked to the local context in which it takes place. Maximum grant: € 10,000.

Applicants must represent either an international non-governmental youth organisation or network, a national or local non-governmental youth organisation or network, or non-governmental structures involved in youth work, from the Council of Europe member states. Call for activities to be held in co-operation with the European Youth Centres in Strasbourg and Budapest - 1st semester 2021

Apart from the EYF but still in the Youth Department of the Council of Europe, there are also deadlines for applications for Study sessions, double study sessions, special projects in cooperation with European Youth Centres. The study sessions are organised in co-operation with youth organisations and networks and the Council of Europe’s Youth Department, and are hosted by one of the European Youth Centres, Strasbourg and Budapest. They are international youth events lasting between 4 and 8 days which bring together members of youth organisations or networks and experts for discussions on a specific subject relevant to the priorities 2020-2021 of the Council of Europe youth sector.

2020 is an experimental year with the deadlines of 15 April and 15 October for activities taking place in the first and second halves of 2021 (respectively).

The Youth Department of the Council of Europe invites non-governmental youth organisations, networks, and other non-governmental structures involved in areas of youth work relevant to the Council of Europe's youth policy to submit applications for activities to be held in co-operation with the European Youth Centres in Strasbourg and Budapest.

Applicants should be involved in areas of youth work relevant to the Council of Europe’s youth policy and interested in contributing to the work priorities 2024-2027 and principles of the Council of Europe’s youth field.

Eligible activities

International youth events/seminars/study sessions lasting between 4 and 8 days, which bring together members of youth organisations or networks and experts for discussions on a specific subject relevant to the priorities and programmes of the Council of Europe Youth sector. 

Activities should fall within the following priorities:

• Revitalising pluralistic democracy

• Youth work
• Developing and strengthening youth policy based on Council of Europe standards.

Le Service Jeunesse du Conseil de l'Europe invite les organisations non gouvernementales de jeunesse, les réseaux et autres structures non gouvernementales impliqués dans des domaines du travail de jeunesse pertinents pour la politique de jeunesse du Conseil de l'Europe à soumettre des candidatures pour des activités qui se dérouleront en coopération avec les Centres européens de la jeunesse de Strasbourg et de Budapest.

Les sessions d'étude sont organisées en coopération avec des organisations et réseaux de jeunesse et le Service de la jeunesse du Conseil de l'Europe et sont accueillies par l'un des Centres européens de la jeunesse.

Activités éligibles

Departamentul de Tineret al Consiliului Europei invită organizațiile neguvernamentale de tineret, rețelele și alte structuri neguvernamentale implicate în domenii de activitate pentru tineret relevante pentru politica de tineret a Consiliului Europei să depună candidaturi pentru activități care să se desfășoare în cooperare cu Centrele Europene de Tineret de la Strasbourg și Budapesta.

Sesiunile de studiu sunt organizate în cooperare cu organizațiile și rețelele de tineret și cu Departamentul pentru tineret al Consiliului Europei și sunt găzduite de unul dintre Centrele Europene de Tineret.

• Organizații neguvernamentale de tineret europene/ internaționale cu parteneri sau filiale în cel puțin 8 țări europene;

Candidații ar trebui să fie implicați în domenii de activitate pentru tineret relevante pentru politica de tineret a Consiliului Europei și să fie interesați să contribuie la prioritățile de lucru 2022-2025 și la principiile din domeniul tineretului ale Consiliului Europei.

Activități eligibile

Youth organisations receive support from the Erasmus+ Programme to carry out projects for the professional development of youth workers and of quality youth work at local, regional, national, European and international level, through non-formal and informal learning experiences in mobility activities. 

These mobility projects, lasting from 3 to 24 months, aim at contributing to high quality individual practice and to the evolution of youth work organisations and systems.

Who can apply

Any eligible participating organisation established in an EU Member State or third country associated to the Programme.

Eligible participating organisations

• A non-profit organisation, association, NGO; European Youth NGO; a public body at local, regional, national level; a social enterprise; a profit-making body active in Corporate Social Responsibility
• A group of young people active in youth work but not necessarily in the context of a youth organisation (i.e. informal group of young people) 
• From an EU Member State or third country associated to the Programme or a third country not associated to the Programme neighbouring the EU (regions 1 to 4).

Minimum two participating organisations (at least one sending and one receiving organisation) from different countries must be involved.

Activities

• Study visits, job shadowing, youth worker exchanges and peer learning
• Networking and community building among youth workers
• Training courses for the development of competences
• Seminars and workshops

Duration and venue of the activities

From 2 to 60 days and must take place in the country of one (or several, in case of itinerant activities) of the organisations participating in the activity.

Le  programme spécifique Personnes du 7ème programme-cadre pour la recherche et le développement technologique soutient la mobilité et le développement de carrière des chercheurs (Actions Marie Curie).
L'objectif de ce programme est de renforcer, sur le plan quantitatif et qualitatif, le potentiel humain dans le domaine de la recherche et du développement technologique en Europe afin de :
- Stimuler les vocations pour la profession de chercheur
- Encourager les chercheurs européens à rester en Europe
- Attirer des chercheurs du monde entier
- Rendre l'Europe plus attractive pour les meilleurs chercheurs
Les anciennes Actions Marie Curie du 6ème programme-cadre sont regroupées et consolidées au sein du programme spécifique Personnes.

Cible
Les chercheurs, à toutes les étapes de leur carrière, qu'ils travaillent dans le secteur public ou privé, depuis la formation initiale de recherche, spécifiquement dédiée aux jeunes chercheurs, à la formation tout au long de la vie et au développement des carrières.

Activités

• Formation initiale des chercheurs : améliorer  les perspectives de carrière des jeunes chercheurs dans les secteurs public et privé, en étendant leurs compétences scientifiques et génériques, y compris celles touchant au transfert technologique et à l'esprit d'entreprise.
   
• Formation tout au long de la vie et développement de carrière : aider les chercheurs expérimentés à compléter ou à acquérir des connaissances et compétences, encourager la mobilité inter/multidisciplinaire et/ou intersectorielle, faciliter la reprise du travail à l'issue d'une interruption de carrière et la (ré)intégration à un poste de recherche à long terme en Europe après une expérience de mobilité transnationale.
   
• Passerelles et partenariats industrie-académie : stimuler la mobilité intersectorielle et accroître le partage des connaissances par le biais de partenariats de recherche communs s'inscrivant dans le cadre de programmes de coopération sur le long terme entre organisations universitaires et industrie, en particulier les PME, et intégrant les industries manufacturières traditionnelles.
   
