The Council of Europe Youth Department and the Congress of Local and Regional Authorities (in partnership with DemNet) are hosting an intensive capacity-building workshop in Hungary! Part of the ongoing "Strengthening Democratic Resilience through Youth Engagement and Deliberative Democracy" initiative, this event combines a public panel discussion with hands-on training to give you the practical tools needed to lead deliberative processes in your community.

What to expect

High-level panel: engage in crucial discussions on the future of citizens’ assemblies across Europe.

2-day hands-on training: learn step-by-step how to design, facilitate, and deliver an impactful citizens’ assembly.

Draft an action plan: leave with a concrete proposal to initiate a deliberative process in your home municipality or region.

Who should apply

Young activists, civil society reps, local/regional authority officials, or staff from youth centres, CSOs, and schools focused on political education.

Must be at least 18 years old and a citizen of a Council of Europe member state.

Working level of English is required.

Priority goes to those with a concrete project or idea for a citizens' assembly in their community.

Where

19–21 October 2026, European Youth Centre Budapest (EYCB), Hungary.

Funding

Travel, accommodation, and meals are fully covered by the Council of Europe for selected participants.