• Dimension internationale : contribuer à la formation tout au long de la vie et au développement de carrière des chercheurs européens, attirer en Europe les chercheurs étrangers de talent et favoriser la collaboration mutuellement bénéfique avec les acteurs non européens de la recherche.
   
• Actions spécifiques : supprimer les obstacles à la mobilité et améliorer les perspectives de carrière des chercheurs en Europe.

Les actions Marie Skłodowska-Curie (ASCM) font partie d'Horizon Europe (2021-2027), elles sont le principal programme de financement de l'UE pour la recherche et l'innovation. Elles constituent le programme de financement phare de l'Union européenne pour la formation doctorale et postdoctorale des chercheurs. Les actions Marie Skłodowska-Curie offrent des subventions à toutes les étapes de la carrière des chercheurs, des doctorants aux chercheurs très expérimentés, et encouragent la coopération en matière de recherche au-delà des frontières, des secteurs et des disciplines.

Actions

Réseaux doctoraux AMSC : soutien à la formation à la recherche et/ou aux programmes doctoraux conjoints, mis en œuvre par des partenariats européens d'universités, d'institutions de recherche et d'organisations non académiques.

Date limite : 27 novembre 2024, 17h00 CET.

Bourses postdoctorales du AMSC : soutien aux chercheurs expérimentés de toute nationalité, entreprenant une mobilité entre pays, éventuellement vers le secteur non universitaire, afin de soutenir la mobilité des chercheurs au sein et au-delà de l'Europe - et de contribuer à attirer les meilleurs chercheurs étrangers à travailler dans l'UE.

Date limite : 11 septembre 2024, 17h00 CET.

Échanges de personnel AMSC : coopération internationale et intersectorielle pour soutenir la mobilité à court terme du personnel de recherche et d'innovation à tous les niveaux de carrière, du plus junior au plus senior, y compris également le personnel administratif et technique.

Cofinancement de programmes régionaux, nationaux et internationaux (COFUND) qui financent des bourses impliquant une mobilité vers ou depuis un autre pays : encourager la circulation des chercheurs au-delà des frontières et offrir de bonnes conditions de travail.

AMSC et citoyens : vise à rapprocher la recherche et les chercheurs du grand public, à mieux faire connaître les activités de recherche et d'innovation et à stimuler la reconnaissance publique de la science et de l'enseignement de la recherche.

AMSC Chercheurs à risque 2024 : soutient les organisations nationales et internationales travaillant avec des chercheurs à risque dans le but d'améliorer et de professionnaliser leurs activités.

Coopération transnationale entre les points de contact nationaux de l'ACEM : facilite la coopération transnationale entre les points de contact nationaux (PCN) pour le MSCA, y compris ceux établis dans les pays tiers, afin d'identifier et de partager les bonnes pratiques et d'élever le niveau général de soutien aux candidats, en tenant compte de la diversité des acteurs et des expériences.

MSCA International Cooperation 2024 : favorise la coopération internationale en matière de MSCA dans Horizon Europe, par le biais d'une action de soutien dédiée pour compléter et assurer la coordination entre les canaux de promotion existants au niveau local, et assurer la cohérence avec les dialogues politiques formels de R&I aux niveaux bilatéral et régional.

Internationale Zusammenarbeit im Bereich MSCA: Unterstützung der internationalen Zusammenarbeit im Bereich MSCA im Rahmen von Horizont Europa durch eine spezielle Unterstützungsmaßnahme, die die bestehenden Förderkanäle auf lokaler Ebene ergänzt und koordiniert und die Kohärenz mit den formellen Dialogen zur F&I-Politik auf bilateraler und regionaler Ebene gewährleistet.

Les 'actions Marie Curie' ont longtemps été l'une des composantes les plus populaires et appréciées des programmes-cadres communautaires de Recherche et Développement technologique. Leur orientation s'est considérablement affinée avec le temps, passant d'un simple programme de bourses de mobilité à un programme dédié à la promotion des carrières de chercheurs. Les 'actions Marie Curie' ont notamment rencontré avec une pertinence maximale les besoins de la communauté scientifique européenne en termes de formation, de mobilité et de développement des carrières. Ce qu'a prouvé le nombre de candidatures de haut niveau nettement supérieur, pour la plupart des actions, au soutien financier disponible.

Les 'Actions Marie Curie' du Sixième programme-cadre relevaient du programme spécifique dédié à la structuration de l'Espace européen de Recherche.

Pour le Septième programme-cadre, les 'actions Marie Curie' ont été regroupées et consolidées au sein du programme spécifique 'Personnes'. Entièrement dédié aux ressources humaines dans le domaine de la recherche, ce programme spécifique est doté d'un budget global significatif de plus de 4,7 milliards € sur sept ans (jusqu'en 2013), soit une augmentation de 50% en moyenne par rapport au 6 ^e PC.

The "People" Specific Programme within the 7th Framework programme for Research and Technological Development offers support for mobility and career development of researchers (Marie Curie Actions).

The objective is to strengthen, quantitatively and qualitatively, the human potential in research and technology in Europe with the aim:

Criteria

De belangrijkste voorwaarde is dat er een element van internationale mobiliteit aanwezig moet zijn. Hier kan je meer informatie vinden over de criteria.

Budget/projectfinanciering

Het "People" programma valt dus onder het zevende kaderprogramma. De subsidies zijn dan ook afkomstig uit het totale budget van het zevende kaderprogramma. Kijk hier voor meer informatie.

A "People" programa específico dentro do 7th Framework programme for Research and Technological Development oferece apoio à mobilidade e desenvolvimento da carreira dos investigadores (Ações Marie Curie).

O objetivo é fortalecer, quantitativa e qualitativamente, o potencial humano em investigação e tecnologia na Europa com o objetivo de:

• Estimular as pessoas a enveredar pela profissão de investigador
• Encorajar os investigadores europeus a permanecer na Europa
• Atrair investigadores de todo o mundo para a Europa
• Tornar a Europa mais atraente para os melhores investigadores

Os ex-FP6 "Acções Marie Curie" foram reagrupados e reforçado no Programa Específico "Pessoas".

Destinatários:

Investigador em todas as fases da sua carreira, nos setores público e privado, desde a formação inicial de pesquisa, destinados especificamente para os jovens, para a aprendizagem ao longo da vida e de desenvolvimento de carreira.

Atividades:

• "Formação inicial de investigadores" melhorar as perspectivas de carreira em maioria de jovens investigadores em ambos os setores público e privado, alargando as suas competências científicas e genéricas, incluindo os relacionados com a transferência de tecnologia e empreendedorismo;
• "Formação ao longo da vida e de desenvolvimento de carreira" apoiar investigadores experientes em complementar ou adquirir novas habilidades e competências ou na melhoria inter / multidisciplinar e / ou mobilidade inter-sectorial, em retomar a carreira de investigação após uma interrupção e em (re) integrar uma posição de pesquisa de longo prazo na Europa depois de uma experiência de mobilidade transnacional.
• “Percursos Indústria e universidades e parcerias" estimular a mobilidade intersectorial e aumentar a partilha de conhecimentos através de parcerias de pesquisa conjunta em programas de cooperação a longo prazo entre organizações do meio académico e da indústria, em especial as PME e indústrias de transformação tradicionais.
• "Dimensão internacional", contribuir para a formação ao longo da vida e progressão na carreira dos investigadores da UE, atrair talentos de investigação de fora da Europa e promover a colaboração na investigação mutuamente benéfica com os intervenientes na investigação de fora da Europa.
• "Ações específicas" para apoiar a remoção dos obstáculos à mobilidade e melhorar as perspectivas de carreira dos investigadores na Europa.

Burse post-doctorale MSCA: sprijin pentru cercetătorii cu experienţă care desfășoară mobilitatea între țări, opţional în sectorul non-academic, pentru a sprijini mobilitatea cercetătorilor din Europa și din afara Europei - precum şi pentru a contribui la atragerea celor mai buni cercetători străini pentru a lucra în UE.

Termen limită: 11 septembrie 2024, ora 17:00 CET.

Schimburi de personal MSCA: cooperare internațională și intersectorială prin sprijin pentru mobilitatea pe termen scurt a personalului de cercetare - inovare indiferent de nivelul de carieră, de la cei mai tineri la cei mai în vârstă, inclusiv personalul administrativ și tehnic.

Termen limită: 5 februarie 2025, ora 17:00 CET.

Cofinanțare programe regionale, naționale și internaționale (COFUND): finanţează burse care implică mobilitatea către sau din altă țară: pentru a încuraja circulația transfrontalieră a cercetătorilor şi pentru a oferi condiţii bune de lucru.

Termen limită: 26 septembrie 2024, ora 17:00 CET.

MSCA și Cetățenii: aducerea domeniului cercetării și a cercetătorilor mai aproape de publicul larg, în vederea creșterii gradul de conștientizare asupra activităților de cercetare și inovare și încurajarea recunoașterii publice a științei și educației în cercetare.

Termen limită: 7 octombrie 2021, ora 17:00 CET

Cercetători MSCA la Risc 2021 (MSCA Researchers at Risk): sprijină organizațiile naționale și internaționale care lucrează cu cercetători expuși riscului, cu scopul de a-și îmbunătăți și profesionaliza activitățile.

Termen limită: 14 ianuarie 2025, ora 17:00 CET.

Bursele MSCA4Ukraine sprijină cercetătorii strămutați din Ucraina să își continue activitatea în cadrul organizațiilor academice și non-academice din statele membre ale UE și din țările asociate Horizon Europe, menținându-și în același timp legăturile cu comunitățile de cercetare și inovare din Ucraina.

Termen limită: 5 septembrie 2024, ora 23:59 CET.

Cooperare transnațională între MSCA Punct de contact național: facilitează cooperarea transnațională între Punctele Naționale de Contact (PNC) pentru MSCA, inclusiv cele stabilite în țări terțe, pentru a identifica și împărtăși bunele practici și pentru a ridica standardul general de sprijin acordat solicitanților, ținând cont de diversitatea actorilor și a experiențelor.

Termen limită: 4 septembrie 2024, ora 17:00 CEST.

Cooperare internațională MSCA 2024: promovează cooperarea internațională în cadrul MSCA în Orizont Europa, printr-o acțiune de sprijin dedicată pentru a completa și a asigura coordonarea între canalele de promovare existente la nivel local și pentru a asigura coerența cu dialogurile oficiale privind politica de cercetare și inovare la nivel bilateral și regional.

- Romper las barreras entre los sectores académicos y de otros tipos, especialmente de negocios.
- Promover la participación de la industria, etc. en la investigación doctoral y post -doctoral.

Individuos y organizaciones que trabajan en cualquier área de la investigación.

Actividades:
Las redes de investigación (ITN ): Apoyo a Redes de formación innovadora para dar soporte de forma conjunta  a formación en investigación y/o programas doctorales implementados por colaboraciones entre universidaes europeas, instituciones de investigación y organizaciones no académicas.

The Marie Skłodowska-Curie actions (MSCA) are part of the "Excellent Science" pillar of Horizon 2020, the EU Framework programme for Research and Innovation. They support the career development and training of researchers, with a focus on innovation skills, in all scientific disciplines through worldwide and cross-sector mobility. The Marie Skłodowska-Curie actions provide grants at all stages of researchers' careers, from PhD candidates to highly experienced researchers, and encourage transnational, intersectoral and interdisciplinary mobility.

Co-funding of regional, national and international programmes that finance fellowships involving mobility to or from another country: to encourage the movement of researchers across borders and provide good working conditions.

Research and Innovation Staff Exchanges (RISE): international and inter-sectoral cooperation through the to support short-term mobility of research and innovation staff at all career levels, from the most junior to the most senior, including also administrative and technical staff.

European Researchers' Night (NIGHT): to stimulate interest in research careers, especially among young people.

The Quality Label for Humanitarian Aid Volunteering certifies that an organisation is able to carry out high quality solidarity activities in compliance with the principles, objectives and requirements of the action ‘European Voluntary Humanitarian Aid Corps’.

Types

There are two main types of Quality Label for Humanitarian Aid Volunteering:

• Support role - entails supporting, preparing and/or training participants before departure, mediation between them and their host organisations and/or providing support to participants upon return from their activity. The support role also entitles the organisation to submit project applications and coordinate partnerships for Humanitarian Aid Volunteering projects;
• Host role - covers the full range of activities related to hosting a Solidarity Corps participant, including the development of a programme of the young person’s activities and providing guidance and support to the participant during all the phases as appropriate.

Recognition 

The Quality Label is valid for the whole duration of the programming period 2021 – 2027, subject to compliance monitoring and periodical reassessments which will be carried out by EACEA.

After the end of the 2021-2027 programming period, the Quality Label remains valid until the end of the last activity in which the organisation is involved. The Quality Label for lead organisations remains valid until the end of the last grant agreement signed by the beneficiary organisation.

In order to facilitate partner-finding and the setting up of project consortia, profiles of all organisations holding this Quality Label are published in a database of Quality Label organisations on the European Solidarity Corps Portal. To identify potential partners, partner searching tool on the Funding and Tender Opportunities Portal can be used.

Who can apply 

• Quality Label for support role – international organisations and any organisation legally established in an EU Member State or a third country associated to the Programme.
• Quality Label for host role – any organisation operating in those regions of third countries where humanitarian aid activities and operations take place and where there are no ongoing international or non-international armed conflicts.

Under the Discover EU Inclusion Action, organisations and informal groups of young people can receive extra support to carry out projects allowing young people with fewer opportunities to participate in DiscoverEU on equal footing with their peers.

DiscoverEU offers young people who are between 18 and 21 years’ old a chance to have a short-term individual or group experience travelling across Europe by rail or other modes of transport where necessary.

More specifically, DiscoverEU aims to

• inspire young people to embrace sustainable travel in particular and environmental conscience in general.
• give young people the chance to learn about Europe but also to discover Europe’s opportunities for their future education and life choices;
• equip young people with knowledge, life skills and competences of value to them;
• encourage connection and intercultural dialogue between young people;
• foster young people’s sense of belonging to the European Union;

DiscoverEU Inclusion Action aims to:

• Reach out to young people with fewer opportunities that would not apply on their own initiative;
• Overcome the obstacles that prevent these young people to directly participate in the DiscoverEU general application round and provide the necessary support that they need so that they are able to travel;
• Trigger and enhance the development of competences and skills of young people with fewer opportunities taking part in DiscoverEU.

How it works

With the DiscoverEU Inclusion Action, one to five young people with fewer opportunities from the same country gather for a short period to travel through Europe.

The learning period comprises planning, preparation, and implementation before and during the DiscoverEU travel as well as follow-up after the travel.

Eligibility

• Non-profit organisation, association, NGO; public body at local, regional, and national level; social enterprise; profit-making body active in Corporate Social Responsibility; informal group of young people (at least four young people between 18 and 30 years old. One of the members of the group assumes the role of representative. One participating organisation must be involved in the project.
• Established in an EU Member State or third country associated to the Programme.
• The same organisation cannot be involved in more than 5 applications per deadline, either as applicant or partner.

Duration of project: From 3 up to 24 months.

Who can participate: 

Young people with fewer opportunities aged 18 and legally residents in the countries of their sending organisation. Minimum 1 and maximum 5 participants per DiscoverEU travel (Group leaders, facilitators and accompanying persons not included).

Groups can travel alone or can be accompanied.

Group leaders, facilitators or accompanying persons must be at least 18 years old.

Duration of the DiscoverEU travel: From 1 to 30 days. Several travels (with 1-5 participants and eventually accompanying person(s) each time) can be organised during the project lifecycle.

Travels must take place in minimum one other country different from where the participant(s) started their travel.

How to apply:

Applicants need to submit their application to the National Agency of the country in which the applicant organisation is established.

Deadline: 12 February 2025 at 12:00:00, midday Brussels time, for projects starting between 1 July and 31 March of the following year.

Possible additional deadline: 1 October at 12:00:00, midday Brussels time, for projects starting between 1 March of the same year and 31 August of the following year.

Dans le cadre de l'action Inclusion de #DiscoverEU , les organisations et les groupes informels de jeunes peuvent bénéficier d'un soutien supplémentaire pour mener à bien des projets permettant aux jeunes moins favorisés de participer à #DiscoverEU sur un pied d'égalité avec leurs pairs.

#DiscoverEU offre aux jeunes âgés de 18 ans la possibilité de vivre une expérience individuelle ou collective de courte durée en voyageant à travers l'Europe en train ou par d'autres modes de transport si nécessaire.

Plus précisément, #DiscoverEU vise à :

• inciter les jeunes à adopter le voyage durable et à développer leur conscience environnementale
• donner aux jeunes la possibilité d'en apprendre davantage sur l'Europe, mais aussi de découvrir les possibilités qu'offre l'Europe pour leur éducation future et leurs choix de vie
• doter les jeunes de connaissances, d'aptitudes à la vie quotidienne et de compétences qui leur sont utiles
• encourager les liens et le dialogue interculturel entre les jeunes
• renforcer le sentiment d'appartenance des jeunes à l'Union européenne

Comment cela fonctionne-t-il ?

Dans le cadre de l'action inclusion #DiscoverEU, un à cinq jeunes ayant moins d'opportunités et originaires d'un même pays se réunissent pendant une courte période pour voyager à travers l'Europe.

La période d'apprentissage comprend la planification, la préparation et la mise en œuvre avant et pendant le voyage #DiscoverEU, ainsi que le suivi après le voyage.

Éligibilité

• Organisation à but non lucratif, association, ONG, organisme public aux niveaux local, régional et national, entreprise sociale, organisme à but lucratif actif dans le domaine de la responsabilité sociale des entreprises
• groupe informel de jeunes (au moins quatre jeunes âgés de 18 à 30 ans). L'un des membres du groupe assume le rôle de représentant. Une organisation participante doit être impliquée dans le projet
• établi dans un État membre de l'UE ou dans un pays tiers associé au programme.

Durée du projet : De 3 à 18 mois.

Qui peut participer ? 

Les jeunes avec moins d'opportunités âgés de 18 ans et résidant légalement dans les pays de leur organisation d'envoi. Minimum 1 et maximum 5 participants par voyage DiscoverEU (chefs de groupe, animateurs et accompagnateurs non inclus).

Les groupes peuvent voyager seuls ou être accompagnés.

Les chefs de groupe, les animateurs et les accompagnateurs doivent être âgés d'au moins 18 ans.

Durée du voyage #DiscoverEU : De 1 à 30 jours. Plusieurs voyages (avec 1 à 5 participants et éventuellement des accompagnateurs à chaque fois) peuvent être organisés au cours du cycle de vie du projet.

Les voyages doivent avoir lieu dans au moins un autre pays que celui où le(s) participant(s) a (ont) commencé son (leur) voyage.

Comment poser sa candidature ?

Les candidats doivent soumettre leur demande à l'Agence nationale du pays dans lequel l'organisme candidat est établi. En France, ils doivent soumettre leur candidature à l'Agence Nationale Erasmus+ France Jeunesse & Sport / Agence du service civique.

Date limite : 4 octobre à 12h (midi heure de Bruxelles), pour les projets débutant entre le 1er mars et le 31 août de l'année suivante.

Possible date limite supplémentaire : 23 février à 12h (midi heure de Bruxelles), pour les projets débutant entre le 1er juillet de la même année et le 31 mars de l'année suivante.

În cadrul Discover EU Inclusion Action, organizațiile și grupurile informale de tineri pot primi sprijin suplimentar pentru a realiza proiecte care să le permită tinerilor cu oportunități reduse să participe la DiscoverEU în condiții de egalitate cu colegii lor.

DiscoverEU oferă tinerilor care au împlinit 18 ani șansa de a avea o experiență individuală sau de grup pe termen scurt, călătorind în Europa pe calea ferată sau cu alte mijloace de transport, dacă este necesar.

Mai exact, DiscoverEU are ca scop

• să-i inspire pe tineri să îmbrățișeze călătoriile sustenabile, în special, și conștiința ecologică, în general.
• să le ofere tinerilor șansa de a învăța despre Europa, dar și de a descoperi oportunitățile Europei pentru viitoarele lor opțiuni de educație și de viață;
• să îi echipeze pe tineri cu cunoștințe, abilități de viață și competențe valoroase pentru ei;
• să încurajeze legătura și dialogul intercultural între tineri;
• să stimuleze sentimentul de apartenență al tinerilor la Uniunea Europeană;

DiscoverEU Inclusion Action își propune să:

• Ajungă la tinerii cu mai puține oportunități care nu ar aplica din proprie inițiativă la DiscoverEU;
• Depășească obstacolele care îi împiedică pe acești tineri să participe direct la runda generală de candidaturi DiscoverEU și să le ofere sprijinul necesar de care au nevoie pentru a putea călători;
• Consolideze dezvoltarea competențelor și abilităților tinerilor cu mai puține oportunități care participă la DiscoverEU.

Cum funcționează?

Cu ajutorul DiscoverEU Inclusion Action, între unul și cinci tineri cu mai puține oportunități din aceeași țară se reunesc pentru o perioadă scurtă de timp pentru a călători prin Europa.

Perioada de învățare cuprinde planificarea, pregătirea și punerea în aplicare înainte și în timpul călătoriei DiscoverEU, precum și monitorizarea după călătorie.

Eligibilitate

Organizație non-profit, asociații, ONG-uri; organisme publice la nivel local, regional și național; întreprinderi sociale; organisme cu scop lucrativ active în domeniul responsabilității sociale corporative; grup informal de tineri (cel puțin patru tineri cu vârsta cuprinsă între 18 și 30 de ani. Unul dintre membrii grupului își asumă rolul de reprezentant. O organizație participantă trebuie să fie implicată în proiect.stabilit într-un stat membru al UE sau într-o țară terță asociată la program.

Durata proiectului: De la 3 până la 18 luni.

Cine poate participa: Tineri cu mai puține oportunități cu vârsta de 18 ani și rezidenți legali în țările în care se află organizația care îi trimite. Minim 1 și maxim 5 participanți pentru fiecare călătorie DiscoverEU (liderii de grup, facilitatorii și însoțitorii nu sunt incluși).

Grupurile pot călători singure sau pot fi însoțite. Liderii de grup, facilitatorii sau însoțitorii trebuie să aibă cel puțin 18 ani.

Durata călătoriei DiscoverEU: Între 1 și 30 de zile. Se pot organiza mai multe călătorii (de fiecare dată cu 1-5 participanți și, eventual, însoțitori) pe parcursul ciclului de viață al proiectului.

Călătoriile trebuie să aibă loc în cel puțin o altă țară diferită de cea în care participanții și-au început călătoria.

Solicitanții trebuie să își depună candidatura la Agenția Națională a țării în care este stabilită organizația solicitantă.

Termen limită: 20 februarie 2024 la ora 12:00:00, ora 12:00, ora Bruxelles-ului, pentru proiectele care încep între 1 iulie și 31 martie a anului următor.

Erasmus accreditations are a tool for organisations that want to open-up their activities to cross-border exchange and cooperation and that plan to implement learning mobility activities on a regular basis to foster the empowerment of young people, their active citizenship and participation in democratic life.

Applicants will be required to lay down their longer-term objectives and plan in terms of activities to be supported with Erasmus funds, expected benefits and their approach to project management. The award of the Erasmus Youth accreditation confirms that the applicant has appropriate and effective processes and measures in place to implement high quality learning mobility activities to benefit the youth field.

Under this action, organisations and informal groups of young people can receive support to carry out projects bringing together young people from different countries to exchange and learn outside their formal educational system.

Erasmus+ supports non-formal learning mobility of young people in the form of Youth Exchanges, with the objective to engage and empower young people to become active citizens, connect them to the European project as well as help them acquire and develop competencies for life and their professional future.

More specifically, Youth Exchanges aim to:

• foster intercultural dialogue and learning and feeling of being European;
• develop skills and attitudes of young people; 
• strengthen European values and break down prejudices and stereotypes;
• raise awareness about socially relevant topics and thus stimulate engagement in society and active participation.

The Action is open to all young people, with a special focus on those with fewer opportunities.

"Youth Exchanges" is an opportunity allowing groups of young people between 13 and 30 years old, from at least two different countries to meet and live together for up to 21 days. 

Youth exchanges are managed by youth organisations, informal groups of young people or other organisations.

During a Youth Exchange participants, supported by group leaders, jointly carry out a work programme (a mix of workshops, exercises, debates, role-plays, simulations, and outdoor activities) designed and prepared by them before the Exchange.

The aim is to make young people develop competencies, become aware of socially relevant topics/thematic areas, discover new cultures, habits and lifestyles, mainly through peer learning, and strengthen values like solidarity, democracy, and friendship.

The learning process in Youth Exchanges is triggered by methods of non-formal education. A Youth Exchange can also be a good setting for discussing and learning about inclusion and diversity issues.

Youth Exchanges are based on transnational cooperation between two or more participating organisations from different countries within and outside the European Union.

Additionally to Youth Exchanges, projects could also comprise of Preparatory Visits.

Eligible participating organisations:

• a non-profit organisation, association, NGO; European Youth NGO; a public body at the local, regional, or national level; a social enterprise; a profit-making body active in Corporate Social Responsibility;
• an informal group of young people;
• established in

Any eligible participating organisation or informal group of young people established in an EU Member State or third country associated to the Programme.

A mobility activity is transnational and involves at least two participating organisations (sending and receiving organisation) from different countries.

The activity must take place in the country of one (or several, in case of itinerant activities) of the organisations participating in the activity.

Activities within EU Member States and third countries associated to the Programme: all participating organisations must be from an EU Member State or third country associated to the Programme.

Activities with third countries not associated to the Programme neighbouring the EU: the activity must involve at least one participating organisation from an EU Member State or a third country not associated to the Programme neighbouring the EU (regions 1-4)

Eligible activities

Youth Exchanges (5 to 21 days, excluding travel days).

Duration of project: 3 to 24 months.

Dans le cadre de cette action, les organisations et les groupes informels de jeunes peuvent recevoir un soutien pour réaliser des projets réunissant des jeunes de différents pays pour échanger et apprendre en dehors de leur système éducatif formel.

Les "Échanges de jeunes" sont une opportunité permettant à des groupes de jeunes âgés de 13 à 30 ans, originaires d'au moins deux pays différents, de se rencontrer et de vivre ensemble pendant une durée maximale de 21 jours.

Les échanges de jeunes sont gérés par des organisations de jeunesse, des groupes informels de jeunes ou d'autres organisations.

Pendant un Échange de jeunes, les participants, soutenus par des chefs de groupe, exécutent ensemble un programme de travail (un mélange d'ateliers, d'exercices, de débats, de jeux de rôle, de simulations, d'activités de plein air) conçu et préparé par eux avant l'Échange.

L'objectif est d'amener les jeunes à développer des compétences, à se sensibiliser à des sujets/domaines thématiques pertinents sur le plan social, à découvrir de nouvelles cultures, habitudes et modes de vie, principalement grâce à l'apprentissage par les pairs, à renforcer des valeurs telles que la solidarité, la démocratie et l'amitié.

Le processus d'apprentissage des Échanges de jeunes est déclenché par des méthodes d'éducation non formelle. Un Échange de jeunes peut également être un bon cadre pour discuter et apprendre des questions d'inclusion et de diversité.

Les Échanges de jeunes sont basés sur une coopération transnationale entre deux ou plusieurs organisations participantes de différents pays au sein et en dehors de l'Union européenne.

En plus des Échanges de jeunes, les projets peuvent également comprendre des visites préparatoires.

Organisations participantes éligibles :

• Une organisation sans but lucratif, une association, une ONG, une ONG européenne de jeunesse, un organisme public au niveau local, régional ou national, une entreprise sociale, un organisme à but lucratif actif dans le domaine de la responsabilité sociale des entreprises
• Un groupe informel de jeunes gens

Qui peut postuler

Toute organisation ou groupe participant éligible établi dans un État membre de l'UE ou un pays tiers associé au programme.

Une activité de mobilité est transnationale et implique au moins deux organisations participantes (organisation d'envoi et organisation d'accueil) de pays différents.

L'activité doit se dérouler dans le pays de l'une (ou de plusieurs, en cas d'activités itinérantes) des organisations participant à l'activité.

Activités au sein des États membres de l'UE et des pays tiers associés au programme : toutes les organisations participantes doivent être issues d'un État membre de l'UE ou d'un pays tiers associé au programme.

Activités avec des pays tiers non associés au programme et voisins de l'UE : l'activité doit impliquer au moins une organisation participante d'un État membre de l'UE ou d'un pays tiers non associé au programme et voisin de l'UE (régions 1 à 4).

Activités éligibles

Échanges de jeunes (5 à 21 jours, hors jours de voyage).

Organisationen, die in den Bereichen allgemeine und berufliche Bildung und Jugend tätig sind, werden vom Erasmus+ Programm unterstützt, um Projekte zur Förderung verschiedener Arten von Mobilität durchzuführen.

"Jugendaustausch" ist eine Gelegenheit, um Gruppen von Jugendlichen zwischen 13 und 30 Jahren aus mindestens zwei verschiedenen Ländern zu treffen und bis zu 21 Tage zusammen zu leben. Der Jugendaustausch wird von Jugendorganisationen, informellen Jugendgruppen oder anderen Organisationen durchgeführt.

Während eines Jugendaustauschs führen die Teilnehmer, unterstützt von Gruppenleitern, gemeinsam ein Arbeitsprogramm aus (eine Mischung aus Workshops, Übungen, Debatten, Rollenspielen, Simulationen und Aktivitäten im Freien), die von ihnen vor dem Austausch entworfen und vorbereitet wurden.
Ziel ist es, junge Menschen dazu zu befähigen, Kompetenzen zu entwickeln, sich für sozial relevante Themen / Themenbereiche zu interessieren, neue Kulturen, Gewohnheiten und Lebensstile zu entdecken, hauptsächlich durch Peer-Learning, Werte wie Solidarität, Demokratie, Freundschaft zu stärken.
Der Lernprozess im Jugendaustausch wird durch Methoden der nichtformalen Bildung ausgelöst. Ein Jugendaustausch kann auch ein guter Ort sein, um Diskussionen über Inklusion und Diversität zu führen.
Der Jugendaustausch basiert auf einer transnationalen Zusammenarbeit zwischen zwei oder mehr teilnehmenden Organisationen aus verschiedenen Ländern innerhalb und außerhalb der Europäischen Union.

Die Teilnahme folgender Organisationen ist förderfähig:
- gemeinnützige Organisation, Verein, NGO;
- Europäische Jugend-NRO;

- öffentliche Einrichtung auf regionaler oder nationaler Ebene;
- Vereinigung der Regionen;
- Europäischer Verbund für territoriale Zusammenarbeit;
- Gewinnbringendes Organ, das sich für die soziale Verantwortung von Unternehmen einsetzt.
- Jede teilnehmende Organisation oder Gruppe, die in einem Programmland ansässig ist, kann Antragsteller sein. Diese Organisation gilt für alle am Projekt beteiligten teilnehmenden Organisationen.

Eine Mobilitätsaktivität ist transnational und umfasst mindestens zwei teilnehmende Organisationen (Entsende- und Aufnahmeorganisation) aus verschiedenen Ländern.
Wenn ein Jugendmobilitätsprojekt nur eine Aktivität vorsieht, muss der Koordinator auch als Entsende- oder Aufnahmeorganisation fungieren.
Wenn ein Jugendmobilitätsprojekt mehr als eine Aktivität vorsieht, kann der Projektkoordinator als Entsendeorganisation oder Aufnahmeorganisation fungieren, muss aber nicht.
In allen Fällen kann der Koordinator keine Organisation aus einem Partnerland in der Nähe der EU sein.

Aktivitäten innerhalb der Programmländer: Alle teilnehmenden Organisationen müssen aus einem Programmland stammen.
Aktivitäten mit Partnerländern der EU: An der Aktivität muss mindestens eine teilnehmende Organisation aus einem Programmland und eine teilnehmende Organisation aus einem Partnerland der EU beteiligt sein.

Erasmus+ supports non-formal learning mobility of young people in the form of Youth Exchanges, with the objective to engage and empower young people to become active citizens, connect them to the European project as well as help them acquire and develop competencies for life and their professional future.

More specifically, Youth Exchanges aim to:

• foster intercultural dialogue and learning and feeling of being European;
• develop skills and attitudes of young people;

Activities within EU Member States and third countries associated to the Programme: all participating organisations must be from an EU Member State or third country associated to the Programme.

Erasmus+ sprijină mobilitatea de învățare în context nonformal sub forma schimburilor de tineri, având drept obiectiv să îi implice și împuternicească pe tineri pentru a deveni cetățeni activi, pentru a-i conecta la proiectul european și a-i ajuta să dobândească și să dezvolte competențe pentru viitorul lor profesional și, în general, pentru viață. 

Mai specific, schimburile de tineri au ca obiectiv:

• promovarea dialogului intercultural, a învățării interculturale și a sentimentului de a fi european;
• dezvoltarea abilităților și atitudinilor tinerilor; 
• întărirea valorilor europene și înlăturarea prejudiciilor și stereotipurilor;
• creșterea gradului de conștientizare pe teme relevante social și stimularea implicarea în societate și participarea activă.

Acțiunea este deschisă tuturor tinerilor, cu focus pe tinerii cu oportunități reduse. 

Ce fel de proiecte

“Schimburile de tineri” reprezintă oportunități care permit grupurilor de tineri cu vârsta cuprinsă între 13 și 30 de ani, din cel puțin două țări diferite să se întâlnească și să petreacă timp împreună pentru o perioadă de până la 21 de zile.

Schimburile de tineri sunt gestionate de organizații de tineret, grupuri informale de tineri sau alte organizații.

În timpul unui schimb de tineri, sprijinit de liderii de grup, participanții efectuează împreună un program de lucru (o combinație de ateliere de lucru, exerciții, dezbateri, jocuri de rol, simulări, activități în aer liber etc.) proiectate și pregătite de ei înșiși anterior schimbului.

Schimburile de tineri le permit acestora: să dezvolte competențe; să devină conștienți de subiecte/domenii tematice relevante din punct de vedere social; să descopere noi culturi, obiceiuri și stiluri de viață, în special prin învățare reciprocă; să consolideze valori precum solidaritatea, democrația, prietenia.

Procesul de învățare în schimburile de tineri este declanșat prin metode de educație nonformală.

Un schimb de tineri poate fi, de asemenea, un cadru bun pentru a discuta și a învăța despre aspecte legate de incluziune și diversitate.

Schimburile de tineri se bazează pe cooperarea transnațională între două sau mai multe organizații participante din diferite țări din interiorul și din afara Uniunii Europene.

Poate candida orice organizație eligibilă participantă sau grup stabilit într-o țară membră UE sau într-o țară terță asociată Programului.

Las organizaciones activas en el ámbito de la educación, la formación y la juventud recibirán el apoyo del Programa Erasmus + para llevar a cabo proyectos de promoción en los diferentes tipos de movilidad.

¿Qué? "Los intercambios de jóvenes" son una oportunidad que permite a grupos de jóvenes de diferentes países conocer y vivir juntos durante un máximo de 21 días. Los grupos llevan a cabo conjuntamente un programa de trabajo (una combinación de talleres, ejercicios, debates, juegos de rol, simulaciones, actividades al aire libre) diseñado y preparado por los participantes con anterioridad.

El objetivo es hacer que los jóvenes desarrollen competencias, tomar conciencia de temas/áreas temáticas socialmente relevantes, descubrir nuevas culturas, hábitos y estilos de vid , sobre todo mediante el aprendizaje entre pares, fortalecer valores como la solidaridad , la democracia , la amistad. Los intercambios de jóvenes se basan en una cooperación transnacional entre dos o más organizaciones participantes de diferentes países dentro y fuera de la Unión Europea.

- Organización sin fines de lucro, asociación, ONG ;

- ONG Europea de Juventud;

- La empresa social ;

- Organismo público a nivel local;

- Grupo de jóvenes activos en el trabajo con jóvenes, pero no necesariamente en el contexto de una organización de jóvenes (es decir, grupo informal de jóvenes);

- Las organizaciones;

¿Quién puede solicitarlo?

- Organismo público a nivel regional o nacional;

- Asociación de las regiones;

- Agrupación Europea de Cooperación Territorial;

- Entidad con ánimo de lucro activa en Responsabilidad Social Corporativa.

- Cualquier organización participante o grupo establecido en un país del programa puede ser solicitante. Esta organización realizará la solicitud en nombre de todas las organizaciones participantes involucrados en el proyecto.

Una actividad de movilidad debe incluir al menos dos organizaciones participantes (envío y recepción) de diferentes países.

- Las actividades en Países del Programa: todas las organizaciones participantes deben ser de un país del programa.

- Actividades con los países socios vecinos de la UE: la actividad debe incluir al menos una organización participante de un país del programa y una organización participante de un país socio vecino de la UE.

O bien la organización de envío o bien la organización de recepción de cada actividad debe ser del país de la Agencia Nacional que recibe la solicitud.

Youth Exchange is an opportunity allowing groups of young people between 13 and 30 years old, from at least two different countries to meet and live together for up to 21 days.
During a Youth Exchange participants, supported by group leaders, jointly carry out a work programme (a mix of workshops, exercises, debates, role-plays, simulations, outdoor activities) designed and prepared by them before the Exchange. The aim is to make young people develop competences, become aware of socially relevant topics/thematic areas, discover new cultures, habits and life-styles, mainly through peer-learning, strengthen values like solidarity, democracy, friendship. The learning process in Youth Exchanges is triggered by methods of non-formal education. A Youth Exchange can also be a good setting for discussing and learning about inclusion and diversity issues. Youth Exchanges are based on a transnational cooperation between two or more participating organisations from different countries within and outside the European Union.

Eligible participating organisations

• non-profit organisation, association, NGO;
• European Youth NGO;
• social enterprise;
• public body at local level;
• group of young people active in youth work but not necessarily in the context of a youth organisation (i.e. informal group of young people);
• public body at regional or national level;
• association of regions;
• European Grouping of Territorial Cooperation;
• profit-making body active in Corporate Social Responsibility.

• Any participating organisation or group established in a Programme Country can be the applicant. This organisation applies on behalf of all participating organisations involved in the project.
• A mobility activity is transnational and involves at least two participating organisations (sending and receiving organisation) from different countries.
• If a Youth mobility project foresees only one activity, the coordinator must also act either as sending or receiving organisation.
• If a youth mobility project foresees more than one activity, the project coordinator can, but not necessarily has to, act as sending organisation or receiving organisation.
• In all cases, the coordinator cannot be an organisation from a Partner Country neighbouring the EU.
• Activities within Programme Countries: all participating organisations must be from a Programme Country.
• Activities with Partner Countries neighbouring the EU: the activity must involve at least one participating organisation from a Programme Country and one participating organisation from a Partner Country neighbouring the EU.

Erasmus+ sostiene gruppi informali di giovani e/o organizzazioni giovanili, che hanno la possibilità di realizzare progetti di partecipazione attiva alla vita democratica a livello locale, regionale, nazionale ed europeo, realizzando percorsi di impegno dei giovani nella quotidianità. 

Le attività dovrebbero seguire uno o più dei seguenti obiettivi:
- fornire ai giovani opportunità di impegnarsi e imparare a partecipare alla società civile (fornendo percorsi di impegno per i giovani nella loro vita quotidiana, ma anche nella vita democratica, puntando a una significativa partecipazione civica, economica, sociale, culturale e politica dei giovani di ogni provenienza, con particolare attenzione a quelli con minori opportunità);
- sensibilizzare i giovani ai valori comuni europei e ai diritti fondamentali e contribuire al processo di integrazione europea, anche attraverso il contributo al raggiungimento di uno o più Obiettivi europei per i giovani;
- sviluppare le competenze digitali dei giovani e l'alfabetizzazione mediatica (in particolare il pensiero critico e la capacità di valutare e lavorare con le informazioni) al fine di accrescere nei giovani la capacità di resistere alla disinformazione, alle fake news e alla propaganda, nonché la loro capacità di partecipare alla vita democratica;

The European Youth Foundation (EYF) has launched a special call to fund activities to support young people from Ukraine affected by the war through civil society and youth work interventions, within the framework of the values of the Council of Europe.

Eligibility

Youth organisations based in one of the signatories to the European Cultural Convention (all CoE member states and Belarus, Holy Sea, Russian Federation and Kazakhstan).

Organisations should be registered with the EYF.

The special call includes two types of grants available:

• pilot activity grants 
• international activity grants

Projects/Activities

Activities can include: peer-to-peer learning and support, training and workshops, information and counselling, awareness raising and capacity building for young people, youth workers, and youth leaders, meetings of young people from Ukraine, analysis, research and other actions that are based on the principles and practice of youth work.

Activities may have a local, regional or national scope, and can also include activities in a local cross-border context. 

Activities can be implemented in person, online, and in hybrid formats. Projects must have a start date at least 6 weeks after the submission date.

Financial conditions

The maximum amount of the grant is € 15,000 for pilot activity and €25 000 for international activities.

How to apply

Applications must be submitted via the EYF online system in English or French. The title of the applications should include the text: “Special Call for Ukraine”.

·        да следва основните принципи на младежката работа, по-специално насърчаването на междукултурния диалог и разбирателство и насърчаването и защитата на правата на човека и демокрацията;

·        да е в съответствие с ценностите на Съвета на Европа и неговите приоритети в областта на младежта.

Финансови условия

Максималният размер на безвъзмездната помощ е 15 000 евро (80% след подписване на споразумението за безвъзмездна помощ и 20% след получаване и одобрение от EYF на крайния отчет по проекта, дължими в рамките на 2 месеца след крайната дата на проекта).

Грантът може да покрие реални разходи по проекта (настаняване и храна, пътни разходи, такси за обучители или други експерти, устен превод, писмен превод, наем на оборудване, наем на места за провеждане, комуникация), а до 7% от отпуснатия грант може да покрие административни разходи (заплати на персонала, ангажиран с проекта, наем на офис, застраховка, ток, вода и отопление).

Безвъзмездната помощ не може да се използва за закупуване и/или промоция на стоки или услуги за хуманитарни и/или военни действия.

Le Fonds européen pour la jeunesse (FEJ) a lancé un appel spécial pour financer des activités pilotes visant à soutenir les jeunes Ukrainiens touchés par la guerre par le biais d'interventions de la société civile et du travail de jeunesse, dans le cadre des valeurs du Conseil de l'Europe.

Éligibilité

Organisations de jeunesse en Ukraine ou organisations de jeunesse dans les États membres du Conseil de l'Europe travaillant avec des jeunes d'Ukraine.

Projets/Activités

Les activités doivent être conçues pour, soutenir et impliquer les jeunes Ukrainiens touchés par la guerre. Il peut s'agir d'apprentissage et de soutien entre pairs, de formation et d'ateliers, d'information et de conseil, de sensibilisation et de renforcement des capacités des jeunes, des animateurs et des responsables de jeunesse, de réunions de jeunes Ukrainiens, d'analyse, de recherche et d'autres actions fondées sur les principes et la pratique de l'animation socio-éducative.

Les activités peuvent avoir une portée locale, régionale ou nationale, et peuvent également inclure des activités dans un contexte transfrontalier local.

Les projets doivent débuter au moins 6 semaines après la date de soumission.

Un projet réussi doit :

• être une activité qui soutient les jeunes Ukrainiens touchés par la guerre dans leur vie quotidienne et leurs droits, et qui les aide à surmonter leurs difficultés et à accéder à leurs droits.
• être une activité liée à un besoin local et qui apporte une valeur ajoutée à la vie des jeunes Ukrainiens
• respecter les principes fondamentaux du travail de jeunesse, en particulier la promotion du dialogue et de la compréhension interculturels, ainsi que la promotion et la protection des droits de l'homme et de la démocratie
• être en accord avec les valeurs du Conseil de l'Europe et ses priorités dans le domaine de la jeunesse.

Conditions financières

Le montant maximum de la subvention est de 15 000 € (80 % après la signature de la convention de subvention et 20 % après réception et approbation par le FEJ des rapports finaux du projet, qui doivent être remis dans les deux mois suivant la date de fin du projet).

La subvention peut couvrir les coûts réels du projet (hébergement et repas, frais de déplacement, honoraires des formateurs ou autres experts, interprétation, traduction, location de matériel, location de locaux, communication), et jusqu'à 7 % de la subvention octroyée peut couvrir les frais administratifs (salaires du personnel affecté au projet, location de bureaux, assurance, électricité, eau et chauffage).

La subvention ne peut être utilisée pour l'achat et/ou la promotion de biens ou de services destinés à des actions humanitaires et/ou militaires.

Comment poser sa candidature

Les organisations de jeunesse ne peuvent soumettre leur candidature que si elles sont enregistrées auprès du FEJ.
